To ensure a smooth process, the National Democratic Congress (NDC) has provided answers to some frequently asked questions about the exercise.

The answers highlight where the exhibition will take place, documents to be exhibited, multiple registration lists, special voting and proxy lists among others.

The answers were contained in a release from the NDC on August 18, 2024.

The exercise is to help voters locate their respective polling stations and request for the inclusion of omitted names and objections to the names of voters in the register.

Also, voters can request the removal of names of deceased voters from the register, replacement of poor quality or damaged ID cards from the register, correction of wrong spelling of names, and amendment to other registration details.

Meanwhile, the Commission has therefore encouraged all citizens to participate in the Exhibition Exercise to ensure their details are correctly recorded and to confirm their eligibility to vote in the upcoming elections.

The Northern Regional NDC Organizer, Abdallah A. Baba disclosed this in an interview on Adom FM’s morning show Dwaso Nsem, Monday.

Abdallah claimed the NPP parliamentary candidate, Felicia Tettey on Saturday bused people from Tamale South to register in Sagnarigu.

But the NDC’s vigilant supporters at the centre detected the plan and raised an alarm and prevented the foreigners from registering.

“However, these same people were repackaged and brought back on Sunday and we resisted again but while the argument was still ongoing, some people we suspect are NPP members started firing shots, causing people to flee,” he narrated.

Following the incident, the NPP and the NDC have engaged in blame games over the affiliation of the perpetration.

“We have lodged an official complaint with the police, demanding thorough investigation and possible prosecution,” he stated.

However, the NPP Chairman, Alhaji Musah Fuseini Dangoomah, has denied the allegations and countered that the gunmen were from the NDC.

Meanwhile, no casualties were recorded and no arrest has been made.

The gunshots reportedly started following an argument about some people who arrived at the venue to acquire voter ID cards.

Alhaji Dangomaah said he was not spared, stating his clothes were ripped apart during the chaos.

Narrating the incident on Adom FM’s morning show Dwaso Nsem Monday, he said his driver was attacked by National Democratic Congress (NDC) supporters when he went to drop some applicants at the registration centre.

“The driver called me and I rushed to the scene to intervene and restore calm but my clothes were destroyed amidst indiscriminate firing of gunshots,” he narrated.

According to him, the driver had to seek refuge in a Police station near the registration centre.

The NPP Chairman alleged that, the gun wielding men were five NDC supporters with four from the Tamale South constituency.

Alhaji Dangomaah also identified one of them as Alhassan Banjira.

According to the Commission, about 626,000 people have been registered as of Thursday, May 23, 2024.

The Director of Electoral Services, Dr Serebour Quaicoe disclosed this on Asempa FM Ekosii Sen, Friday.

Dr Quaicoe noted that, the Commission expects more persons to be registered in the final phase of the exercise, especially due to the two-day extension.

“The figures are provisional because we will keep updating them until the exercise is over.  So as of Thursday, we had 626,000 but we anticipated 623,000 so the numbers will still go up and after the additional two days, we may go above 700,000,” he said.

The exercise which was to end in 21 days was to afford persons who have turned 18 and others who have not previously registered to vote the opportunity to do so.

However, the EC on Friday extended the exercise by two-days, pushing the end date from May 27 to 29.

It is taking place in 1,053 registration centres, made up of 268 district offices and 785 additional centres in hard-to-reach areas agreed on with political parties.

The exercise going on at 268 district offices was initially set to end on May 27.

However, the EC following calls for an extension has set the new conclusion date for Wednesday, May 29, 2024.

In a statement, the electoral body said the development is to compensate for the network issues that disrupted the process during its initial two days.

“This arrangement has been put in place to make up for the network challenges experienced during the first two days of the Registration Exercise. The Commission aims to ensure that all eligible voters who wish to register, are afforded the opportunity to do so,” the statement read.

The Commission has therefore encouraged all eligible citizens who are yet to register to visit the district office to register to vote.

The EC since May 7 began the registration of eligible voters ahead of the 2024 election to ensure every Ghanaian has the opportunity to cast their vote.

