The arrests came after some rampaging youth torched the office of the governing NPP in Salaga South on Tuesday.
The youth became angry following the announcement of Damango as the regional capital of the newly-created Savanna Region.
Reports say the youth wanted Salaga to be selected as the regional capital, instead.
DSP Yusif Tanko said although calm has been restored, he urged the public to assist the police to identify more suspects.
