In a formal petition dated January 1, 2026, Prisons Advocate Abdulai Baba Bukari revealed that officers have not received rent allowance for three full quarters in 2025, covering April to December, with the arrears now carried into 2026. He further disclosed that his own rent allowance for the last quarter of 2024 also remains unpaid.

RE: FORMAL PETITION ON PERSISTENT NON-PAYMENT AND UNLAWFUL ADMINISTRATION OF RENT ALLOWANCE (WITH LEGAL AUTHORITIES)

I respectfully submit this petition to formally complain about the persistent non-payment, accumulation of arrears, and unlawful administrative handling of rent allowance and other related allowances for officers of the Ghana Prisons Service, contrary to established law and public service regulations.

  1. BACKGROUND AND CURRENT STATE OF AFFAIRS
    Officers of the Ghana Prisons Service have not received three (3) full quarters of rent allowance for the year 2025, namely:
    SECOND QUARTER 2025: April, May, June
    THIRD QUARTER 2025: July, August, September
    FOURTH QUARTER 2025: October, November, December
    For the first time in the history of the Service, rent allowance due for an entire calendar year (2025) has been carried forward into 2026, while the first quarter of 2026 (January, February, March) has already commenced without settlement of these arrears.
    Additionally, I was personally not paid rent allowance for the last quarter of 2024 (October, November, December), extending the arrears across multiple financial years.
  2. STATUTORY AND REGULATORY BASIS FOR RENT ALLOWANCE
    The payment of rent allowance to officers of the Ghana Prisons Service is not discretionary but MANDATORY. It is grounded in law and regulation, including:
    Ghana Prisons Service Act, 1972 (NRCD 46)
    Establishes the Service and mandates the State to provide for the conditions of service and welfare of prison officers through regulations and approved schemes.
    Conditions of Service / Regulations for the Ghana Prisons Service (as approved by the appropriate authority in constitutional instrument (CI 92)
    Provide that each officer is entitled to rent allowance equivalent to twenty percent (20%) of the officer’s basic salary, payable MONTHLY where official accommodation is not provided.
    1992 Constitution of the Republic of Ghana – Article 24(1)
    Guarantees the right to fair and reasonable remuneration and conditions of work for every worker.
    Labour Act, 2003 (Act 651)
    Section 68: Requires employers, including the State, to pay wages and allowances when they fall due.
    Section 69: Prohibits unjustified withholding of remuneration lawfully earned.
  3. ILLEGALITY OF THE QUARTERLY PAYMENT ARRANGEMENT
    Despite the clear statutory and regulatory requirement that rent allowance be paid MONTHLY, the Administration adopted a quarterly payment system, for which no known legal instrument, regulation, or legislative amendment exists.
    Under Ghanaian administrative law:
    An administrative body CANNOT amend, vary, or suspend a statutory entitlement by internal policy or practice.
    Any action taken without lawful authority is ultra vires and void.
    The quarterly payment arrangement therefore stands in direct conflict with the regulations governing rent allowance payment.
  4. COMPOUNDING BREACH: FAILURE EVEN UNDER THE UNLAWFUL QUARTERLY SYSTEM OF PAYMENT
    More troubling is the fact that even this unlawful quarterly system has not been enforced with promptness or consistency. Instead:
    Arrears have accumulated without explanation.
    Payments have been deferred across financial years.
    No justifiable financial, legal, or administrative basis has been communicated to officers.
    THIS CONSTITUTES A DOUBLE BREACH:
    BREACH of the law mandating monthly payment; and
    BREACH of administrative duty by failing to honour even the improper quarterly schedule adopted by the Administration as against or contrary to the law established.
  5. PUBLIC FINANCIAL MANAGEMENT AND ACCOUNTABILITY CONCERNS.
    The continued accumulation of arrears raises serious concerns under the:
    Public Financial Management Act, 2016 (Act 921)
    Section 21 & 23: Require prudent financial management and timely settlement of government obligations especially when due.
    Persistent arrears indicate weak expenditure control and non-compliance with financial discipline obligations.
    Failure to pay lawful entitlements while allowing arrears to roll over annually undermines fiscal transparency and accountability integrity of the service
  6. IMPACT ON OFFICERS AND INSTITUTIONAL INTEGRITY
    Rent is a monthly obligation borne personally by officers. The failure to pay rent allowance as required by law:
    Defeats the purpose of the allowance.
    Causes avoidable financial hardship.
    Undermines morale, dignity, and confidence in leadership.
    Projects an image of institutional disregard for statutory welfare obligations.
  7. Reliefs Sought
    I respectfully request:
    Immediate payment of rent allowance last quarter 2024( October, November, December)
    Immediate payment of all outstanding rent allowance arrears from April 2025 to December 2025
    A written explanation identifying the legal authority (if any) for the quarterly payment practice.
    Immediate restoration of monthly payment in strict compliance with governing regulations.
    Clear timelines and safeguards to prevent recurrence.
    Appropriate administrative and financial accountability where breaches of law are established.
  8. CONCLUSION
    Officers of the Ghana Prisons Service are entitled to lawful, timely, and fair treatment. The current situation reflects not progress, but a serious breakdown in statutory compliance and administrative responsibility.

In a statement, the group expressed concern that while they commend the government’s commitment to providing free tertiary education for persons with disabilities at the undergraduate level, the policy’s failure to extend to postgraduate students and the removal of bursary support schemes have created new inequalities within the system.

The coalition noted that under the previous government, postgraduate students with disabilities benefited from academic user fee waivers and bursaries administered by the Scholarship Secretariat, provisions which they argue aligned with Section 18 of the Persons with Disability Act, 2006 (Act 715).

The Act requires the state to ensure access to free education and training for persons with disabilities at all levels.

However, they said the current version of the policy undermines that statutory protection by excluding postgraduate coverage and bursary assistance, effectively limiting academic progression and professional advancement for qualified students with disabilities.

“A student with a disability who advances to postgraduate studies may now be excluded or left without state support — a barrier to full participation in higher learning and professional development,” the petition read.

The group further argued that the absence of maintenance allowances or clearly defined postgraduate coverage contradicts the government’s commitment to equality and inclusion. They warned that without adjustments, the policy risks becoming a regression compared to previous frameworks.