Speaking in an interview with Adom News, Hajia Sherifa, emphasised the need for the youth to participate in the electoral process to shape the future of the country.

According to her, the decisions made by the government will directly impact the lives of the youth hence essential for them to have a say in who represents them in Parliament.

Hajia Sherifa made this comment when she visited the EC office to monitor the process.

The parliamentary candidate also stressed the need for the youth to exercise their civic duty and take responsibility for the future of Ghana.

She added that, by registering to vote, young people can ensure that their voices are heard and their interests are represented in the government.

It is alleged they were part of a group brought by executives of a political party to acquire voter ID cards.

The suspects are currently in custody at the Jasikan Divisional Police Command, assisting with investigations.

Following the arrest, a party constituency Chairman and Organizer were working to secure their bail but were unsuccessful.

He said their unnecessary challenges of potential registrants could create chaos at these centres, so they must cease and rather follow due process.

The Regional Commander said instead they should allow the applicant to go through the process and a Challenge Form filled against, but not prevented from registering.

ACP Acquah gave this warning when he visited the premises of the Kadjebi District Office of the Electoral Commission (EC) to observe how the Limited Voter Registration exercise was going.

ACP Acquah, who was accompanied to the E.C Office registration centre by Supt. Frank Nana Asomaning, the Kadjebi District Police Commander, said Ghana needed peace before, during and after the December 7 polls.

Mr. Christian Bokode, Deputy District Electoral Officer, Kadjebi gave the Police Commander the total number of registered voters as of the close of work on Monday, May 13, 2024, as 1,352 Voters including; 719 males and 633 females.

Kadjebi District is having the exercise in five hard-to-reach communities and the EC District Office in Kadjebi, making six polling stations.

The communities include; Dodo-Fie D/A Primary School Polling Station where registration took place between 7-8 May, Dodi-Akum D/A Primary School Polling Station from 9-10 May,  Dodi-Aboabo D/A Primary School Polling Station from 11-12 May, Obuase D/A Primary School 1 Polling Station from 13-14 May and  Yaadzo D/A Primary School Polling Station from 15-16 May, while the E.C District Office, Kadjebi runs from 7-27 May, 2024.

The 21-day nationwide exercise commenced on Tuesday, May 7 and ends on Monday, May 27.

They were alleged to be either minors or foreigners.

Eric Dzakpasu, Regional Director of EC, revealed this to the Ghana News Agency during a visit to the registration centre on Tuesday.

He said a total of 14,888 new voters in the Region were registered within one week of the limited voter registration exercise.

He indicated that apart from the initial two days of glitches of dysfunctional kits and network challenges, all had been smooth.

The Director disclosed that all registration centres, including the mobile teams, had been equipped with generators and internet turbo routers to facilitate the exercise.

Festus Agbolosu, the New Patriotic Party’s agent at the centre, commended the Electoral Commission for the peaceful nature it had conducted the exercise so far.

He urged the qualified citizens to participate in the exercise to get the card so they could vote for the party come December 7.

He said the NPP party had done a lot for the country and should be allowed to continue to transform the country.

In related news, some 1,706 new voters were captured in the Ho Municipality of the Volta Region within the same period.

The number comprises 631 males and 1,075 females, with 17 registrants having their applications challenged on the grounds of either being foreigners or minors.

Nana Oduro Numapau, Ho Municipal Director of the Electoral Commission (EC), disclosed this to the Ghana News Agency during a visit to the register centre on Tuesday to observe the exercise.

The Director said except the network difficulties they faced at the start of the exercise, the process had been smooth and without a hitch.

Nana Oduro advised all eligible persons to take advantage of the opportunity to obtain a voter card to participate in the next elections and any other electoral activities in the country.

Meanwhile, at the time GNA visited the centre, a significant number of students from some second-cycle institutions had flocked to the EC’s office to have their names added to the voter list.

Close to 100 students from OLA Senior High School and Wallace Academy Senior High School were seen at the centre in queue waiting patiently to go through the process to acquire the voter card.

Their delighted expressions indicate that they were pleased to have turned 18 years old, which made them eligible to apply for a card that would allow them to vote in national elections.

