All private student hostel operators in Ghana have been ordered to immediately halt any planned fee increases for the 2026/2027 academic year, as authorities move to address growing concerns over the rising cost of student accommodation.
The acting Rent Commissioner and Head of the Rent Control Department, Frederick Opoku, announced the freeze in a statement on May 19, 2026, directing that all proposed hostel fee increments in and around tertiary institutions nationwide be suspended until further notice.
The department said the directive follows mounting public complaints about persistent and excessive accommodation fee hikes by private operators, which it warned were placing significant financial pressure on students, parents, and guardians.
“The situation, if not properly regulated and managed, may adversely affect access to accommodation and the general welfare of students pursuing higher education,” the statement noted.
The department added that it would soon begin stakeholder consultations with private hostel owners, facility managers, student representative bodies, and tertiary institution authorities. The discussions will cover proposed fee increases, compliance with existing rent regulations and consumer protection laws, and measures to ensure affordability, transparency, and accountability in the student housing sector.
All hostel operators were urged to comply with the directive and participate in the planned consultations. The department reaffirmed its commitment to fair and responsible regulation of Ghana’s rental and accommodation sector.