Among several recommendations, the coalition urged the government to:

  • Expand coverage to include postgraduate levels (Masters, MPhil, and PhD) with full fee waivers and maintenance support.
  • Reintroduce annual bursaries or social assistance to help offset living costs, transport, and the purchase of assistive devices.
  • Clarify and publish comprehensive policy guidelines outlining eligibility, scope, and implementation timelines.
  • Ensure parity with previous scholarship schemes by mapping and integrating earlier benefits into the new framework.
  • Establish monitoring mechanisms to track participation, dropouts, and employment outcomes among persons with disabilities.

The coalition also called on government to include students with disabilities enrolled in accredited private tertiary institutions and those at the Ghana School of Law.

Beyond education, the group raised serious concerns about the growing unemployment rate among graduates with disabilities. They lamented the lack of enforcement of Section 9 of Act 715, which requires public institutions to reserve at least 5% of employment opportunities for qualified persons with disabilities.

They recommended the introduction of tax incentives and recognition schemes for private sector employers who hire persons with disabilities, as well as the establishment of a “PWD Skills and Enterprise Development Fund” to support entrepreneurship.

The coalition expressed confidence in President Mahama’s record of advancing social justice and appealed for his intervention to make the policy more inclusive and sustainable.

Her removal has triggered a plethora of legal opinions as to the legality or otherwise of the proceedings.

Article 146, of the Constitution 1992 has become the “chewing stick” in the mouths of Ghanaians who have interest in one way or another ranging from legal luminaries, political actors, civil society activists, traders, mechanics through to “pocket lawyers” either arguing for or against the application of Article 146 of the Constitution, 1992. In my earlier article, I explained why it was not legally possible for the now removed Chief Justice to go back to sit and work as a Justice of the Supreme Court.

This article will explain why a citizen of Ghana who is elected as an Assembly Member, is safer, secured and well protected in law than the Chief Justice who is the head of the Judiciary (the third arm of Government). Now I shall proceed to argue my views.

Enshrined in Article 146 (1) of the Constitution 1992 is the provision that regulates the removal of the Chief Justice and all superior Court judges. It provides as follows:
“A Justice of the superior court or a chairman of the Regional Tribunal shall not be removed from office except for stated misbehavior or incompetence or on ground of inability to perform the functions of his office arising from infirmity of body or mind”.

Article 146 (6) of the Constitution 1992, also provides that; “where the petition is for the removal of the Chief Justice, the President shall, acting in consultation with council of state, appoint a committee consisting of two Justices of the Supreme Court, one of whom shall be appointed chairman by the President, and three other persons who are not members of Parliament, nor lawyers.

Article 146(7) of the Constitution, 1992, states “The committee appointed under clause (6) of this article shall inquire into the petition and recommend to the President whether the Chief Justice ought to be removed from office.

Again, clause 9 of Article 146 provides that, the President shall, in each case, act in accordance with the recommendations of the committee.

From the Constitutional provisions Supra, once the President receives a petition from a citizen, he only acts as a conveyor belt, ie just to push the petition to the council of state for them to establish a prima facie, then once it is established, the President shall proceed to set up the committee as enshrined in the constitution. It is worthy to note that the president is obliged to act strictly on the recommendations made by the committee. On the contrary, an elected assembly member can only be removed from office after going through the provisions of Section 10 of the Local Governance Act, 2016 (Act 936). For emphasis Section 10 of Act 936, provides: “Revocation of mandate of a member (Section 10 of
Local Governance Act 2016 (Act 936)
Section 10.
(1) The mandate of an elected member of a District Assembly may be revoked by the electorate.

(2) For the purpose of revoking the mandate of an elected member, twenty-five per cent or more of the registered voters in the electoral area may petition the Electoral Commission for a recall of that member from the District Assembly.

(3) The Electoral Commission shall conduct a referendum to decide whether or not the member must be recalled

(4) The issue at the referendum shall be decided if at least
(a) forty per cent of the registered voters in the electoral area vote on the issue; and
(b) sixty per cent of the votes cast are in favour of the recall of the member.

Drawing inferences from Section 10, Supra, a citizen will have a “herculean” task to remove a “common assemblyman”. This is so because the law seems to give adequate protection to the Assemblyman by making it difficult for his removal. For instance,

How do you even get signatures of 25% of the voters in your electoral area to petition the Electoral Commission?

Will the Electoral Commission be willing to even conduct the referendum? Who will sponsor the referendum? At whose interest?

Looking at the voter turnout trend for District level elections in Ghana, it is practically difficult to get 40% and more voters turning out to vote at a referendum. Furthermore, after achieving the 40% turnout, the law states that, at least 60% of the voters at the referendum should vote in favor of the removal of the Assemblyman.

Juxtaposing the processes in Article 146 of the Constitution 1992 and that of Section 10 of the Local Governance Act of 2016, (Act 936), I am of the firm view that the laws of Ghana, consciously gives more protection to an elected assembly member in respect of his/her removal than the fragile protection enshrined in Article 146 of the constitution, 1992. The Chief Justice and all superior court justices are at the mercies of the president and therefore any President can use the law as a weapon against the judiciary and indirectly interfere and control the third (3rd) arm of the state. This, if not amended or changed to make it more cumbersome and rigid, the story of judicial control by the executive will continue unabated.
Another concept worth exploring is that our political system is streamed on a duopoly. This gives the impression of continuous division on political lines when such matters as judicial appointments and disappointments arise for public discussions.

I conclude as I began by stating that, in Ghana, you are more secured and safer as an assemblyman than a Chief Justice.

The workers, suspended since February, say the decision has left many of them homeless, financially distressed, and unable to provide for their families.

Speaking to Adom News, spokesperson Yussif Amuda Adam Gunu said all internal attempts to seek redress have been ignored.

“We are 144 staff members who have been suspended. We’ve written letters, made calls, and followed all processes, but nothing has come out of it. Our only hope now is President Mahama and the Chief of Staff. We are pleading with them to call the MD to order and help us return to work,” he said.

Mr. Gunu added that some of the workers have been evicted from their homes and are struggling to care for their children.

“We’re not criminals. We’ve only been treated unfairly by the new leadership,” he lamented.

Other suspended staff described the action as politically motivated and inhumane, despite years of dedicated service.

They have called on the Ministry of Sanitation and Water Resources, the Public Utilities Workers’ Union (PUWU), and human rights organizations to investigate the matter and push for their reinstatement.

Efforts to obtain a response from the GWCL Managing Director have so far been unsuccessful.

The proposal, which seeks to increase the term limit from two to three terms, will be tabled at the GFA’s 31st Ordinary Congress, scheduled for Tuesday, August 12, at the Ghanaman Soccer Centre of Excellence in Prampram.