After getting their cards, a few students, who spoke with the GNA, expressed happiness, describing the process as fast and smooth.

He therefore urged calm among party faithful, assuring they would get to the bottom of the matter.

The NDC’s Bernard Afful and another, Roger Miller, the proprietor of Voices of Christ Preparatory School were reportedly picked up on Thursday, May 9, 2024, following a tip-off.

The EC refused the request on the basis that it would compromise the ongoing process.

Witnessing an increased number of first-time voters, some agents of the NPP and NDC, were able to obtain the serial numbers of the Biometric Verification kits.

When asked if the serial numbers were captured with the permission of the electoral officials, Ahmed Musah said, ‘we sought their permission, and they allowed us to take it.

The NPP’s Augustin Ofori Gyebi said, “when we need it, we can get it. We have it, they showed us everything”.

Agents who obtained the serial numbers did so without the approval of the District Director of Elections for Ayawaso North, Apostle Tizor Watson.

He said, “I’ve not heard of anybody asking of serial number from our outfit.”

NDC supporters insisted that, the non-residents must return to their communities, arguing that they were ineligible to register.

This led to heated altercations and increased tension in the area. Police intervened and arrested the suspects and later granting them bail.

All suspects were challenged by NDC agents at the voter registration centre on Wednesday, May 8 after they defiantly went through the process.

NDC Constituency Secretary, Clement Amagatse said they will resist all attempts to register foreigners in Asuogyaman.

The limited voter registration exercise began on Tuesday, May 7, aiming to register approximately 623,000 first-time voters across Ghana.

The exercise is set to last for 21 days, ending on May 27, 2024.

Due to online registration challenges, the EC announced it would switch to offline registration starting May 9, 2024.

According to him, the request implies a lack of trust in the competence and integrity of the NDC’s representatives, thereby undermining the party’s reputation.

This follows the NDC’s request for the Electoral Commission (EC) to release the serial numbers of the Biometric Voter Registration (BVR) kits, which are aimed at tracking the machines currently in use at the limited voter registration exercise across the country.

Speaking on the JoyNews AM show on May 10, 2024, he stated, “For me, I see this request as an insult to the agents of the NDC across all the 268 centres that we have because every agent of any political party is required to monitor and identify every registration machine.

“We have given them tally cards, full books of which particular machine would be identified. So, I am surprised at their asking for serial numbers. They know that the serial numbers of these machines are very pivotal in the security system of the Electoral Commission, so they are doing something they know; they know definitely what they want to use it for, and I think that it is going to be very dangerous for us,” he stated.

Mr Mohammed demanded the arrest of the individual responsible for spreading the rumour about the missing BVR equipment in the Electoral Commission office.

According to him, the individual’s claims have caused undue panic and confusion within the electoral process.

He noted that the NDC has propagated this misinformation, alleging that the EC’s request for packing the machines resulted in their disappearance, despite the EC’s assertion to the contrary.

“We are talking about missing BVR. For me I have called for the arrest of the person who has indicated that there is missing BVR in the Electoral Commission office because the NDC has said so and the Electoral Commission told you (that) they ask people to pack machines after registering were done. When they packed them and brought them, they were not up (to number).

“So, if they were not up and you sit down and say that the Electoral Commission is monitored by security personnel, police armoured cars, and those things, mind you, this was done in North Tongu. The North Tongu office is not manned by the military, and what have you done? These officers who were using it are temporary officers of the Electoral Commission.

“Could they be NDC that they took this particular machine, and they are to use them for their purpose and create the agenda that let us say the Electoral Commission has given out or these machines are missing? That is why I am saying that several people have to be arrested in this particular instance,” he noted.

The National Youth Organiser, George Opare-Addo has said the Electoral Commission(EC) operates with no sense of responsibility due to certain actions by the Apex Court.

“The EC must register everybody who is eligible and is willing to register. The law also says that you should make the registration centres closer to the people. The EC is not going by any of those laws and principles.

