As part of this directive, he has announced a one-week nationwide clean-up exercise scheduled from Saturday, December 13 to December 20, stressing that he and his team will carry out unannounced inspections to hold local leaders personally accountable for filth.

The move forms part of a broader national effort to ensure a clean and welcoming Ghana ahead of the Christmas and New Year festive season, a period that typically records a significant influx of diaspora visitors.

Mr Ibrahim delivered the message during an unannounced inspection tour of several municipalities in the Greater Accra Region, including Ayawaso West Wuogon, La Nkwatanang, Madina and Adentan.

He underscored that the role of an MMDCE is one of service, not privilege, and insisted that the trust reposed in them by President John Dramani Mahama must be justified through visible results.

“So if you are an MDA or MMCE, President Mahama did not appoint you to come and sit there and disburse the Common Fund. He gave you a job. Leadership is about service. Let that service be performed. Our responsibility is supervision, and we are going to intensify it,” he stated.

The minister further announced that sanitation workers, including ‘borla taxis’, sweepers and waste collection trucks, will be fully deployed nationwide from Monday, signalling a determined government effort to tackle waste accumulation.

“On Monday, the borla taxis will be at work, the sweepers, those that are functional, will be at work. The trucks will be at work,” he said.

To ensure the success of the seven-day exercise, Mr Ibrahim hinted at the formation of a multi-sectoral task force, bringing together key ministries to elevate the clean-up drive into a public health and national responsibility.

“We are all going to the drawing board, together with my colleagues. So we will bring in Transport, Health and Interior to be part of the ministry. These seven days, at least, we must make sure Ghana is clean for the festive season, so that our brothers and sisters who will be coming from foreign countries will have a good impression of Ghana,” he explained.

The involvement of the Interior Ministry suggests that sanitation laws, which carry penalties including fines or imprisonment, will be strictly enforced throughout the campaign period. President Mahama has previously reintroduced the National Sanitation Day, with a clear directive that MMDCEs will be held directly responsible for sanitation outcomes in their districts.

The Minister for Tourism, Culture and Creative Arts, Abla Dzifa Gomashie, who accompanied the delegation, stressed the economic importance of sanitation, noting that a clean environment enhances Ghana’s image and boosts tourism.

She added that maintaining a clean environment makes it easier to market the country and leaves a lasting positive impression on visitors.

Mr Ibrahim concluded by reiterating that his ministry’s unannounced inspections across all 261 Metropolitan, Municipal and District Assemblies will mark “the end of the era of pretence,” replacing ceremonial clean-ups with sustained action and measurable results from every MMDCE.

He noted that the success of the initiative hinges on strong collaboration with the Sekyere Afram Plains District Assembly, the Ashanti Regional Coordinating Council and other key stakeholders.

Regional Operations Manager for World Vision Ghana, Ivan Aboagye, described the Sekyere Afram Plains as one of the largest yet poorest districts in the Ashanti Region, grappling with significant deficits in sanitation and access to clean water. Data from the area, he said, shows that inadequate sanitation facilities and limited potable water access remain major developmental barriers.

Mr. Aboagye explained that the WASH initiative will target vulnerable communities with limited access to potable water and poor handwashing practices.

He added that improving sanitation, particularly reducing open defecation, remains central to the project’s goals.

The community-wide exercise brought together the Member of Parliament, the District Chief Executive, officials from the Ahafo Regional Coordinating Council, personnel from the security services, representatives of Newmont Ahafo South Mine, and a strong turnout of community members and youth volunteers.

Speaking on behalf of the Paramount Chief, Nana Osei Kofi Abiri, the Gyaasehene, Nana Kwame Boakye Yiadom, told Adom News that the traditional council remains committed to maintaining a clean and healthy environment.

“Our goal is to make Kenyasi No.1 one of the cleanest towns in the Ahafo Region,” he said, adding that the council has intensified its efforts to promote good sanitation beyond the regular monthly cleanup exercises.

He further noted that additional strategies are being rolled out to address waste management challenges and encourage sustained community participation.

In a related interview, Anita Dapaah, the Women’s Organiser for the Kenyasi No.1 Youth Association, commended the chiefs and organisers for the effective coordination that led to an impressive turnout.

“The level of participation we witnessed today is unprecedented,” she remarked, attributing the success to the joint leadership of the traditional council and the youth association.

Ms. Dapaah also revealed that going forward, residents who fail to take part in community cleanups and related activities will not be eligible for certain local benefits, including scholarships, job opportunities, and other forms of support from Newmont Gold Ghana.

According to the organisers, the initiative forms part of broader efforts to promote cleanliness, civic responsibility, and community pride across Kenyasi No.1 and its neighbouring communities.

The arrests followed a swoop by members of the Clean Ghana Task Force, who stormed the market on October 29, 2025, to clear traders operating under filthy and unhygienic conditions — despite earlier directives to relocate and maintain proper sanitation standards.

Director of the Clean Ghana Campaign, Florence Kuukyi, said the task force will not relent in enforcing sanitation by-laws until full compliance is achieved across all major markets in the capital.

“Believe you me, if I remove this pallet, you’ll see rotten yams inside the drain. They trade and push waste from their goods into the drains and cover it up. If we cannot arrest the human beings, we’ll arrest the products,” she told JoyNews.

Spokesperson for the Accra Metropolitan Assembly (AMA), Gilbert Ankrah, also called on the media and the public to support the campaign, emphasizing that sustained market cleanliness requires a shared commitment.

“The streets are not for selling, and that’s what we want the media to help reinforce. There are empty spaces in the markets, but some traders still choose to return to the streets,” he said.

The Clean Ghana Campaign, spearheaded by the Accra Metropolitan Assembly, has intensified operations in key commercial hubs, including Agbogbloshie, as part of efforts to restore order, enforce sanitation laws, and promote environmental hygiene.

Authorities say the latest swoop is part of a renewed drive to ensure traders comply with safety and hygiene regulations to curb disease outbreaks and safeguard public health.

In a recent paper titled “The High Cost of Improper Waste Management and Poor Sanitation on Ghana’s Economy,” the researchers argue that improved sanitation infrastructure could unlock billions in economic gains, create thousands of jobs, and enhance environmental sustainability.

Citing World Health Organization data, the authors estimate that for every US$1 invested in sanitation, a country can earn up to US$5.50 in returns through higher productivity, reduced healthcare spending, and lower mortality.

Applied to Ghana’s GDP, a one-percent investment — roughly US$883 million — could yield an economic return of US$4.86 billion.

“Proper waste management is not just about keeping our cities clean,” the report states. “It’s about protecting lives, saving money, and creating a healthier, more productive economy.”

The study highlights success stories from around the world where waste recycling, composting, and renewable energy recovery have boosted employment and supported the shift toward a circular economy.

It estimates that the global waste management industry, valued at US$1.4 trillion in 2024, is expected to reach US$2.4 trillion by 2033, offering vast opportunities for countries like Ghana to participate in the green economy.

In addition to its economic value, proper sanitation has direct public health benefits. The authors point to Ghana’s October 2024 cholera outbreak as an example of the devastating consequences of neglect.

Such crises force government to redirect funds from productive sectors to emergency responses, while lost workdays and medical costs drain household and national resources.

