Mid-Year Budget: Gov’t targets 150 underserved districts under Free Primary Healthcare Policy

The government has announced that the first phase of the Free Primary Healthcare Policy will target 150 underserved districts across the country as part of efforts to improve access to quality healthcare.

Finance Minister Dr Cassiel Ato Forson disclosed this while presenting the 2026 Mid-Year Fiscal Policy Review in Parliament on Thursday, July 23.

He said government remains committed to ensuring that every Ghanaian has access to quality primary healthcare regardless of their income or location.

According to Dr Forson, the Free Primary Healthcare Policy, which was launched in April 2026, is aimed at expanding healthcare access, particularly for communities with limited medical facilities.

He told Parliament that government has so far distributed more than 24,000 pieces of medical equipment to strengthen diagnostic services, emergency care, and maternal and neonatal healthcare delivery.

The Finance Minister added that motorbikes, tricycles and mobile outreach equipment have also been deployed to improve healthcare services in hard-to-reach communities.

Dr Forson said government has expanded community screening programmes for hypertension, diabetes, cancers and other non-communicable diseases as part of measures to promote early detection and prevention.

He further noted that work is ongoing on the establishment of health kiosks, container-based health posts and the upgrading of existing primary healthcare facilities.

The initiative, he said, forms part of government’s broader commitment to strengthening the primary healthcare system and ensuring equitable access to essential health services nationwide.