Afriyie, who previously served as Chairman of the Black Stars Management Committee, has openly rejected the proposed amendment.

In an interview with Asempa FM’s Ultimate Sports Show, he described the move as ill-timed and contrary to the spirit of the association’s statutes.

“I will personally petition the government of Ghana over this proposed presidential term limit. I believe that we don’t need it at this time,” he stated.

If the proposal is adopted, current GFA President Kurt Okraku—who began his second term in 2023—could become eligible to run for a third term when his tenure ends in 2027.

In a petition dated August 1, 2025, the executives expressed frustration with the persistent delays in releasing NASPA dues and National Service (NS) allowances.

According to them, the unavailability of funds is crippling operations at both regional and district levels, hindering the execution of key welfare initiatives for service personnel nationwide.

“The funds are critical for running regional and district-level projects and fulfilling our obligations to the personnel we serve. The prolonged silence and uncertainty are deeply distressing,” the statement said.

The petitioners also raised concerns over the indefinite postponement of NASPA’s national elections. They called for clarity on the reasons for the delay and urged the NSA to release a revised election calendar.

Having exhausted all internal avenues for redress, the regional executives have given the NSA a deadline of close of day on Wednesday, August 6, 2025, to formally respond to their concerns.

The petition was signed by NASPA regional presidents from all 10 traditional regions, including Greater Accra, Ashanti, Eastern, Western, and Northern regions.

Copies of the petition were also sent to the NSA Board, Deputy Directors-General, Regional Directors, and the NASPA National Executive Committee.

According to the Caucus, the petition will be formally presented at the Jubilee House on Thursday, July 24, 2025.

In the brief but pointed letter, the Minority underscored the urgency and importance of the matters they intend to raise, stating that the issues require “fair-minded leadership and definitive action” from the President.

“I write on behalf of Members of the Minority Caucus to respectfully notify you that we have arranged to present a formal petition to Your Excellency at the Jubilee House on Thursday, July 24,” the letter stated.

It continued, “The petition details issues of great public concern which require your fair-minded leadership and definitive action to address the challenges they relate to.”

The request, delivered with diplomatic decorum, reflects mounting concerns within the Minority over certain developments in the country. However, the specific contents of the petition were not disclosed.

Mr. Annoh-Dompreh concluded the correspondence by expressing confidence in the President’s responsiveness, stating, “Kindly accept, Your Excellency, the assurances of my highest consideration.”

Speaking to the media after presenting the petition on Tuesday, July 31, PNP leader Janet Nabila condemned the circumstances surrounding the Chief Justice’s suspension.

She accused the Mahama administration of trying to exert undue control over all three arms of government and described the suspension process as “a political witch hunt.”

Janet Nabila expressed concern about what she sees as a pattern of victimisation against women, warning that the ordeal faced by Justice Torkornoo threatens Ghana’s democratic and judicial integrity.

“We came to Manhyia to petition the Asantehene because we believe our traditional authorities must intervene when state institutions fail. As women, we are deeply disturbed that a female Chief Justice is being targeted in this way. I wept listening to her speak about her suffering,” she said.

She also criticised the timing of the government’s actions, pointing to the National Day of Prayer and Thanksgiving.

“You cannot genuinely pray and give thanks while acting with such vindictiveness. What we need is a National Day of Repentance,” she added.

Responding to claims of bias for not speaking out during the removal of former Electoral Commission Chairperson Charlotte Osei, Nabila denied any double standards, insisting the PNP’s position is based on principle, not politics.

The party is calling on Otumfuo Osei Tutu II to use his moral authority and influence to ensure justice and fairness in the ongoing process.

Counsel for the NPP MPs, Clement Opoku Gyamfi argued that the NDC failed to comply with procedural requirements, specifically not applying for the determination of security for costs within 21 days after the election results were gazetted, as required by law.

“Two High Court judges, one from High Court 2 and another from High Court 6, have unanimously ruled that the NDC petition is invalid and dismissed it,” he said.

He said the NDC has no case and has ordered the three MPs to remain in Parliament to represent their constituencies.

NLA staff union petitions gov’t over “private capture” of authority https://www.adomonline.com/nla-staff-union-petitions-govt-over-private-capture-of-authority/ Mon, 14 Apr 2025 09:33:39 +0000 https://www.adomonline.com/?p=2524890 Staff of the National Lottery Authority (NLA), through their union — the Financial and Business Services Employees Union (FBSEU of NLA) — are calling for urgent government intervention to stop what they describe as a “deliberate private capture” of the state-run lottery business via questionable third-party contracts and licenses.

In a petition submitted to the Office of the Attorney General and Minister for Justice, as well as the newly appointed Director General of the NLA, the union is demanding an immediate suspension and review of all third-party agreements granted to Private Lotto Operators (PLOs) over the past six years.

According to the union, these contracts breach the National Lotto Act, 2006 (Act 722), and have contributed to a significant financial and operational decline within the Authority.

The petition highlights a sharp decline in revenue generated through Point of Sale Terminals (POSTs) since the entry of PLOs, with the NLA reportedly losing nearly 50% of its market share — an estimated revenue shortfall of over GH₵250 million between 2017 and 2024.

The union also claims this decline has led to massive job losses among Lotto Marketing Companies (LMCs), who have traditionally been the backbone of NLA’s operations.

Central to the union’s concerns is KEED Ghana Limited (KGL), which operates the NLA’s 5/90 games online.

The union accuses KGL of functioning in ways that contradict its supposed role as a Lotto Marketing Company, including keeping lottery proceeds in private accounts, paying winnings independently, and denying the NLA access to key revenue data.

The union further alleges that the previous NLA Board granted KGL a shocking 25-year exclusive license to run online lotto — a move they argue undermines the Authority’s independence and long-term viability.

Other companies named in the petition include Bluestar Lotto, Alpha Lotto, and Luma Technologies. The union claims these firms were misrepresented as technical service providers but were actually granted licenses to operate as PLOs, contributing to the neglect of NLA infrastructure and the marginalization of long-serving LMCs.

The union is urging the government to take swift action, including reconstituting the NLA’s Governing Board with individuals who possess institutional memory and a commitment to the Authority’s core mandate.

They warned of potential industrial action, including protests and a halt in lotto draws, if their demands are not met, declaring their resolve to “stop at nothing” to safeguard the sustainability of the NLA for national development and staff welfare.