The paper also warns that Ghana’s sanitation funding model is unsustainable. Despite collecting over GHS 500 million annually through the Sanitation and Pollution Levy, less than 5% of those funds are reinvested in sanitation projects.

The researchers called on government to demonstrate “strong political will” by ring-fencing a greater portion of these revenues for waste management infrastructure and innovation.

Beyond public investment, the authors advocate private sector participation and the adoption of modern recycling technologies to close funding gaps and improve efficiency. “Cleaner cities attract tourists, investors, and jobs. Waste can be turned into wealth — if managed properly,” they assert.

Ultimately, the ISSER team concludes that sanitation reform offers a rare win-win for Ghana’s economy, public health, and environment: “Investing in waste management is not a cost; it’s an opportunity for Ghana to build a more sustainable, prosperous, and resilient future.”

The action, described by city officials as a necessary step to enforce compliance, signals a new, stringent phase in the capital’s sanitation campaign.

The synchronised clean-up operation, led by the Ministry of Local Government, Chieftaincy and Religious Affairs, saw the Mayor of Accra, Michael Kpakpo Allotey, the Minister Ahmed Ibrahim, and the Ga Mantse, King Tackie Teiko Tsuru II, actively participating in key zones.

Mr. Gilbert Ankrah, Public Relations Officer of the AMA, confirmed the swift legal action taken against non-compliant businesses.

“What we noticed was that there were a couple of shop owners who had opened their shops, and quickly we had sanitation and public health officers moving in to deal with them.”

He confirmed that the offenders would face the law within days:

“They were given summons and will be arraigned before court on Monday,” Ankrah said on the Channel One Newsroom.

Enforcement: The Judiciary Steps In

The decision to escalate non-compliance to judicial prosecution marks a departure from reliance on fines alone, leveraging the Accra Sanitation Bye-laws (2017) which mandate participation in communal cleaning exercises.

Officials confirmed that public health and sanitation officers moved quickly, targeting commercial hubs and central business districts where large numbers of shops remained open despite public announcements.

The expected arraignment on Monday is projected to serve as a strong deterrent against future defiance.

Despite the non-compliance issues, Mr. Ankrah praised the public response in general, estimating a 30% rise in communal turnout compared to previous exercises.

“The participation was quite impressive. If you look at how people came out to support the exercise, it was very successful,” he said.

He noted that mop-up operations were continuing in heavy waste areas like the Agbogbloshie market zone, with the AMA targeting the collection of an estimated 500 tonnes of residual debris before Monday.

The Mayor has also declared the entire month of October as “Sanitation Month,” indicating intensified clean-up operations will continue across the 13 Sub-Metropolitan Districts of the AMA area.

Minister Acknowledges Logistical Deficits

While commending the public effort, Minister Ahmed Ibrahim acknowledged significant structural hurdles still plaguing sanitation efforts nationwide. He pointed directly to a critical deficit in professional waste management equipment across the 16 regional capitals.

“Some assemblies are using tipper trucks to cart refuse. It’s unprofessional. As sector minister, I will take it up and ensure the cities get at least a few compactors,” he said.

The Minister revealed that a survey showed over 60% of Municipal and District Assemblies (MMDAs) lack the requisite compactor trucks needed for efficient waste carting, instead relying on less hygienic tipper trucks.

He pledged government support to address this infrastructure deficit, with plans to procure an initial batch of 50 new compactors for the major cities.

Additionally, Mr. Ibrahim cited poor street lighting—affecting an estimated 45% of urban streets—as a major hindrance to conducting essential early-morning and night-time sanitation work.

He stated his Ministry is collaborating with the Ministries of Energy and Roads to launch an accelerated street-lighting project to enable extended clean-up hours and improve public safety for sanitation workers.

“Goaso is the regional capital of Ahafo, and for it not to have refuse bins at vantage points encourages people to litter anyhow,” she said.

Responding to the concern, the Municipal Chief Executive (MCE) for Asunafo North, Joseph Akparibo, assured that the assembly, in collaboration with the traditional council, will empower environmental health officers to strictly enforce sanitation by-laws.

“With immediate effect, I have instructed the officers to step out to clamp down on and prosecute anyone who fails to comply with sanitation laws,” he said.

In a recent interview on Channel One, Okoe Vanderpuije thoughtfully responded to criticisms, highlighting the necessity of these demolitions in the Greater Accra Region, particularly during a challenging public health crisis.

“Every demolition I led in Accra, there was a reason behind it. If you think of the High Streets, the beach side, at the center of demolition, it was to stop cholera at that time. It was at a high end, people were dying. And medical officers traced it to that community,” he explained.

He elaborated on how the outbreak was linked to a particular area, where challenging sanitary conditions contributed to significant health concerns.

“We went in there, and we were told to stop what was happening. People were defecating when we went in. People were buying waakye, eating banku, and we had to clear that to eliminate it. The outbreak came down, and for about 4 or 5 years, Accra was okay. Until recently, two or three years ago, it came back again,” Vanderpuije recounted.

He also highlighted the importance of the demolition at Kwame Nkrumah Circle, underscoring its urgency in light of diplomatic considerations expressed by the United States.

“The next demolition I can think of is Circle, and that demolition was very necessary because the US had threatened to make a decision that was going to affect the economy of Ghana due to the human rights abuses there,” he said.

“Why should we sit down and allow a group of people to tarnish our image to the extent that it will cause us economic hardships?” he added.

During a tour of the company’s state-of-the-art Accra Compost and Recycling Plant (ACARP) at Adjen Kotoku in Accra on April 23, 2025, the committee members praised Zoomlion’s commitment to improving sanitation in Ghana.

The visit formed part of the committee’s mandate to explore ways Ghana can effectively address its sanitation challenges.

Speaking to the media on the sidelines of the tour, the Chairman of the Committee, Mr. John Oti Bless, said:
“I am truly impressed by the level of investment that has gone into these major companies.”

He noted that Zoomlion’s contributions to sanitation management have been commendable, with its facilities functioning effectively.
“We’ve seen significant progress since 2000, and especially from 2004,” he added.

However, he pointed out that the current challenge lies in implementing effective sanitation practices in streets and communities.
“We want to see stronger action where it matters most — in the streets and communities,” he emphasised.

While acknowledging existing sanitation issues requiring urgent attention, Mr. Oti Bless said after visiting ACARP and other modern facilities such as Sewerage Systems Ghana Limited (SSGL), committee members were convinced that the necessary capacity exists. However, the major constraint is funding.

He revealed that the government owes service providers like Zoomlion about GHS 1.2 billion and said the committee was working to ensure prompt payments.
“About GHS 13 billion has been budgeted for this purpose, and we expect prompt action,” he disclosed.
“Zoomlion hasn’t received payments from the government for the past two years. How can a company function effectively without resources?” he quizzed.

Mr. Oti Bless also called for the establishment of a dedicated sanitation fund, intensified public education campaigns, and the enforcement of local bylaws.
“Sanitation is a daily necessity that requires a dedicated source of funding,” he argued.
“If 40 pesewas is being raised through the levy, 20 pesewas should go to sanitation while the other 20 pesewas goes to energy. This will bring real change,” he recommended.

He added that his committee plans to work with the media to promote public awareness and support for sanitation initiatives.
“We must ensure the enforcement of local bylaws. Many district assemblies’ bye-laws are not gazetted, which renders them unenforceable,” he stated.

