In a statement issued on Friday, December 5, Minority Leader Alexander Afenyo-Markin urged the government to invest in AI-driven yield forecasting, drone-based fertiliser application, precision agriculture, smart irrigation systems, and sustainable aquaculture.

“Ghana cannot continue relying on outdated tools and manual practices while the world is being transformed by technology. This is how Ghana becomes competitive, creates jobs, feeds our people, and builds a future-proof agricultural and blue economy,” the statement said.

The Minority also stressed the urgent need to tackle illegal mining and illegal fishing, enforce regulations against smuggled imports, and provide subsidies and financing for modern farming equipment.

“We honour and celebrate the courage of our farmers and fishers. But their struggles cannot be ignored. Leadership must invest, protect, and modernise the sector,” it added.

A Tamale High Court on Monday, November 24, 2025, annulled the Kpandai parliamentary results, citing multiple irregularities in the 2024 polls, and directed the Electoral Commission to conduct a fresh election.

In response, the Majority Caucus urged Speaker of Parliament Alban Bagbin to immediately declare the Kpandai seat vacant. Speaking on the floor, Majority Chief Whip Rockson Nelson Dafeamekpor referenced previous events and called for Mr. Nyindam’s removal.

“Mr. Speaker, I’m not raising these matters whimsically because precedent will guide us. When the Honourable Gyakye Quayson was ordered by the court to go through a re-run, members of this side, mainly led by the now Minority Leader, spoke vociferously against allowing him to continue in this House. Eventually, he had to leave. This is a path we have travelled. Precedent has been set. Nobody can tell us today that the Honourable Nyindam must have a voice in this House. It won’t happen,” he said.

Addressing journalists in Parliament, Minority Leader Alexander Afenyo-Markin dismissed the Majority’s call, stressing that Mr. Nyindam continues to hold his seat until all legal processes are fully exhausted.

“Let me speak directly to the people of Kpandai: your Member of Parliament remains the sitting MP for the Kpandai Constituency. He is a full Member of Parliament and a proud member of the Minority Caucus and the NPP,” Mr. Afenyo-Markin stated.

He added that until the court’s decision is fully finalized and proper procedures are followed, Mr. Nyindam’s status as MP remains unchanged.

Speaking at a press conference, he said several government programmes, including the 24-hour economy initiative and the Feed Ghana programme, have yet to undergo any form of parliamentary oversight despite being scheduled for implementation.

“The 24-hour economy program, the 1 million codes program, the agro agri-food economic transformation program, the program to export labour as announced by the President, and the national apprenticeship program, just to mention a few, have not seen parliamentary scrutiny,” he stated.

The Effutu MP noted that the executive arm of government is obligated to present such programme documents to Parliament before execution since they rely on funds approved by the legislature.

He argued that the lack of transparency undermines effective oversight.

“We cannot say that there is oversight when the basic program documents are not laid before Parliament. It is therefore imperative that the government shows commitment and avails these documents to Parliament for proper oversight to commence,” he stressed.

He also cited the April 2025 Feed Ghana programme, which was expected to modernise agriculture, create jobs, and build agro-industries, as well as the September 2025 Big Push infrastructure initiative — a $10 billion plan to enhance national connectivity — as examples of stalled programmes.

According to him, despite their announcement, none of these initiatives has been backed with formal documents for legislative review.

He further criticised the government’s handling of the much-touted 24-hour economy initiative, saying expectations were raised in the President’s State of the Nation Address but were not addressed in the 2025 budget.

“The Finance Minister, in presenting the 2025 budget, said nothing about the 24-hour economic programme,” Afenyo-Markin added.

Afenyo-Markin vowed that the Minority will continue to demand accountability from the executive and insists that all programme documents be submitted to Parliament to ensure transparency, fairness, and effective implementation.

He criticized the government for failing to address the environmental devastation caused by galamsey and called for stronger, more transparent measures to combat the menace.

Afenyo-Markin also cautioned the Majority against using their numerical strength to intimidate the Minority and demanded the release of the report on the removal of former Chief Justice Gertrude Esaaba Torkonoo, as well as details surrounding the nomination of Justice Baffoe-Bonnie.

However, Majority Leader Mahama Ayariga dismissed the Minority’s claims, insisting that the fight against illegal mining has rather improved under the NDC government through intensified enforcement and reforms in the mining sector.

His remarks come as stakeholders renew calls for collective and decisive measures to tackle illegal mining nationwide.

Speaking at a seminar organised by the Institute of Economic Affairs (IEA) on Ghana’s natural resource management regime on Tuesday, October 7, Mr. Afenyo-Markin underscored the importance of collaboration and a shift in national mindset toward protecting the country’s natural resources.

“During the 2020 campaign, the message was that they [NPP] came to take your food away, so vote against them. And the debate kept going to where we are. If we do the blame game thing, we will not get anywhere,” he said.

The Minority Leader emphasised that the galamsey menace transcends partisan politics and requires a united national front.

“I think it goes beyond the NPP, NDC arguments. I think as a nation, we need a whole national orientation.

“Frankly speaking, I think we all failed our nation. We have to let the authorities know that we have no other alternatives; this must stop,” he stated.

The unexpected appearance of Afenyo-Markin and his team sparked heated confrontations between NDC executives and supporters.

Azorka, known for his fiery leadership, described the visit as “highly disrespectful” and “provocative,” accusing the New Patriotic Party (NPP) of attempting to intimidate NDC supporters in the area.