His comments come after President John Dramani Mahama formally responded to Chief Justice Torkonoo’s request for copies of the petitions filed against her.

The President has granted her 10 days to review and respond to the allegations, marking the next stage in the constitutional process governing her potential removal.

Mr Baffour Awuah further cautioned that the situation, if not carefully managed, could set a troubling precedent for future administrations.

He urged the government to ensure that due process is followed without political interference.

“The integrity of our judiciary is at stake. We must be careful not to create a perception that judges can be targeted based on political considerations,” he warned.

GAFTA’s President, Dr. Jim Fara Awindor, confirmed that while three executives referenced in the petition—George Bosompim, Jim Awindor, and Linus Abraham—are indeed GAFTA members, they have denied any involvement.

“Three names appearing on the list—George Bosompim, Jim Awindor, and Linus Abraham—belong to GAFTA but are not privy to such a petition. The members are not aware of such a petition, never discussed nor signed it,” Dr. Awindor stated.

The trio were reportedly named as alternative and preferred candidates for the positions held by Gardiner and Danku.

The petition, launched by the Association of Ghanaian Creatives, argues that Kafui Danku and James Gardiner lack the necessary expertise and experience to lead the NFA effectively.

The association claims that Danku and Gardiner’s background in low-budget productions and social media branding is insufficient to steer the NFA. They are calling for the appointment of qualified and visionary leadership to revitalize Ghana’s film sector and enhance its global competitiveness.

However, GAFTA has described the petition as “mischievous” and “scandalous,” urging the public and the appointing authorities to disregard it.

In a letter addressed to the party’s headquarters, the group expressed disappointment that Akahoho, a seasoned local governance expert and former Presiding Member of the Tema Metropolitan Assembly, was not included in the final list.

They highlighted his extensive experience, strong working relationship with Tema West MP James Enu, and his contributions to the NDC’s victory in the 2024 elections.

The petitioners argued that for the sake of district balance, the MCE position should go to the Adjei-Kojo electoral area, a known NDC stronghold that played a key role in securing over 5,600 votes that contributed to the party’s historic win in Tema West.

They also outlined Akahoho’s past roles, including serving as Assembly Member for both Klagon and Adjei-Kojo, Chairman of the Tema West Sub-Metropolitan Assembly, and Executive Secretary of the Chamber for Local Governance.

The group credited him with leading efforts to reverse the collection of property rates back to Metropolitan, Municipal, and District Assemblies (MMDAs).

They urged the NDC’s national vetting committee to reconsider its shortlist, warning that failure to do so could force them to “advise themselves” in future elections.

We, (the Democratic Concerned Youths of Tema West) are writing to express our concern regarding the three (3) short – listed Municipal Chief Executive nominees for Tema West without including the very dedicated Local Governance expert, a three term Assembly Member and two term Presiding Member, Hon. Romeo Elikplim Akahoho.

This, as a result, contributed to the party’s unprecedented historic victory by winning the Tema West constituency seat for the first time.

The management of Gumah FM has announced plans to petition the National Media Commission (NMC) following the recent shutdown of the station.

On Tuesday, February 19, the Ministry of Communication, Digital Technology, and Innovations ordered the closure of several media outlets operating without valid frequency authorization, including Gumah FM.

A directive signed by the sector minister, Samuel Nartey George, accused the station of inciting violence in Bawku and instructed it to cease operations.

Speaking in an interview on Thursday, February 20, the General Manager of Gumah FM, Nurudeen Gumah, stated that the station would first seek clarification from the National Communications Authority (NCA) regarding the exact reason for the closure.

If unsatisfied with the response, management intends to escalate the matter to court.

“We are going to write to the National Communications Authority to understand why we were shut down. We will also petition the National Media Commission to review the matter and explore other possible resolutions for us. If we are not satisfied with the outcome, we will have no choice but to take legal action,” he stated.

Meanwhile, the station’s management has condemned the shutdown as “politically motivated” and has demanded that the ministry provide concrete evidence of any wrongdoing.

“We only received a letter informing us of the closure. That is why we believe they need to provide evidence. We document all our programs and include disclaimers. If they claim we aired content that incites violence or hate speech, they should provide proof. But they haven’t done that, and I strongly believe this is either a political witch hunt or a deliberate attempt to silence Gumah FM,” Nurudeen Gumah told Citi News.

In response to reports of Okraku potentially seeking another term, Afriyie made it clear that he would take action.

Speaking on Asempa FM, he stated, “You’ve won, you are ruling, you are the President of the FA, things are not going on well, that is not my fault.

Afriyie expressed his desire to see Okraku succeed, stating, “I really want to help him [Kurt] succeed. I am more than prepared for him to finish his term but he should forget about the proposed amendments of our statutes to go [for] a third term.

“The biggest spender of the GFA is the government of Ghana. I will personally write a petition to the government of Ghana. The government has a say,” he added.

Okraku took over as president in 2019 following the disbandment of the Normalisation Committee, which took over after Kwesi Nyantakyi’s resignation due to allegations of corruption following an investigative report by Anas Aremeyaw Anas.

This complaint is designed to test the grievance mechanism that COCOBOD established as part of its Environmental and Social Management System (ESMS), a requirement for securing a $600 million loan from the African Development Bank in 2019.

Thirty farmers are involved, raising concerns that, despite COCOBOD’s oversight, the cocoa industry continues to grapple with these issues, which have affected the sector for over a decade.

The farmers argue that these persistent challenges harm the welfare of cocoa producers and their communities, asserting that COCOBOD’s monitoring and response efforts have not adequately protected them.

The University of Ghana School of Law, Civic Response (a non-profit organization), and the Chicago-based Corporate Accountability Lab are supporting this action.

They seek to bolster accountability within COCOBOD to improve conditions across Ghana’s cocoa industry.

The complaint notes that despite COCOBOD’s sustainability efforts, challenges such as deforestation, limited agroforestry progress, toxic pesticide use, and child labor remain prevalent in Ghana’s cocoa industry.

These issues, the complaint claims, persist due to complex supply chains and low prices from cocoa buyers, calling for substantial change.

Efforts to counter cocoa smuggling have also fallen short, with Ghana losing approximately 120,000 metric tons of cocoa beans to smuggling in 2022-2023, threatening the national economy.

Smuggling has worsened as neighboring countries offer higher prices, intensifying the need for action.

COCOBOD’s ESMS, established in 2018, provides a framework for managing environmental, social, health, and safety risks across its operations, subsidiaries, and partners.