Mr. Oti Bless, who is also the MP for Nkwanta North in the Oti Region, lauded Zoomlion’s innovation and productivity, including its production of tricycles, waste processing, and furniture.
“We urge Ghanaians and civil society to support and buy local products from Zoomlion,” he encouraged.
“This fight is about public health. It’s not about individuals or politics — it concerns every Ghanaian.”

He assured the public that the committee is committed to delivering positive change in Ghana’s sanitation sector.
“We have hit the ground running, and we will not stop until the right things are done,” he declared.

Earlier, in a presentation, the Executive Chairman of the Jospong Group, Dr. Joseph Siaw Agyepong, appealed to the committee to help ensure sanitation and environmental bylaws are enforced and offenders prosecuted.

“What we [Zoomlion] do here goes beyond just cleaning,” he said.
“We are tackling cholera, environmental issues, and even tourism-related concerns, all while improving public health and sanitation infrastructure.”

Dr. Agyepong emphasised the far-reaching benefits of a clean environment, saying:
“A clean and safe environment can significantly extend people’s lives.”

He also lamented the lack of incentives and recognition for the work being done in the sanitation sector.
“The work we do often lacks the recognition it deserves, which is quite discouraging,” he noted.

One key issue he highlighted was the high taxes imposed on essential equipment.
“We are currently engaging in discussions about the taxes imposed on some of our equipment, and we kindly appeal to the members present to take up this matter on our behalf,” he requested.

Dr. Agyepong expressed confidence that with the right support, Zoomlion could contribute even more to Ghana’s development.

“The kind of sanitation infrastructure that Zoomlion has invested in, both in municipal solid and liquid waste and robustness of the recycling waste management plants, is so unparalleled,” he averred.

Hon. Ahmed proceeded on to praise Zoomlion’s nationwide network of modern recycling plants, faecal waste management systems, and sewage-to-resource technologies, which convert waste into compost and charcoal.

These facilities, he noted, align with Ghana’s 2016 ban on ocean dumping of faecal waste, a policy enacted under former President John Dramani Mahama that halted hazardous coastal pollution.

“Before Zoomlion, faecal waste flowed freely into the sea that causing diseases such as cholera. Their infrastructure is now our lifeline,” he emphasized.

The Minister who has overside responsibility of sanitation, however, raised alarms over a crippling 1.2 billion Ghana cedis debt owed to Zoomlion by the government, inherited from the previous Akufo-Addo administration.

According to him, this debt has been a significant concern for the government, adding that despite this “we are closely collaborating with Zoomlion to address Ghana’s waste management challenges.”

He stressed the necessity for the government to forge solid partnerships with private waste management firms, and urged Zoomlion not to relent on their efforts to complete their waste infrastructure transformation agenda.

Ibrahim Ahmed also linked recent cholera outbreaks in coastal cities like Cape Coast, Winneba, and Takoradi (October 24, 2023) to lingering gaps in public sanitation education.

He urged intensified advocacy to curb reckless waste disposal, particularly in water bodies critical for domestic and agricultural use.

The Central Regional Minister, Eduamoah Ekow Panyin Okyere, has urged security agencies and institutions to work with the Regional Coordinating Council (RCC) to address the region’s worsening sanitation crisis.

Speaking during an engagement with the police and the Ghana National Fire Service, the Minister expressed concern over poor sanitation and the recent cholera outbreak, calling for urgent collective action.

Central Regional Police Commander, DCOP Charles Kofi Adu, urged the Minister to engage the Regional House of Chiefs to resolve ongoing chieftaincy disputes, which he said threaten regional peace, especially during festive seasons.

He called on the Judicial Council of the House of Chiefs to expedite case resolutions.

He further assured the police’s commitment to supporting the RCC in maintaining law and order.

Meanwhile, Central Regional Fire Service Commander, DCFO Malinda Mary Atsigah-Mensah, outlined operational challenges affecting the fire service and appealed for the Minister’s support to enhance their effectiveness.

She expressed gratitude for his visit, noting it provided an opportunity to discuss their concerns and for him to gain firsthand insight into their operations.

Headmaster of Nkowi JHS, Daniel Nyarko, says the school has faced challenges in accessing learning materials and poor sanitation for the past decade.

This has been communicated to the district education directorate seeking support and solutions to enhance the school’s conditions and resources.

The headmaster noted the school is also faced with the challenge of poor classroom facilities, lack of furniture, and a lack of potable drinking water.

Additionally, he pointed out that studying ICT has become increasingly difficult. Addressing these issues could significantly improve the learning environment.

As an intervention, Up African Movement, a non-governmental organization, donated stationery, school uniforms, football and various learning materials to the school.

Director of the organization, David Megar, expressed his commitment to providing even greater support for the school in the years ahead.

The chief of Nkowi, Nana Opoku Agyapong, has called for collaborations in enhancing the living standards in Nkowi and surrounding communities.

He sought support in the construction of a clinic, roads and public toilets for the community.

The KMA boss noted that, poor sanitation has, over the years, been the biggest bane and an obstacle to growth and development.

But, Sam Pyne said he made it a priority when he assumed office, and they are on course to achieve the goal.

“We now have two mini recycling plants and four composite plants which will cater for wet and dry waste. We have trained 200 people who ensure people deposit waste in the appropriate dustbins placed at vantage points to make recycling easy,” he touted.

“Until some drastic actions are taken by the assemblies against residents who flout your byelaws, it would be difficult to protect the people against diseases that can be avoided,” she stated.

Dr Prempeh gave the advice in an interview with the Ghana News Agency at Tema Station in Accra when she toured the Korley Klottey Municipality as part of the National Cleanup Exercise, which coincided with World Cleanup Day.

The exercise, on the theme: “Cleaning for Safe, Healthy and Sustainable Ghana,” saw the participation of drivers, market women and traders among others.

The Minister said Assembly members, churches, market women and community leaders must encourage the people to attach special importance to environmental sanitation issues in their communities.

She said embracing change called for the active participation of all to complement the government’s effort in solid waste management to keep Accra clean.

She expressed worry over the low communal spirit among Ghanaians, which retard development.

Dr Prempeh later toured some flood-prone areas in the Ablekuma West including Dansoman, Mpoase, Mamponse and Glefe to acquaint herself with the extent of damage caused by the recent rains.

Apart from people building on waterways, others have made it a habit to dump waste at unauthorised places to avoid paying fees to the assemblies, which she said had resulted in health challenges to residents.

She cited tricycle waste collectors as the major cause of the situation and called on the assemblies to be vigilant to arrest the perpetrators while serving warnings to stop the burning of refuse at night in those areas.

Mr Samuel Tete, the Ablekuma West Municipal Environmental Health Officer, who took the Minister round, admonished the people to change their attitudes by adhering to government policies regarding sanitation.

He said the assembly had planned to evacuate the piled-up refuse dump at Mpoase/Glefe and prepare the place for a recreational centre or a market to benefit the community.

He advised the public to desist from littering the streets with refuse to keep the area clean and healthy.

Over 20 traders were whisked away and had their contaminated wares confiscated after they fell victim to health inspection collaborative exercise organised by the AMA and the police.