“I blame our Supreme Court because in 2020, public officers owe a duty to the people they serve. At the end of a service, you owe it a duty to account for your stewardship,” he said in an interview on Accra-based Citi FM.

He added, “When Jean Mensa was brought to the Supreme Court, after changing her own election results four times. The Supreme Court gave her a leeway and did not let her stand in the dock.

“If she had been put in the dock like Dr Afari Gyan [former EC Chair] did…when you are a public servant after rendering services and there are challenges…you owe it a duty to tell us why those changes.”

The registration exercise which started on May 7 ahead of the December elections has been fraught with network challenges, delaying the process.

There have therefore been calls for the electoral body to extend the May 27 deadline to make up for the time loss – a proposal the EC said it will implement if need be.

This warning follows the arrest of three individuals, namely Abass Abukari, George Vinor, and Abdul Karim, by the Ghana Police Service at Tepa in the Ashanti Region on Wednesday.

These individuals were apprehended after they allegedly disrupted the ongoing limited voter registration exercise in the area, interfering with the registration process and causing disturbances.

They are currently in police custody, assisting the Ghana Police Service with their investigations.

The Ashanti Regional EC boss, Benjamin Bannor Bio stated that security personnel have been deployed to the various registration centers and will not hesitate to deal with individuals or groups who attempt to disrupt the process.

“They will not even allow them to get closer to our centres as we indicated in Tepa and we will not leave any stone unturned to ensure that the right people are registered. I can assure you, we will not also permit anybody to try to adversely affect the smooth process of our registration exercise.”

Meanwhile, the Commission is resorting to the offline registration process as a backup for the internet and technical challenges that have affected the process.

According to the Regional EC boss, there must be contingency plans in place to mitigate the impact of internet connectivity issues on the voter registration process.

“The commission issues a directive that we go offline. We will be using offline until the connectivity issue is restored.”

Meanwhile, the Majority Leader in Parliament, Alexander Afenyo Markin, has expressed concern over ongoing network issues affecting the limited voter registration exercise in the Effutu constituency in the Central Region.

“The frustration and the delays must be addressed. So I am urging the Electoral Commission to ensure that they have a backup system. We are told that previously they used to have a system where even when the network was down, they had an offline system which was readily available for registration. So that when the system comes up, it picks immediately.

“I am told that the new system is a bit cumbersome. So if they can work at it and ensure that they have an effective offline system which will allow for registration when the network is down, because as of now, the frustrations are one too many,” he said.

Gunshots were reportedly fired at a voter registration center in the Cape Coast North constituency of the Central region.

Adom News’ Kofi Adjei who is monitoring the process reported that, the gunshots were fired by some men believed to be guarding the New Patriotic Party (NPP) Parliamentary candidate, Horace Ekow Ewusi.

The multiple shots on Thursday morning were to prevent the National Democratic Congress (NDC) from registering a group of people at the centre.

The people were reportedly bused from Moree in the Abura Asebu Kwamankese Constituency.

The NPP members at the center vowed not to allow them to register in the ongoing limited registration exercise.

This resulted in a misunderstanding between NPP and NDC members and the subsequent firing of gunshots.

The NDC constituency Youth Organizer, Godfred Onso Nyanmeye’s phone, was seized during the altercation, making the situation worse.

Mr Ewusi was dragged into his car and drove away after a group of people chased him from the registration center.

Meanwhile, no arrest has been made.

According to the party’s Deputy General Secretary, Mustapha Gbande, the manner in which the exercise has been conducted leaves much to be desired.

This dissatisfaction, he says persists despite reports from some areas, including the Ashanti Region which indicated an improvement from yesterday’s challenges.

The first day of the exercise, which began on Tuesday, was marred by internet disruptions and other technical hitches, resulting in hours of delays and leaving applicants and party agents stranded.

The Electoral Commission (EC) admitted encountering these technical challenges at several registration centers, which delayed the registration process.

However, today, Wednesday, May 8, the situation appears to be different in parts of the Ashanti Region.

Individuals seen in the queue at the regional EC head office were waiting for their turn, while others had just received their cards.