This complaint seeks to hold COCOBOD accountable under this system, emphasizing its duty to safeguard the industry and its workers.

The petition was handed over at the Accra Sports Stadium on Friday, October 4, following the successful conclusion of the second day of demonstrations.

The protest aimed to demand the immediate release of 53 Democracy Hub protesters who were arrested during an anti-galamsey demonstration last week, as well as to raise awareness about the ongoing environmental destruction caused by illegal mining (galamsey).

The march began at the Legon Okponglo Traffic Light, proceeded to the Airport Traffic Light, then moved to the National Service Secretariat, the Electoral Commission Office, and Parliament, before ending at the Accra Sports Stadium.

In the petition, addressed to the Minister of Lands and Natural Resources, Samuel Abu Jinapor, the group expressed grave concern over the environmental destruction caused by galamsey, stating that it has reached catastrophic levels.

“Given the issue’s significance, the time for empty promises and half-measures has passed. Today, we speak not as individuals but as the collective conscience of a nation fighting for its survival and with a demand for immediate action taken to truncate this existential threat. We look to you, Hon. Minister, as the key figure in this crucial battle,” part of the petition read.

The group also stated that the environmental devastation caused by galamsey mirrors the suffering of Ghanaians.

They further noted the alarming health consequences, such as a sharp rise in mercury poisoning cases, particularly among children and families living near mining areas.

In light of this, the group has issued a seven-day ultimatum to the Ministry of Lands and Natural Resources to enforce the complete shutdown of all illegal mining operations across the country, with no exceptions.

“This must result from a collaborative effort between the Ministry and security agencies, including the police.”

Additionally, the group has given a 15-day ultimatum for the Ministry to initiate a nationwide restoration program for all major rivers, beginning with the Pra, Birim, and Ankobra, to rehabilitate these water sources and undo the damage caused by galamsey.

“We demand an inclusive approach where experts are engaged to suggest and develop sustainable plans to ensure the effectiveness of the rehabilitation,” the petition further read.

In the petition, the NDC highlighted a series of issues that they believe threaten the peace and fairness of the upcoming elections scheduled for December 2024.

These include the removal of their party’s billboards, the alleged leakage of sensitive nomination documents, and discrepancies in the voters’ register.

Billboard Destruction Allegations

The NDC accused the Municipal Chief Executive (MCE) for Effutu, Hon. Zubairu Kassim, of leading a group of NPP youth in an illegal operation to tear down their billboards.

One of the billboards, which featured the image of former President John Dramani Mahama, was pulled down near Klimovic junction in Winneba. The party claims this act of vandalism was followed by a midnight operation targeting additional NDC billboards across the constituency.

The NDC expressed concern that these actions by the MCE and his party members could provoke retaliation and lead to conflict between political supporters in the area.

Leaked Nomination Information

The party also raised alarms over claims made by the NPP’s parliamentary candidate, Alexander Afenyo-Markin, who reportedly disclosed that he had access to the nomination documents of both the NDC parliamentary candidate and an independent candidate during a radio interview on Osimpa FM.

Afenyo-Markin allegedly threatened to take legal action against individuals who endorsed the independent candidate, raising concerns within the NDC about how such sensitive electoral information had been leaked.

The NDC demanded an investigation into how their opponent gained access to these confidential documents, which should only be under the custody of the Electoral Commission.

Voter Transfer Discrepancies

Another significant issue raised in the petition involves a discrepancy of 3,009 votes in the Effutu voters’ register.

According to the NDC, during the recent voter transfer period, data provided by the Electoral Commission’s headquarters showed a bloated figure compared to the daily reports issued to political parties by the local district office.

The NDC argued that this discrepancy casts doubt on the accuracy of the voters’ register and could undermine the credibility of the election results.

NDC’s Demands

The Effutu NDC is calling for a response to their previous petition regarding the voter transfer discrepancies.

They are also requesting a full-scale investigation into the leakage of the nomination documents and urging the paramount chief to intervene in calling the MCE and the district officer of the Electoral Commission to order.

Speaking on Joy FM’s Top Story, Oliver Barker-Vormawor said the group is requesting a swift resolution to the situation. As such, they have written to schedule a meeting with the police on Friday morning.

“We have written to the police to demand a meeting with the IGP for tomorrow [Friday] morning at 10 am. Hopefully, that request will be granted for us to demand an apology and the release of the gentleman,” he said on Thursday.

The said gentleman was allegedly seen tearing down a political poster with New Patriotic Party(NPP) flagbearer Dr Mahamudu Bawumia’s picture at the National cathedral project site.

When asked what might have informed Mr Williams’ decision, the convener stated that their member only removed the picture to pave the way for demonstrators to access the National Cathedral site.

“What we do know is that certain placards of the NPP with the Vice President, Dr Bawumia’s picture, were removed to grant access to the National Cathedral,” he said.

He added that ‘Fellow Ghanaians’ was acting under his constitutional right to protect the public purse.

According to the NDC, they have identified more than 243,000 unauthorized voter transfers.

These transfers, allegedly made without the knowledge or consent of the affected voters, prompt significant questions about who approved them and the possible involvement of EC officials in facilitating these changes.

These requests were made under section 18 of the Right to Information Act 2019 (Act 989).

In response to the MP’s inquiries, the central bank has assured him that his requests are being given the necessary attention.

They have communicated that the MP can expect to hear from them soon regarding the information he has requested.

In a letter dated Thursday, June 6, addressed to the lawmaker, the Bank of Ghana encouraged him to await their response, assuring him that they will provide the requested information in due course.

“The Bank acknowledges the receipt of your letter dated June 3 and notes the content thereof. We write to inform you that your request is receiving attention,” the BoG letter said.

The BoG reported a loss of GH₵10.5 billion for the financial year ending in 2023.

The primary reason for this loss was a significant increase in total interest expenses on open market operations by the Central Bank, which increased by GH₵6.7 billion during the review period.

In August of the previous year, the BoG also defended its new $250 million headquarters.

In a statement released on Monday, June 3, Mr Ayariga stated, “I write on the instructions of the Minority Leader of Parliament to request for the following information: Detailed particulars of the status of the write-offs made in respect of government’s indebtedness to BoG.”

“Reasons for the combined losses of approximately GH70 billion as stated in the BoG’s financial statements for 2022 and 2023. The status of the further expenses on the infamous head office building, which costs keep escalating.”