The traders had marketed their wares among filth, while others were displaying their goods on unauthorised routes and filthy environment, among other sanitation related offences.

A dramatic incident on the morning of Wednesday, February 8, saw the traders resisting arrest, yet they were overpowered by the irate sanitation officers who came with full force.

The offenders were transported to the AMA office together with their wares.

Speaking on the exercise, Environmental Health Officer, Madam Florence Kuukyi, told Joy News that a similar exercise was organised weeks prior and they were faced with same unhealthy conditions.

According to her, about 40 offenders were arrested in the previous exercise kind courtesy the Joy Clean Ghana campaign.

Madam Kuukyi said the Assembly is poised to promote healthy living and prevent dangers ahead, if that means constant arrest.

She is hopeful by the end of the year, the Assembly will get the results they are looking for, which is a clean Ghana.

Meanwhile, the traders were sensitised on proper hygiene and made to distill their gutters and clean the environment.

This represents 61% out of the 784 cases recorded for the year 2022.

AMA in its report said 46 of the cases prosecuted were through its collaboration with Multimedia’s Joy Clean Ghana Campaign.

It added that 344 of these prosecutions were done through the Public Health Department’s mainstream prosecutions while 87 of them were through the ‘Operation Clean Your Frontage’ initiative in collaboration with the City Response Team.

The offenses included; accumulation of refuse, food safety issues, waste collection registration failure, insanitary drains, overgrowth of weeds, open defecation, littering in the city center and other environmental health and sanitation offenses contrary to the Public Health Act 851 (Act 2012), AMA 2017 Bye-laws.

Waste collection registration failure, lack of inhouse water, food safety and hygiene and insanitary drains were the top four offenses recorded for the year 2022.

Multimedia’s Joy Clean Ghana Campaign is an initiative that seeks to help enforce waste management laws and educate the general public on how to manage waste.

The idea is to educate citizens and make them take responsibility for their actions.

The Kumasi Metropolitan Assembly (KMA) has said it is ready to deal with sanitation offenders in Kumasi.

Mayor of KMA, Samuel Pyne, who disclosed this on Asempa FM’s Ekosii Sen show Thursday, said they are collaborating with the national security operatives and have been given access to the cameras on the roads.

“We are in talks with the national security and they have given us access to their cameras on our roads and we are a couple of men in the IT department and are on signals and monitoring and so anyone who is captured littering the streets of the metropolis without any concern and its implications will be tracked and arrested and taken to court,” he said.

According to him, his outfit has submitted a list of 100 people who are being trained as sanitation guards and awaiting approval.

“My plan is to divide these 100 people into three and allow them to run shifts if they are approved in order to ensure that the city is clean,” he added.

Mr Pyne further indicated that the KMA would not hesitate to prosecute anyone arrested and therefore, cautioned that to avoid being thrown into jail or fined heavy sums of money, the residents must learn how to keep a clean environment.

He cautioned the throwing of garbage on the streets contravenes the bye-laws of the assembly, adding, henceforth, the bye-laws would see its fullest implementation.

Before embarking on this exercise, the KMA boss noted they would begin public educational programmes on sanitation management, and install litter bins at convenient places, particularly, in the central business district.

She said the phenomenon, in addition to other human activities, has led to a deficit in water production and poor water quality, which is affecting government’s efforts to embark on certain projects to improve water supply.

Speaking at a Ministry of Information press briefing on Monday, Mrs. Cecilia Dapaah observed that illegal miners dump solid and liquid wastes into rivers, thereby blocking machines that pump water.

“I must say the biggest and the most serious challenge is this phenomenon of galamsey or illegal mining in our river bodies. This has created huge problems for our water systems and our concern, I must stress, is that, if we are borrowing close to $1 billion to do projects and the raw water sources are contaminated, polluted and the machines will be drawing in mud, where are we going and what do we want to do with our water bodies?

“We have our own people mining in the river bodies and in the buffer areas and this must stop. I am told and briefed that Regional Security Council (REGSEC), they are on top of this issue; very soon we would take some of you [journalists] with us to go and find out the progress of work but this needs to stop,” she said.

Other challenges facing the Ministry

She admitted that there are still barriers to access to safe water; however, the government is working to identify and solve all such challenges in the water distribution system.

According to her, the phenomenon of non-revenue water was as high as 54% in 2017 but has been reduced to 45% through interventions made by the Ghana Water Company Limited (GWCL).

“We also have the challenge of intermittent water supply and this is because any time the power is off, our machines go off and it takes us time to also get to work when the power is restored. We have obsolete electro-mechanical equipment that we are trying to replace and work on them.

“Old distribution and transmission pipelines; for those of us who are younger than 60 years, some of these pipelines were laid 65 years ago and we need to replace them. We have old metres that give us wrong readings; now we have installed bulk metres to give us the quantum of water we produce so that we can account for.

“We also have the challenge of illegal connections and this is a very serious issue. Just yesterday, a resident of East Legon was caught red-handed; he had connected two big pipes into our main lines and had denied the whole area of water. When he was apprehended and the pipes were disconnected, immediately, water started flowing in people’s homes,” she stated.

“In the olden days, our mothers will wake up around 4:00 a.m., and sweep the compound; there was nothing like dumping of refuse into the gutters, and for that matter, our gutters were clean and tidy,” he recounted.

However, he said it was regrettable that Ghanaians had brushed aside these good values and were rather dumping refuse into gutters and polluting water bodies, lamenting that now there is no longer respect for the rule of law.

These negative attitudes, he said, pose various health risks to the citizenry.

Sanitation Minister

“Thus, we can deal with these sanitation problems, if as a country, we will defend and believe in the rule of law, and more importantly, respect the rule of nature in our traditional areas,” he stressed.

The Okyenhene made the call during a courtesy call on him in his palace at Kyebi, Eastern Region, on Monday, May 17, 2021, by the Minister of Sanitation and Water Resources, Madam Cecilia Abena Dapaah, who was accompanied by some chief directors from her outfit.

The visit was part of the minister’s four-day working tour in the Eastern and Ashanti Regions, aimed at assessing the state of water bodies and checking water treatment plants in the two regions.

According to the Okyenhene, what worked for “our forefathers and ancestors” was that they had enormous respect for God’s creation, adding that practices such as “farming 200 feet away from water bodies went a long way to protect water bodies.”

“And this worked even in an era where there were no law enforcers which even saw our forefathers drink from these water bodies,” he recalled.

He insisted that it was imperative that water bodies in the country were safeguarded at all costs.

“We must, therefore, not sit down and allow our water bodies to be destroyed by the practice of galamsey,” he averred.

The Okyenhene, who was very passionate about the need to protect the country’s waters, said the lack of jobs should not be used as an excuse by the youth to venture into galamsey.

While commending the Akufo-Addo administration for its concerted efforts to nib galalmsey in the bud, he appealed to the government to look for funds to reclaim lands wantonly destroyed by illegal miners.

“The reclaiming of these lands can be done by engaging the youth to plant trees on them which will in itself be a job opportunity for them,” he submitted.

Furthermore, the Okyenhene added his voice to the calls for the country to be decentralised to bring government to the doorsteps of the people.

“For example, decentralising the country will help decongest and rid Accra of the loads of filth and traffic,” adding that “there is a limit to Accra.”