One elated registrant told JoyNews “we came early in the morning and the process was going on well.”

But NDC Deputy General Mustapha Gbande believes that is just one side of what transpired today.

He said the internet challenges has been experienced in areas such as Ketu South and parts of the Central Region.

Speaking on Joy FM‘s Newsnight on May 8, the NDC executive also revealed that the party made an official complaint at the regional level on Tuesday and is following it up to the national level.

The 21-day exercise is expected to end on May 27, 2024.

Meanwhile, the EC has hinted at the possibility of extending the limited voters’ registration period if deemed necessary to accommodate all eligible citizens.

The suspect took part in the September 2023 exercise but attempted to re-register at the Electoral Commission’s (EC) district office on Wednesday, May 8, 2024.

But the system flagged him, leading to his immediate arrest.
He disclosed to the Police that, he was seeking a replacement for his lost voter ID card.
The suspect is in police custody assisting with investigations.
The Municipal EC Director, Kofi Asante Owusu, following the incident urged the public to refrain from attempting double registration and registration of minors, as the biometric system would detect such illegality.
He said the EC will provide opportunities for lost voter ID card replacements and advised people not to attempt re-registering.
In a related development, the registration exercise was temporarily halted due to network issues.
The disruption occurred around 10:30 a.m. after registering about 59 applicants in the morning.
As off 1:00 pm, the network had not been restored.

The first day of the ongoing limited voter registration exercise in the Greater Accra region faced delays due to network challenges.

The Electoral Commission (EC) Chairperson, Jean Mensa at a press conference on Monday announced the 27-day exercise will also be conducted in 25 public university campuses to allow students to register.

However, on a visit to some campuses, Adom News’ Kodwo Mensah Aboroampa observed that the process had halted.

There was uneasy calm at the UNIMAC-IJ campus in Dzorwulu as well as the University of Ghana (Legon) campus.

At the University of Ghana campus, the first ID card was not issued until 12:50 pm, a delay that left many students and staff anxious to participate in the process.

The situation was no different at the UNIMAC-IJ campus as EC staff urged calm and restraint among the applicants.

Similar technical challenges were faced by applicants in some districts across the country including Ayawaso West Wougon, Ayawaso Central, Korle Klotey, Ayawaso East, Tamale metropolis and Ayawaso North.

However, the EC has said the technical challenges were due to internet connectivity which have been resolved in most of the centres.

Meanwhile, the exercise is scheduled to end on May 27 and the EC aims to register approximately 623,000 new voters.

The Electoral Commission(EC) on Tuesday, May 7 began the registration exercise which is expected to end on May 27.

The registration exercise is to afford Ghanaians who have attained the age of 18 and those who could not register in 2020 to get a voter’s ID card ahead of the 2024 election.

At a news conference, the youth group claimed they had picked information about plans by parliamentary candidates of the NDC and NPP to bus people to the district to register.

According to them, their choice of parliamentarians are always influenced by the influx of foreigners not interested in development but only the money.

The phenomenon, according to them has affected the growth and development infrastructure in the area.

“All our road networks are very poor to the extent that tractors cannot even apply it when it rains. The human resource development in the constituency is nothing to write home about as a result of bad and selfish leaders we have had of late,” portions of a statement by the group read.

Also, they have warned residents who allow their relatives to be used for such criminal acts to desist from it.

“We are again sending strong warning to parents and relatives who allow their wards and family members to be used for such criminal activity by such greedy politicians to desist from it this time around because the youth are going to put up surveillance at the electoral commission office.

“We will follow the mobile registration team to wherever they go to prevent any recalcitrant foreigner who tries to make his or her way into the voter register this time around,” they warned.

Meanwhile, they have reaffirmed their commitment that Nkoranza North district is a very peaceful place and will make the limited registration exercise a successful one.

“Let the eligible youth who are first time voters and genuine residents of Nkoranza North District come out in their numbers to register and vote for the development of the Constituency,” the group urged.

The registration exercise is to afford Ghanaians who have attained the age of 18 since the last registration in 2020 and others who were more than 18 years old but for various reasons could not register.