He further asked for “Reasons for recording a policy rate of 30% in 2023 as this is the highest record of policy rate in the last 20 years. Detailed particulars on the costs of the new construction at the premises of the old BoG clinic. Reasons for the total currency issuance expense of GH688.87 million as stated in BoG’s financial statement and annual report for 2023.”

His remarks follow the President’s submission of a petition to the Chief Justice seeking the dismissal of Special Prosecutor Kissi Agyebeng.

The petition, initiated by former Special Prosecutor Martin Amidu, implored President Akufo-Addo to terminate Mr. Agyebeng’s appointment, alleging his failure to comply with several Right to Information requests made by him.

Mr. Amidu asserted that his efforts to obtain appointment letters and salary details of all OSP staff on a pen drive yielded no favourable response from the OSP.

On April 30, 2024, Mr. Amidu, also a former Attorney-General and Minister of Justice, formally petitioned President Akufo-Addo for the impeachment of Mr. Agyebeng as the head of the anti-corruption agency.

The move has prompted speculation about the President’s involvement in the matter.

In an interview with Citi FM on Saturday, May 18, Justice Srem Sai expressed his deep concern with the President’s conduct, characterizing it as “seriously disappointing”.

According to Justice Srem Sai, petitions have often been ignored, delayed, or faced obstacles from the Presidency, raising concerns about the President’s prompt action on the petition against Mr. Agyebeng.

“I think the President’s conduct when it comes to petitions for the removal of such high officers of the state has been disappointing. It has been seriously disappointing over the years. There’ve been petitions which have been sent, and some of them have not been even acknowledged in certain situations.”

“Some of the petitions will be ignored, some of them even take too long to be sent and so many impediments have been put in the way of these petitions right from the office of the president. The New Force’s petition highlights deep concerns over the drastic reduction in voter registration points.

The number of registration centres has plummeted from over 33,000 in previous elections to a mere 1,068 centres for the 2024 election cycle.

This reduction represents just 3% of the total polling stations available in the 2020 elections.

The New Force argues that this severe limitation, combined with a narrow 20-day window for voter registration, poses a substantial barrier to eligible voters.

“This limitation effectively undermines the fundamental right of Ghanaian citizens to freely choose their leaders through fair and accessible elections,” the petition states.

The New Force questioned the rationale behind the Electoral Commission’s decision to reduce the number of registration points so drastically.

They stressed the importance of the Commission’s role in ensuring the integrity and inclusivity of the electoral process and call for transparency in decision-making.

The New Force urged the Electoral Commission to reconsider its approach and take immediate steps to expand voter registration access.

They draw comparisons to practices in other democracies worldwide, where voter registration remains open and accessible until just weeks before elections. The New Force implores the Commission to follow this example to uphold the democratic rights of Ghanaian citizens.

“The future of our democracy depends on the integrity and inclusivity of our electoral process,” the petition concludes, expressing hope that the Electoral Commission will address these pressing concerns and take action to facilitate fair voter registration for all eligible citizens.

The petition filed on April 2nd requests the arrest, investigation, and prosecution of the Ga traditional priest, Gborbu Wulomo over his traditional marriage to a 12-year-old girl in Nungua on March, 30.

Mr. Sosu considers the Wulomo’s conduct criminal, constituting a violation of both local and international laws on child care and protection.

He highlights that, “the said marriage is illegal, null and void because by law a child under 18 cannot enter marriage.”

Mr. Sosu also argues that, although traditional religious arguments are being made in support of marriage, the Constitution is clear in Article 26 concerning the limitations of traditions and customs.

“For clarity, Article 26 (1) provides as follows “Every person is entitled to enjoy, practice, profess, maintain and promote any culture, language, tradition or religion subject to the provisions of this Constitution” It provides further in Article 26(2) that “All customary practices which dehumanize or are injurious to the physical and mental well-being of a person are prohibited” It is my respectful view that the customary practice being referred to are unconstitutional and not backed by the laws of Ghana.”

The MP therefore demanded an investigation be launched into what he refers to as a “potential defilement,” and that the priest be prosecuted.

The 17-page document is signed by one Akwasi Ossei Nkrumah, who is asking FIFA to temporarily suspend Mr Okraku, while investigations are conducted into the alleged infractions.

The petition contends that Mr Okraku has breached five articles of the FIFA Code of Ethics 2022 bordering on forgery and falsification (Article 25), conflicts of interest (Article 20), abuse of position (Article 26), duty of loyalty (Article 16) and manipulation of football matches (Article 30).

On the issue of forgery, Kurt Okraku’s name on his passport is Edwin Simeon-Okraku, but in some other official documents, he goes by Kurt Edwin Simeon-Okraku and has introduced himself as same on many occasions. The petition, however, does not establish the injury the ‘triple identification’ has caused in this case.

The petition goes on to claim that the GFA Code of Ethics 2019, should be rendered invalid because it was signed by Mr. Kurt E.S Okraku, which is different from the two other names he goes by, that is, Kurt Edwin Simeon-Okraku and Edwin Simeon-Okraku.

On the issue of conflict of interest, the petitioner puts together a list of 24 people he claims to have some kind of personal relationship with Mr. Okraku, who have been appointed to key positions at the GFA, in clear contravention of the code of ethics. The petitioner mentions the Director of the GFA’s Ghanaman Soccer Center of Excellence, Winnifred Mawuedeko Okraku, the biological sister of Mr Okraku, among the names submitted.

The petitioner also claims Mr Okraku remains a director at both Dreams FC and Proton Sport per documents acquired from the Registrar General, contrary to the stipulations of the code of ethics.

The document describes the position of the GFA’s Chief of Staff as fictitious and alleges that Michael Osekere, who occupies that role, is running a football agency, Club Consult, alongside Yussif Chibsah, in contravention with the stipulations of the code of ethics.

Dr Ammishaddai Owusu-Amoah.

The GRA boss has been at post though his post-retirement contract ended in 2021.

The 25-member group is also demanding that the government removes all other public officials who are still at post contrary to the statutory retirement age as enshrined in the 1992 Constitution.

The group embarked on a protest march from the Independent Square and picketed at the GRA headquarters before ending in Parliament.

Addressing journalists, they said they were representing the interest of millions of Ghanaian youth who are jobless since people who are expected to go on retirement are still in office.

The convenor, Charles Tuffour, stated that government ought to lead in the path of sanitising the public sector which is choked with over-aged persons.