Decentralising the country will mean that Ministries of Sanitation and Water Resources, Lands and Natural Resources, Local Government and Rural Development, Food and Agriculture among others can be moved to other regions, he suggested.

That, he said, will ensure efficiency in the governance system.

“What business, for instance, are the Ministries of Local Government and Rural Development, Food and Agriculture and Lands and Natural Resources doing in Accra?” he asked.

Consequently, Osagyefo Amoatia Ofori Panin, said it was important that “we change our attitudes to help support the government fix the country.”

Mrs Dapaah explained that the essence of her visit in the region was to look at the conditions of the water treatment plants of Ghana Water Company Limited (GWCL) and also assess the state of the water bodies in the region.

She said President Nana Addo Dankwa Akufo-Addo was committed and working hard to improve the lot of Ghanaians.

She was particularly happy about the state of cleanliness of the Kyebi township, and applauded the Okyenhene for his efforts in that respect.

Immediately after the courtesy call, Mrs Dapaah and her delegation inspected a GWCL water intake facility at Kyebi, not far away from the Okyenhene’s palace, the Bunso Water Treatment Plant and finally Osino Water Treatment Plant, Osino, all in the Eastern Region.

From the Eastern Region, Mrs Dapaah will move to the Ashanti Region where she and her delegation will undertake a similar exercise.

And its management requires funds and logistics to be able to tackle the menace head on and rid the city and the country in general of waste.

This, therefore, explains why government has instituted a sanitation and pollution levy (SPL) to accrue revenue to keep Ghana’s environment clean.

Caretaker Finance Minister, Osei Kyei-Mensah-Bonsu made the announcement on Friday, 12 March 2021 when he delivered the 2021 budget.

He said: “notwithstanding the progress that we have made in the areas of sanitation and pollution, there is still a lot more to be done.”

The Minister of Parliamentary Affairs listed them as follows:

i. Improve urban air quality and combat air pollution;

ii. Support the re-engineering of landfill sites at Kpone and Oti;
iii. Support fumigation of public spaces, schools, health centres and markets;

iv. Revamp/reconstruct poorly managed landfill facilities;

v. Construct more sustainable state-of-the-art waste treatment plants both solid and liquid in selected locations across the country;

vi. Construct waste recycling and compost plants across the country;

vii. Construct more sanitation facilities to accelerate the elimination of open defaecation.
viii. Construct final treatment and disposal sites for solid and liquid waste;

ix. Provide dedicated support for the annual maintenance and management of major landfill sites and other waste treatment plants and facilities across the country; and

x. Construct medical waste treatment facilities to prevent generation of infectious diseases especially under the Coronavirus Treatment Programme.

The decision by government has been necessitated by calls by stakeholders in the waste sector which regard the scarcity of funds and logistics as the greatest obstacles to waste management in the country.

With the introduction of this levy, it is expected that waste which sometimes overflows the bins in households in particular and public places and left for a long time before being collected would be a thing of the past as the levy comes in as a panacea to the waste management challenges confronting the country.

This is where Zoomlion Ghana limited (ZGL), a subsidiary of Jospong Group of companies comes in as an expert in the field of waste management to complement the efforts of government in ensuring that Ghana indeed becomes clean.

In what appears to be an anticipated dream of government’s decision, the Executive Chairman of the group, Dr Joseph Siaw Agyepong, gifted with prescience and foresight, had long ago secured sophisticated equipment and installed plants for the management of all the aforementioned waste management categories as captured by the Minister’s budget statement.

What are their fears? The flood that accompanies rains due to blocked water passages, typically chocked gutters will certainly give them problems.

A tour around some parts of Accra revealed Ghana has failed in her quest to achieve Sustainable Development Goal six, which preaches about clean water and sanitation.

The painful memories of the June 3 twin-disaster should have been a wake-up call, but sadly, the story remains the same.

Sewers, gutters, and other channels have been engulfed in filth, and the stench it leaves is nothing to write home about.

Speaking to a cross-section of journalists yesterday after an assessment tour of some of the major drains in Accra, the Minister of MSWR, Mrs Cecilia Abena Dapaah, explained that the exercise was to help rid the Accra drains of plastics and allow for easy flow of water.

“…we are doing sanitation or cleaning everyday but some issues like blocking the drains become a bigger issue for residents, hence the presence of Zoomlion and the military to assess the situation. So we came here [Kawukudi in Accra] to assess the situation and make sure the drains are rid of these plastics,” she explained.

Clean Accra Project

The exercise, under the Clean Accra Project, is a collaboration between the MSWR, Zoomlion Ghana Limited, the municipal assemblies, and a team of military personnel.

The exercise took the minister to Kawukudi in the Ayawaso East Municipal and also the Ayawaso North Municipal—all in the Greater Accra Region.

According to her, if the drains were not rid of solid waste (plastics), access of easy flow of water would be difficult, which will become breeding grounds for mosquitoes and other vector transmitting agents.

She went on to add that the exercise was also aimed at preventing cholera and the outbreak of other diseases.

“So we want to prevent cholera, malaria and other diseases that might break out and at the same time sensitise the residents to clean their environment because it is their primary responsibility,” she said.

Minister lashes out recalcitrant

Mrs Dapaah lashed out at residents who had cultivated that habit of gathering waste from their homes and dumping them into the drains, describing such citizens as “irresponsible.”

She warned against dumping refuse into the drains to ensure that they are “neater, clearer.

She said, refraining from throwing garbage into the drains, would see the assemblies send tricycles round to collect refuse in the various municipalities.

To this end, Madam Dapaah indicated that her outfit endorses the Environmental Service Providers Agency (ESPA) Ghana policy of “One House One Bin, urging ESPA to continue with the programme.

“We endorse the ESPA policy 110% of One House One Bin,” she averred.

When asked about her assessment of the effectiveness of the district assemblies in the Clean Accra Project, she said though the work was not easy, they needed to be applauded.

However, she stressed that aside from sensitising and persuading residents to be mindful of their environs, “the clearest and easiest way was for all of us to get a bin.”

She also applauded the role of the media in ensuring that the capital city was always clean.

She cited how Accra became very clean during the lockdown in the wake of the coronavirus pandemic to buttress her point – noting that, with a change in human attitude, “the promise to make Accra the cleanest city is doable.”

The convicts, Joyce Stephen, 38; Elizabeth Tetteh, 55; Isaac Azawornu, 22; and Emmanuel Kpesese 34.

The culprits were arrested between the Ritz Junction and Madina Redco areas during the exercise.

Speaking to GNA, the Municipal Environmental Health Officer of LaNMMA, Joseph Quacoe said these persons were arrested for dumping refuse at unauthorized areas and would be processed for the sanitation courts.

Mr Quacoe said the Assembly has a contract with Zoomlion under the sanitation improvement package where the shoulders and corridors of the roads are swept and the refuse collected every morning under the supervision of the Sanitation Unit of the Assembly.

He, however, noted that find people collect refuse from traders and dump them at unauthorised places that have just been cleared.

Mr Quacoe said over the years, this has compounded their efforts and often contributes to various public health hazards.

Several warnings and public announcements have been made in that regard, he said, but the practice has continued unabatedly, hence the current measures for the culprits to face the sanitation court.