In an interview on Adom FM’s morning show, Dwaso Nsem Monday, Mr Nimako said his cautionary message is directed to the NDC due to their resistance against the removal of the guarantor system.

Mr Nimako explained that, the names of unqualified persons in the register have over the years accounted for the majority of the challenged cases.

“I’m sending this message to the NDC because the guarantor system is still working.  The NPP is law-abiding and that was why we were pushing for a new C. I that allows only Ghana card and passport for the registration, but the NDC resisted.

“We are also closely monitoring the process and will challenge the registration of any minor or foreigner,” he cautioned.

The decision, according to GES, is in line with the constitutional right of all Ghanaian citizens to exercise their franchise.

In light of this, GES in a statement, has directed Regional Directors of Education to communicate the information to all Heads of Second Cycle Institutions within their jurisdiction.

She also described the process as chaotic due to the large number of people being served at the district offices.

Dr. Agyeman-Rawlings made the remarks during a visit to the EC head office with former President John Mahama to assess the exercise.

“It’s a bit chaotic, because we have so many districts here, unfortunately, some machines keep going offline, making the process drag off a bit,” she said.

Dr. Agyeman-Rawlings also noted that, the current system is financially draining for MPs, who are providing transportation and other support to constituents who need to register.

“Lots of people, who are here, live from hand to mouth. Any moment they sit here is money potentially they can make in a day. We need to make the process a little smoother. I’m not quite sure what the EC is going to do about this situation. We have too many districts and one location, which is making it very stressful for lots of those who are here” she bemoaned.

Asked directly by if the exercise was having a financial toll on MPs, she said, “It’s the case across the board and it’s one of the reasons why we were not in favour of the limited registration exercise being done in this form.”

Dr. Agyeman-Rawlings urged the EC to decentralize the registration exercise and provide more resources to ensure a smooth and efficient process.

The EC on Tuesday began the voter registration exercise at its district offices across the country to enable individuals who have attained the age of 18 to acquire voter identity cards for the upcoming polls.

The NDC on Tuesday, September 12, accused the Electoral Commission of making the voter registration process difficult in it strongholds. 

The ongoing limited voter registration is targeted to register over 1.3 million persons who have turned 18.

The 21-day exercise began on Tuesday, September 12, and is scheduled to end on October 2. 

Addressing the press, the National Chairman of the NDC, Johnson Asiedu Nketia said members of the party will monitor the exercise to ensure that the process is not manipulated by the EC.

“We are very ready but we care for the poor registrants who must cater for the costs and constraints of being registered to vote. We currently have our agents and officers in all 268 district offices of the Electoral Commission countrywide and we are keenly and actively monitoring the process. EC starts limited voters’ registration exercise today https://www.adomonline.com/ec-starts-limited-voters-registration-exercise-today/ Tue, 12 Sep 2023 10:26:22 +0000 https://www.adomonline.com/?p=2293149 The Electoral Commission (EC) will commence the limited voter registration exercise today, September 12, 2023, despite an injunction application by some political parties against the process.

The exercise is expected to end on Monday, October 2, at all of EC’s 268 district offices nationwide.

In light of this, the EC has directed that persons who have attained the age of 18 years since the last registration exercise and those who, for one reason or another, did not register in 2020, visit the District Office where they reside with either their Ghana Card or their Ghana Passport.

However, the National Democratic Congress (NDC) and four other political parties have argued that the exercise at the district offices will disenfranchise a lot of young voters, particularly those in rural areas.

They have therefore called for the process to be decentralised.

The Supreme Court was expected to have scheduled a hearing for the application within a few days of its filing, but it has yet to do so.

Former President John Dramani Mahama on Monday expressed anger over the Apex Court’s delay in scheduling a hearing for an injunction application.

Meanwhile, the EC has warned that it is a criminal offence for non-Ghanaians (foreigners) and persons who are not 18 years and above (minors) to attempt to register.

“Offenders and those who guarantee for them will be liable for prosecution. Additionally, guarantors who guarantee for more than the legally mandated number of ten (10) persons will be prosecuted,” the EC cautioned.