Mr Tuffour indicated that two petitions have been sent to the office of the Special Prosecution but nothing has come out of that.

The Secretary, Yaw Boamah, received the petition on behalf of the Board and assured that it will be given the needed attention.

Article 286 of the Constitution and Section 1 of Act 550 mandates public officers to submit a written declaration of all property or assets owned by, or liabilities owed by them, directly or indirectly, to the Auditor-General, (i) before taking office, (ii) at the end of every four years, and (iii) at the end of their term of office.

But, an Audit Service report in May 2022 has revealed that 28 ministers and deputy ministers of state who served or are still serving in the Akufo-Addo administration did not declare their assets at all.

The information also revealed that the president and 19 of his ministers who have served since 2017 have fully complied with the asset declaration law and have declared at least three times.

The citizens, Nicholas Opoku, Lolan Sagoe-Moses, Crystal Selorm Amudzi, Francis Boye, and Elias Ashkur, therefore, want CHRAJ to probe the failures of these officers.

They also want to know whether the failure of the above-mentioned public officials to declare their assets amounts to a breach of the oaths of office, they swore to “preserve, protect and defend the Constitution” as mandated by Article 286 (7) and the Second Schedule of the Constitution.

Most importantly, the petitioners in their letter want appropriate actions taken against the defaulting public officers pursuant to CHRAJ’s mandate in Article 287 of the Constitution.

Following a jab that Delay is “barren at 47”, many rose to her defense, including a young woman who claimed to be the presenter’s househelp.

She, among other things, made claims to have witnessed Delay breastfeed her ‘secret child’.

In a latest development, lawyers of Delay, in a petition to the CID, have clarified that she has no dealings whatsoever with the said househelp.

A portion of the letter read, “our client’s attention has been drawn to a video in circulation of a young girl who, among others, misrepresents to the public that she has been a househelp of our client. Our client says she does not know her and has never had any dealings with her.”

They are, therefore, calling on the police to investigate the issue and where any criminal culpability is established, the culprit be taken on.

Per the letter, many ‘imposters’ have, on several occasions, posed to be acquaintances of Delay to fraudulently use their misrepresentation to induce gifts and favours from unsuspecting victims.

Others, also use such deliberate falsehoods to attract attention from Ghanaians to their social media handles, a crime Delay’s lawyers described as worrying which needs to be abated.

The petition from the family is to push for a swift probe into his death following what the family described as a slow pace of the investigation.

The family’s spokesperson, Nafiu Mohammed, led a delegation to present the petition on Thursday, September 9, 2021.

The legal officer to the Chief Imam, Seidu Nasigri, received the petition on his behalf amid assurances to publicise the outcome.

“It is when we sit with him [Chief Imam] and possibly after deliberations that the information will be made known to the family and possibly the press,” he said.

The spokesperson, on his part, expressed confidence the Chief Imam’s office will help to unearth the truth to hold perpetrators accountable, adding that they need a ‘neutral voice’ outside the judiciary.

“We are looking at a way that he will help to enhance the process so things that are not done right will be done right,” he noted.

Request for Chief Justice to be suspended premature – Presidency https://www.adomonline.com/request-for-chief-justice-to-be-suspended-premature-presidency/ Tue, 03 Aug 2021 18:54:36 +0000 https://www.adomonline.com/?p=1996045 Secretary to President Nana Akufo-Addo, Nana Bediatuo Asante, says a request that Chief Justice Kwasi (CJ) Anin Yeboah should be suspended by the President is premature.

He explains the President is yet to constitute a committee to inquire into a petition seeking the removal of the CJ.

Pressure Group Alliance for Social Equity and Public Accountability (ASEPA) is asking for the removal of the CJ insisting he is not fit to hold office.

The CJ has been in the news in recent weeks following allegations by private legal practitioner Akwasi Afrifa that he had asked for a 5 million dollar bribe to deliver a favourable judgment in a case involving his client.

The CJ has since denied the allegations and asked the Police to probe the matter. ASEPA contends the CJ is unfit to hold office and wants him removed.

Under Article 146(6) of Ghana’s constitution, the President, upon receipt of such a petition, must act in consultation with the Council of State to appoint a committee consisting of two Justices of the Supreme Court and three other persons who are not members of the Council of State, nor Members of Parliament, nor lawyers to inquire into the petition and make a recommendation.

The Supreme Court case of Frank Agyei Twum v Attorney General and Bright Akwetey introduced the additional requirement of a prima facie determination during this consultation.

The Court, speaking through Justice Date-Bah, noted as follows:

“The consultation by the President with the Council of State in respect of the appointment of a Committee to inquire into a petition for the removal of the Chief Justice shall first determine whether the said petition discloses a prima facie case before the Committee is appointed.”

The Secretary to the President wrote to ASEPA indicating that the President has commenced the appropriate processes.

Dissatisfied with this, ASEPA wrote back to the Presidency demanding specifics of what stage the process is at.

The group also demanded the suspension of the Chief Justice. Mr Bediatuo has yet again responded to ASEPA.

He explained that it is only when the prima facie determination is made that a committee will be set up to probe the petition.

He, therefore, stated that the call for suspension is premature.

He further raised concerns over what he says is the circulation of correspondence from the Presidency on this matter by the Executive Secretary to the President.

This, he said, is contrary to the rules governing such proceedings which are to be in camera.

PETITION TO PRESIDENT AKUFO-ADDO BY THE NATIONAL YOUTH WING OF NATIONAL DEMOCRATIC CONGRESS


The framers of the 1992 Constitution were spot on when they made provision in clause 1 of article 1 that “the Sovereignty of Ghana resides in the PEOPLE OF GHANA in whose name and for whose welfare the powers of government are to be exercised in the manner and within the limits laid down in this Constitution.”

In the strict adherence to the meaning of this provision, Your Excellency, you took the presidential oath on January 7, 2017, when you were first elected President of the Republic.

Although our party, the NDC contested the general election which was subsequently decided in your favour by the Supreme Court of our Republic, you took the same oath on January 7, 2021, to serve another four-year term.

The Presidential oath, as we know it, was not and cannot be fanciful words said for purposes of formality.

Despite the polarized nature of our country, Ghanaians who voted for you, and indeed, those who voted for your opponents succumbed to our Constitutional arrangements and entrusted their will and aspirations in your hands.