However, after about three years, Dr Asadu, who doubles as the Chief Executive Officer of Royal Asadu Waste Management Services, believes the level of commitment towards the dream has not been impressive.

 Speaking on Adom FM’s Dwaso Nsem, Thursday, Dr Asadu said the cleaner city initiative is only a dream which requires the interpretation of ‘wise men.’

The policeman is said to have chased the driver of the tricycle, popularly known as pragya, after he threw an iced-water sachet out of his car.

Speaking in an interview with Adom News, Mr Yevugah explained that the driver, identified as Kwasi Stephen’s, punishment was to serve as deterrence to others.

“I was driving behind him and saw him drop the sachet so I took him to the station where he left his tricycle to sweep. This is to ensure the government’s sanitation agenda is achieved and we are going to continue this,” he said.

The suspect, Kwasi Stephen, apologised for his conduct and promised not to repeat it.

Checks by sanitation inspectors around the area revealed 11 houses in the vicinity were connected to the single septic tank.

Speaking in an interview with Joy News during the inspection, the KMA Metro Health Director, Mr Isaac Basahene said the team also discovered a food seller who operates in an unclean environment.

“The sanitation enforcement team today started a house-to-house inspection drive at Kwadaso estate. We came across about 11 to 12 houses connected to a single septic leaking into the open and have charged the landlord to seal the leakage immediately and others asked to construct their own septic tank,” he said.

A sanitation enforcement team in Kumasi in the Ashanti Region on Monday forced a group of commercial sex workers to clean their prostitution hub.

Information gathered by Joy News suggested that the operation formed part of efforts to enhance the war against prostitution in the region by the Regional National Security Council.

Speaking in an interview with Joy News during the operation, leader of the team, Godfred Baah said he believes the operation was to improve sanitation in the region.

“We have visited Adum, the Pacific Bank, the Ashawo Lane and its environs where we saw heaps of rubbish and an unclean environment which we supervised the sex workers to clear,” he said.

The operation saw the sex workers scrub the gutters, sweep the hub as some men in the vicinity helped to weed the overgrown weeds around the hub with tricycle riders paid to carry the rubbish.

The Minister of Sanitation and Water Resources has said that people who litter the streets would be arrested and prosecuted.

According to Mrs Cecilia Dapaah, there are laws that prevent people from littering but they are not applied and therefore his outfit, together with sanitation taskforce, will deal with people involved in the act.

“We will leave no stone unturned in the application of these laws and go to all length to make the law work. We have begun prosecuting sanitation offenders already but we will continue to do more and ensure that these people are dealt with drastically,” she told Accra based Okay FM, monitored by Adomonline.com.

Mrs Dapaah said though a number of bins have been distributed to prevent littering, the taskforce would be forced to effect more arrests in order to bring sanity.

She said they made some arrests recently and fined them after educating them, but since the behaviour of members of the public has not changed the application of the law is the way to go.

The Member of Parliament (MP) for the Dome Kwabenya Constituency, in the Greater Accra region, Sarah Adwoa Safo has asked Ghanaians not to abandon the National Sanitation Day.
She is of the view that, sanitation must be sustained to keep the environment clean.
Adwoa Safo made the call when she joined residents in her constituency to clean the area as part of the National Sanitation Day over the weekend.
She encouraged the citizens to participate in the exercise to make it a success.
Meanwhile, the Ga East Municipal Chief Executive, Janet Tulasi Mensah said her outfit would ensure that people who did not participate in the cleaning exercise face the full rigorous of the law.

Mr. Michael Yaw Gyato says, “I wish to reiterate that hand washing is simple and inexpensive and also highly effective in protecting us from communicable diseases.”

He said this on Monday during the presentation of some hand washing items to Ashaiman Cluster of Schools by Football four Water, Sanitation and Hygiene (F4WASH) and other sponsors, and the demonstration of proper hand washing methods as part of the commemoration of the Global Hand washing day.

He said, “Hand washing is an important part of hygienic practice that ensures total wellbeing. The contamination of food items with faecal matter can easily occur if you do not have the habit of automatic hand washing with soap and water.”

He observed that improper hand washing could lead to wide ranges of illnesses including cholera adding that, poor hygiene was also linked to severe acute mal-nutrition.

He said food borne diseases were major causes of death in children particularly under five years.

“Up to seventy per cent of diarrhoea may be associated with poor food handling. The negative effect of under nutrition due to poor food hygiene during the first thousand days of physical growth, immune system and brain development may be irreversible,” he said.

He informed that hygiene promotion activities had improved hygiene behaviour and reduced contamination of food, however he observed that most people downplayed the role hygiene played in reducing the incident of diseases and that had brought untold hardship to a total number of people.

He said there would be sensitization programmes at hospitals, schools, market places across the country to reinforce the practice of hand washing with soap, and it was expected to bring to the fore the need to practice hand washing at critical times.

“Our hands are principal carriers of diseases causing pathogens from person to person or indirectly through surfaces. Hand washing with soap helps to remove genes from our hands and help prevent transmission of respiratory infections and diarrhoea including cholera,” he indicated.

Mr. Gyato said, it was time for Ghanaians to put sanitation and hygiene into the proper perspective because sanitation gave dignity to the person and good hygiene behaviour promoted health.

He added that, “Promotion of health is one of the important steps towards development and quality of life; the power to save the lives of the millions of Ghanaians is in our hands.”

Municipal Chief Executive (MCE) of Ashaiman, Mr. Albert Darko Okyere, in an interview with the Ghana News Agency (GNA) said sanitation should be taken seriously.

He asked the people of Ashaiman to buy into the idea of sanitation as they strived to give a new image to the municipality through development and proper hygienic practices.

The Global hand washing Day was co-sponsored by Ghana Water Company, Women in Water Sanitation (WWS), and F4WASH.

They presented 30 items for hand washing to the Ashaiman cluster of schools with the intent of presenting 100 more to clusters of schools in Malam, Gbawe and Tamale.

A workshop on the manual is expected to train some 140 Environmental health prosecutors across various metropolis, municipal and districts in the country.
The revised manual is expected to reduce the time and cost of prosecuting environmental health offenders.
It will be recalled that clean environment is one of the major policies by the government.
According to the President, Nana Addo Danqwah Akufo Addo, it has become necessary to intensify educational efforts on sanitation and thereby involve everyone by getting their support in ensuring the neatness of the various city and town centers and the nation at large.
According to the Deputy Minister for Water and Sanitation, Patrick Yaw Boamah, Ghana generates over 14,000 tonnes of waste daily which could serve as major raw material for some agro-based and manufacturing industries thus creating employment for the teeming unemployed youths.
He said a greater percentage of the sicknesses and diseases that confronts the nation can be prevented and avoided totally if the right attitude towards the environment is adopted.

Mr George Kyei Baffour accused the Ministry of sleeping on the job as filth engulfs the capital city.
According to him, the poor sanitation conditions will continue, if debt owed to sanitation service providers contracted by the state are not settled.
“The minister and his ministry need to step up their game because I see they are not doing anything to bring cleanliness to the country. It’s getting worse and I think the government needs to settle those he owes to make sure that this issue is solved” he said.

Mr Kyei Baffour was speaking on Asempa FM’s Ekosi Sen Wednesday.
Ghana’s problem with filth is well documented, with plastic waste noted as a major sanitation problem nationwide.
The capital city, Accra, is inundated with rubbish and uncollected garbage which has earned it the 4th dirtiest city in West Africa.
The sight of refuse dumped on the streets or on pavements is not uncommon, with the rubbish sometimes being left by the waste management companies.
President Nana Akufo-Addo notably pledged to make Accra the cleanest city in Africa by the end of his tenure in office, but the GHc 892 debt owed some waste collectors will be a stumbling block to the President’s ambition.

He argued that a year in the ministry is not enough to deal with the poor sanitary conditions and therefore government should settle debts owed providers in order to get the job done.
“Sanitation is not an event. You can’t create a Ministry in a short while and expect the Ministry to deal with this issue and so government should be serious in dealing with the issue” he said.

The AMA in a statement copied to citifmonline.com, said sanitary inspectors, popularly known as ‘saman saman’ will also be deployed on the day to visit households and inspect sanitary conditions as well as issue notices where necessary.

It said all commercial activities within the metropolis must also be closed between 6:00am and 10:00am on Saturday, when the clean-up exercise is held.
“The Accra Metropolitan Assembly (AMA), wishes to remind the general public that as part of the National Sanitation Campaign (NSC), the AMA will be organizing a clean-up exercise on Saturday 2nd December, 2017.”
“In pursuance of this, there will be a vigorous enforcement of the AMA (Environmental Sanitation Day), By-laws, 1995. Shops, Markets and other commercial activities must remain closed between the hours of 6:00am and 10:00am,” the AMA said.
The statement added that, “Sanitary Inspectors (Saman Saman), will be visiting households and entities to inspect their sanitation conditions and issue notices (summons) if necessary during this period.”
The AMA said that, it expects very limited vehicular movement during the period of the clean-up exercise, and expects all drivers to get involved by cleaning their respective lorry parks and bus terminals.
It said the clean-up exercise is part of the activities laid down to meet President Akufo-Addo’s aim of making Accra the cleanest city in Africa.
“These bye-laws further directs transport operators to “undertake a general cleaning of all lorry parks and bus stations” with minimum movement of vehicles except those of emergency and security services.
In respect of this, all Residents, Departments and Agencies, Corporate Organizations Markets, Drivers, Opinion Leaders, Traditional Authorities, Teachers, Students and Pupils, are enjoined to come out with their cleansing tools to clean their respective communities, places of work, homes and surroundings.”
“The AMA will appreciate if residents, traders and transport operators will seize this opportunity to clean their respective areas to assist the AMA achieve the President’s vision of “Making Accra the Cleanest City in Africa”.
Sanitation in Accra
Sanitation in Accra can best be described as one of the worst in the country, despite commitments and pledges to reverse the situation by city authorities.
Reports by Citi FM over the last 4 months revealed that some major roads within the capital were gradually being narrowed due to the regular dumping of refuse along the roads.
The government as part of plans to address the situation, launched the National Sanitation Campaign to undertake series of activities that will eventually make the capital, Accra, the cleanest city in Africa.
As part of the campaign, the President announced a National Sanitation Brigade to enforce sanitation laws nationwide. This brigade, to be made up Ghanaian youth, will police the adherence to the rules and regulations on sanitation in both state and private properties.
“Everyday is Sanitation Day. I recognize, however, that the government cannot do it alone. This is where I wish to call on all of us, especially our Chiefs and Queen Mothers, religious and opinion leaders, civil society organisations, private sector operators, to rise up to the challenge and help make a difference this time around,” President Akufo-Addo said at the launch of the event.

The two, Miss Agyirakwa Monney Bernice and Doreenda Nikoi Kotei-Sika, Electrical Engineering and Computer Science students at the Kwame Nkrumah Science and Technology (KNUST) respectively have developed an app which has been electronically fitted into waste bins to direct the public on proper waste disposal.

They emerged winners at the 2017 edition of the MTN Girl Code Project in Kumasi.

The project which is a partnership between Women in Technology Africa and the MTN-Ghana Foundation is a five-day boot camp which equips young women with basic coding techniques and business validation processes to enable them develop solutions to problems in their communities.

Some of these apps and business ideas focused on breast care, kayayei, food and sanitation.

The winners have pledged to broaden their innovation which will go a long way to solve the sanitation problems in the country.

According to them, they will partner sanitation agencies to produce such waste bins for the primary and Junior High Schools (JHSs) across the country as a way of inculcating good sanitary practices and hygiene into pupils.

They also called on Government to support such ideas in its bid to keep the country clean.

A facilitator and Ghana Chapter Lead for Women in Tech-Africa, Selasi Dzikunu expressed delight at the partnership between her outfit and  MTN-Ghana.

She said this had afforded the ladies the opportunity to develop modern applications to address needs on the market.

Data and Channel Manager for MTN-Ghana in charge of the Northern Business District, Steven Asare urged Ghanaian women to take particular interest in the study of science and technology.

According to him, there is a lot to accomplish if ladies attend their hearts to pursuing courses in the area of science and technology.

He said cleanliness is next to godliness and, therefore, urged Ghanaians to change their attitudes and avoid indiscriminate littering of the streets and drains.
Mr Abdul-Hamid said nations that were clean were not clean because their governments cleaned the streets, but they were clean because their peoples had the right mentality and did not pollute the environment.
“There is a sense that we have a responsibility towards our environment and also, there is a sense that Government helps us keep our responsibility to our environment, in other words, we have a shared responsibility to keep our environment clean,” he said.
He urged all well-meaning Ghanaians to take inspiration from the National Anthem, which highlighted the good deeds of the forbearers setting good sanitation standards and making deeper commitments towards keeping the environment clean.
Mr Abdul-Hamid said this at the Meet-the-Press encounter in Accra, on Thursday, which featured the Ministry of Water Resources and Sanitation.
The meeting afforded the Ministry the opportunity to explain Government policies and programmes on sanitation and measures to sanitise the environment.
The Information Minister said: “Cleanliness is a state of mind and a way of life,” and, therefore, charged Christians and Muslims who espoused the belief that ‘‘cleanliness is next to godliness’’ to live up to that accolade and keep their environment clean.
He said it was wrong for religious people to claim righteousness if they were unable to keep their environment clean adding; “How can we be devoted to God when we are unclean. I, therefore, urge you to walk the talk.”
Mr Abdul-Hamid noted Ghana would be a nice place to live if Ghanaians embraced the habits of good sanitation practices, adding; ‘‘Sanitation is a shared responsibility’’.
He gave the assurance that President Nana Addo Dankwa Akufo-Addo was prepared and resolute to invest heavily in the sanitation sector, in order to propel the economic growth of the nation.
Mr Joseph Kofi Adda, the Minister of Water Resources and Sanitation, said Government owed waste management companies an outstanding debt of GH¢892 million for waste management services rendered to Government agencies and Metropolitan, Municipal and District Assemblies.
According to him, the debt was inherited from the previous government accrued from the provision of landfill management services, evacuation of refuse, fumigation services, compensation to GYEEDA employees and sanitation guards as well as debts arising out of contracts with the Ministry of Local Government and Rural Development, and Metropolitan, Municipal and District Assemblies.
The Minister said the debt needed to be settled by the Government before effective delivery of services could be carried out.
However, he said, the Government had not only successfully negotiated the settlement of those debts, but had commenced payment.
“We have also made resources available for the emergency evacuation of the heaps of refuse that has piled up in Accra and other regional capitals,” he said.
The Minister assured Ghanaians that it would surmount the daunting challenges and deliver efficient sanitation services.
“We are having consultations with appropriate stakeholders to find measures to make our cities clean,” he said.
Mr Adda, therefore, charged the media to name and shame individuals who engaged in bad environmental practices.
He said Government would soon roll out a programme to construct about one million household and institutional toilet facilities to ensure that every household had a toilet facility to curb open defecation.
“We are moving from communal toilet mechanisms to household toilet structure, which, if well executed, would end open defecation at a quick pace,” Mr Adda said.