The hopes of every Ghanaian, including your political adversaries, were to see you uphold the tenets of our Constitution, sustain the peace you inherited from your predecessor, improve upon the economic wellbeing of Ghanaians, fight corruption ruthlessly, provide decent employment for the youth in particular, and ensure the safety of everybody, amongst other things; needless to say, these were the very teething issues you campaigned on and promised to deliver.

Your Excellency, without mincing words, it is heart wrenching to state that your government has so far delivered the antithesis of almost all what you promised Ghanaians.

It cannot be gainsaid that if you objectively and sincerely looked back, reflect on the state of the country bequeathed to you and what you have done with it in five years, you have eroded almost all the strides our country have made.

If our country was a clock, you have rolled it anti-clockwise.

Though our country was riddled with some age long challenges before you took over; issues of corruption, unemployment, nepotism, cronyism and insecurity among other things, have increased unimaginably.

You will agree with us that our country needs fixing and there cannot be any good time to fix it than now.

The danger, Your Excellency, is that there is no commitment from you and your government that these life threatening challenges facing our country will be, at least, reduced.

Instead of teaming up with those who have taken inspiration from your edicts to be citizens and not spectators to fix the country, your government is surprisingly averse to calls asking for the fixing of our beloved country.

Those crusading for the country to be fixed have become enemies of your government as they are either being intimidated, harassed or killed.

Respectfully Mr President, it is not out of place to point out to you that, though Ghanaians signed a social contract with you to resolve their problems, your government has become an insurmountable challenge that they are struggling to resolve.

Objective minds in our nation and those in your own government whispering on corridors have growing apprehension about where you are leading this dear country of ours.

The leadership you have provided so far is one of “let’s finish everything today because there is no tomorrow.”

There is no hope for the youth under your stewardship. The very people you promised to protect are the ones being beaten and/or killed daily by thugs recruited into our Security Services, those you promised jobs have either been laid off, lost their investments or have not been employed at all.

You have failed to build a just society. Today, more than ever in the history of the construction of our State, access to the few opportunities is solely based on possession of an NPP party card.

Those you promised infrastructural development have either have what your predecessor started abandoned by you or not seen any infrastructure at all.

Perhaps, the best thing about your government is how far your family members and cronies are feeding on the national kitty to the chagrin of all of us.

The case of students, nurses, teachers, tailors, carpenters, Okada riders, trotro drivers, doctors, Masons, lawyers, traders, civil servants, farmers, to the last man on the street, has been of agony, pain and sorrow.

There is simply no hope in sight. In the world all over, governments are elected to work for people and not otherwise.

Your Excellency, your government is not working for the generality of Ghanaians but a select few, mainly family members and cronies.


With each passing day, you and your government manifest more examples of insensitivity to the cries of Ghanaians.

The latest being your decision to pay your wife Rebecca and Samira Bawumia salaries equivalent to Cabinet Ministers at a time like this. Clearly, you have lost it.

The Country our forefathers labored at the peril of their lives to build for us cannot be gambled with and treated this way.

Without sounding exaggerative, where you have led the country to, points to a direction that we urgently need liberation from the ills of state powers which must start from the seat of government; we are not lost at all of the powers allocated to the executive arm of our government and it’s authority to change things for the better.

The ills of your government are just too many to mention but of course you cannot be bothered. You fulfilled a long held ambition to be President and that is what appears to matter to you most.

Though it sounds needless to remind you of your pledge and campaign messages to the good people of Ghana, it is worthy to make the following demands:

1. Immediately, implement recommendations of the Emile Short Commission of Inquiry Report forthwith. In particular, pay compensations to all victims and direct the Attorney General to prosecute all culprits.

2. Beyond investigating all acts of violence perpetrated by officers of the security agencies under your watch, ensure that all victims get justice as required by law.

Victims of acts of violence from Ejura, Ablekuma Central, Odododiodioo, Banda etc must all not be denied justice.

3. Make provisions towards providing decent jobs for the teeming youth of the Country through proper structural economic reforms and business support for enterprises of young people.

4. Ensure the safety and security of all Ghanaians

5. Stamp out corruption by prosecuting corrupt officials in your government other than shielding them. We ask that there is a fierce urgency to halt the hopeless nature of cronyism that has crept into the Government.

6. Take steps to fulfill campaign promises to the good people of Ghana and be respectful and truthful to the citizenry.

7. De-politicize the Security Services introducing reforms to give true meaning to its independence. We charge that these reforms be led by experts in our country and not partisan appointees.

8. Instruct the Attorney General and the Minister of Justice to improve the justice system and Wean the Judiciary off partisan political influence.

We count on your fail-safe commitment to our nation as its President in this historic moment.

Ndebugri’s advice to Dominic Ayine [Read] https://www.adomonline.com/ndebugris-advice-to-dominic-ayine-read/ Wed, 23 Jun 2021 18:57:41 +0000 https://www.adomonline.com/?p=1977612 Former Member of Parliament (MP) for Zebilla Constituency, John Ndebugri, has urged former Deputy former Deputy Attorney General, Dr Dominic Ayine, to honour the invitation to the General Legal Council’s Disciplinary Committee.

According to him, the Bolgatanga East MP must not see the petition as a condemnation but an avenue for him to come clean and prove his case.

“The complaint doesn’t mean you have been condemned. You just go to GLC and make your arguments and then the matter will be determined. Only when you go there and there is evidence of bias, then he can start complaining.

“But I think that at this stage it is premature. I will advise Ayine to try and go to the Disciplinary Committee and make his case. It is in his interest to go and prove the Chief Justice wrong,” he said on Accra-based Citi FM.

Justice Anin-Yeboah has petitioned the GLC to investigate and apply necessary sanctions against Dr Ayine, over comments he allegedly made against the Supreme Court.

Dr Ayine, during a discussion on Presidential Election Petitions and their impact on Africa’s Democracy, organised by the Centre for Democratic Development, Ghana in May is also said to have questioned the independence of the Judiciary.

A petition the NDC has described as a deliberate intimidation, hence demands an immediate withdrawal.

Reacting to this position, the Private Legal Practitioner added: “I am not saying that the Chief Justice is right or wrong. All I am saying is that the Chief Justice made a complaint and as far as I am concerned, he is the right person to make the complaint because the statement was against the judiciary and he is the head of the judiciary so he has to come forward with the complaint.”

Meanwhile, Dr Ayine in an 11-page document responding to the petition said the comment in question was an academic assessment of the specific judges who sat on the 2020 election petition and how they discharged their duties.

He maintained he stands by his comments, adding his comments did not in any way attack the reputation of the judicial service.