The campaign is to applaud individuals, houses and companies who keep their surroundings clean in Accra and punish others who live it unkempt.
Mr Rawlings was one of the few personalities applauded and awarded for keeping his Ridge surroundings, both inside and outside very clean.
At least two companies whose surroundings have been left messy have been served a warning notice by the AMA and given five days to keep a clean environment.
Mayor of Accra, Nii Adjei Sowah who led scores of sanitary inspectors across the length and breadth of the Metropolis, Tuesday, ended up at the Ridge residence of the ex-president and were elated with how he had kept his surroundings.
“We realized that you are not only keeping the inner compound very green but the outer compound is also very green and the AMA wants to show its appreciation to you by giving you this plaque which shows that the City of Accra recognizes your continuous effort at ensuring a clean beautiful and manicured surroundings,” he stated.
He pleaded with the ex-president to accept to be the ambassador of sanitation for the AMA, a position Mr Rawlings gleefully accepted.
“I certainly will [be the ambassador] and keep up the pressure. Don’t ease up at all. There is a lot of fight ahead of us. When you can’t change people’s habit, change the environment and make them respond to it. It brings about a social sense of responsibility. That is what we need to restore the discipline that we used to be associated with,” the Ex-president said.
Saman saman
The AMA sanitation campaign popularly referred to as the ‘saman saman’ had officials of the AMA going round Accra to inspect homes and offices.
The campaign which was popular in the Kwame Nkrumah regime somewhat fizzled out and has led to poor sanitation practices.
The new AMA boss Nii Adjei Sowah who has a task and responsibility to keep Accra clean believes the reintroduction of the saman saman concept will be the best way to solving the problem of poor sanitation in Accra and parts of the country.
In his unannounced visits to parts of the capital, Nii Adjei Sowah expressed reservations about how Movenpick had allowed its frontage to be used by “Taxi drivers and resting place for all kinds of people. That cannot be allowed,” he warned.

The Tippy Taps is a simple hand washing technology introduced in the region by UNICEF and UNILEVER last year.
It is constructed with local materials for easy access to water and soap for hand washing.
Regional Director of Health, Dr Joseph Teye Nurgatey says the Tippy Tap system has contributed to good sanitation practices as people are now washing their hands regularly.
He told Adom News’ Emmanuella Ablah Aforkpah in an exclusive interview during a follow up tour and handing over of the Tippy Tap project to stakeholders in the region.
“Every year from 2014, the Volta region records only 1% decline in sanitation related diseases, but in comparing the January 2016 report to the report from January 2017, there has been a 10% decline in sanitation related diseases and that is due to the introduction of Tippy Taps in schools in the region which has been introduced by the children into the communities.’’
“The Tippy Taps have come to help and should we sustain it we sure to stalk much bigger success.” He said.
However, Volta Regional Coordinator of the School Health Education Programme (SHEP), Constant Kofi Dzakpasu noted the introduction of the Tippy Tap in the region over the last one year has seen a decline in absenteeism.
“The Tippy Tap Project, has come to help the reduce absenteeism related to sickness and also a year on schools are now pay less on water bills.’’
He asked that the project be extended to other regions.
“An extension to other regions will do a lot of good in schools across Ghana.”
On her part, the Water, Sanitation and Hygiene (WASH) Specialist for schools at UNICEF, Leticia Ackon says so far all the 3,900 government schools in the Volta Region have Tippy Tap systems reaching over 500, 000 thousand school children.
She asked all private schools to emulate and to embrace the TTP too.
“The TTP is has been very successful in the Volta region as every public school has been covered-we are glad the children are taking it into the communities.
“With just GHC5 one can have construct a Tippy Tap and it can be sited everywhere as well” she noted.

That’s according to the United Nations International Children’s Emergency Fund (UNICEF) Chief of Water Sanitation and Hygiene (WASH), David Duncan.
He said the nation was one of the lowest in terms of access to sanitation worldwide and that it was rather ironic she sunk lower than countries recovering from wars.
Mr Duncan was addressing Municipal and District Chief Executives, (MDEs) and other stakeholders at a meeting in Ho on the UNICEF WASH Program and said funding was not the problem, “but commitment and prioritisation”.
He said: “Political will is the challenge and not household wealth, a change in behaviour and not only constructing toilets,” and asked stakeholders to take challenging decisions and make sanitation paramount in all policies.
Mr Duncan said thousands of children died from diarrhoea and that the nation lost about 290 and 79 million dollars annually to poor sanitation and open defecation respectively.

Open defecation rates had dropped by one per cent in 24 years, he said, and that with such rate of improvement it would take Ghana about 500 years to become Open Defecation Free (ODF).
Mr. Duncan said although the nation had about 90 per cent access to improved water, a quarter of health facilities lacked water, whiles only two out of five schools had clean supplies, and three out of five had toilets.
He said the situation owed, in part, to a lack of maintenance and non-payment of bills, adding that the nation risked having future generations with no access to water and sanitation.
Mr Duncan said nationally only one out of five people washed their hands and that the rate of diarrhoea in children under-five years old was highest in communities with unimproved sanitation facilities.
He said 3,385 infant mortalities were recorded which could be reduced by 25 per cent if birth attendants washed their hands with soap, and by 60 per cent if mothers did same.
Mr Duncan said about 90 per cent of Ghanaians had access to water but only a third drank quality water adding that UNICEF was supporting the drive for access to safe water by helping the government make key decisions.
He said about 60 per cent of the populace used shared toilet facilities, 15 per cent used improved ones, six per cent unimproved, and 19 per cent practised open defecation and asked that toilets be built to withstand the weather and be made affordable for the poor.
Mr Duncan further asked the private sector to drive the demand for improved sanitation by designing systems with modern technologies that would make them attractive.
Donors had contributed over 500 million dollars towards WASH in Ghana, and he asked stakeholders to consider leveraging on internally generated funds as donor-funding declined in view of the country’s rising income status.
Mr Duncan said the Community-led Total Sanitation (CLTS) approach improved within three months of “incremental trials” and that there was the need to correlate behavioural change, sanitation marketing, and improved waste management.
WASH seeks to eliminate open defecation by 2020, attain universal access to affordable basic sanitation as well as universal equitable access to safe and affordable drinking water by 2025.
The current UNICEF program, until the end of 2018, is planned to support 2.25 million people in Ghana to become ODF, over 500,000 in safely transporting, treating and storing water, as well as provide 125,000 school children with school facilities.
The Organisation is helping government improve policies, strategies, and governance, and is also helping on a “National Emergency Awareness and Response Plan”.