Some NDC members further alleged that Afenyo-Markin’s entourage entered the office to remove posters of their candidate.

Azorka accused the NPP of using the by-election as a testing ground for “undemocratic strategies,” warning that the NDC would resist any such attempts. “A by-election will be held in his [Afenyo-Markin’s] constituency if he tries anything,” he fumed.

Visibly angered, he added: “What does he want here? Is he NDC secretary? You people should talk to them.”

Police have since confirmed the arrest of one individual in connection with the incident.

The NPP’s Presidential Elections Committee confirmed that the following five aspirants submitted their nomination forms:

  2. Hon. Ken Ohene Agyapong

  3. Hon. Dr. Bryan Acheampong

  4. H.E. Dr. Mahamudu Bawumia

  5. Hon. Dr. Yaw Osei Adutwum

The party is set to hold its internal elections on Saturday, January 31, 2026, to select a flagbearer for the 2028 general elections.

In a Facebook post on Thursday, August 28, the Effutu MP described the move by the aspirants as an important milestone in strengthening the NPP’s democratic culture and traditions.

“I extend my warm congratulations to all five presidential aspirants of the New Patriotic Party (NPP: Development in Freedom) who have successfully filed and submitted their nomination forms,” he wrote.

Mr. Afenyo-Markin also urged the aspirants and their supporters to prioritize unity and mutual respect throughout the campaign.

“As we move into the next phase of the process, I urge all aspirants and their supporters to conduct their campaigns with decorum, unity, and mutual respect,” he said.
“Let us avoid divisive tendencies and remain focused on the bigger goal of building a stronger NPP and advancing our national development.”

He concluded with a reference to the party’s symbol: “Indeed, the ELEPHANT is a winning symbol!”

The fallen servicemen—Squadron Leader Peter Bafemi Anala, Flying Officer Manin Twum-Ampadu, and Sergeant Ernest Addo Mensah—were among eight people who lost their lives in the crash.

President John Dramani Mahama honoured them with promotions: Squadron Leader Anala to Wing Commander, Flying Officer Twum-Ampadu to Flight Lieutenant, and Sergeant Mensah to Flight Sergeant.

Addressing the Grand Durbar Homecoming and Handing-Over Ceremony of the Asante Students Union at the University of Ghana on Sunday, August 17, 2025, Afenyo-Markin stressed that the ultimate tribute to the fallen heroes is to win the fight against galamsey.

“Posthumous honours, while deserving, do not finish what they started. These eight died in an effort to fight galamsey. Their sacrifices demand that we finally win this battle,” he said.

He urged the Mahama administration to act “with fierce urgency,” warning that every delay or compromise with illegal miners undermines the memory of those who paid the ultimate price.

Appiagyei, who was nominated as a replacement for Minority Leader Alexander Afenyo-Markin, raised concerns about the process and its implications for unity within the Minority Caucus.

In a memorandum submitted to the Speaker of Parliament on July 22, 2025, the Asokwa MP stated that she was not consulted prior to her selection.

She described the development as “procedurally inappropriate” and cautioned that such unilateral decisions could fuel internal tensions.

“There was an understanding by leadership that the Minority Leader would be on the ECOWAS Parliament delegation, as was communicated to the Committee of Selection.

“It is therefore deeply troubling that a contrary nomination was advanced on the floor without consultation,” the memo read in part.

She emphasised that the Effutu MP, who was sworn in as a member and Deputy Speaker of the ECOWAS Parliament last year, retains a valid and ongoing mandate under ECOWAS protocols, which grant members a four-year term.

“A sitting member cannot be removed unless the member voluntarily resigns, is removed from office, appointed to the Executive or as a Judge, or otherwise becomes ineligible,” she noted, adding that none of these conditions applied to the Minority Leader.

While acknowledging efforts to enhance female representation in regional bodies, Madam Appiagyei warned against using gender parity as a cover for politically motivated decisions.

“True inclusion must be built on transparent dialogue and not imposed at the expense of established norms,” she wrote.

She has therefore requested the withdrawal of her name from the resolution and asked that Parliament rescind the decision.

She further urged Speaker Alban Bagbin to maintain the original nominees: Alexander Afenyo-Markin, Asante-Akim Central MP Kwame Anyimadu-Antwi, and Abetifi MP Bryan Acheampong.

“For the avoidance of doubt, I reiterate that the resolution that has my name as a nominated member for the delegation to ECOWAS Parliament be stayed. The House should take steps to rescind such a decision since I do not intend to accept the offer made to me by the House.

“By this memo, I am refusing to be part of such a delegation and pray that the Clerk to Parliament does not communicate any such resolution to the ECOWAS Parliament that includes my name,” she added.

According to him, while the opposition National Democratic Congress (NDC) freely criticised the Akufo-Addo administration without facing harassment, the same cannot be said under the current regime.

“The NDC criticised the previous government without intimidation, but now that they are in power, they appear unable to tolerate the same level of scrutiny,” he said.

He added that National Security has indicated it is still investigating the matter involving Alfred Kumi Ababio and will determine the next steps in due course. Ababio remains in custody with access to legal representation.

Meanwhile, NPP General Secretary Justin Frimpong Kodua has also called on National Security to follow due process and ensure the timely release of the accused.

Speaking on Joy FM’s Super Morning Show, Afenyo-Markin emphasised that in Ghanaian politics, party identity often holds more weight than the individual candidate.

“When going into a presidential election, it is not about the individual. Look at the history of those who went as independent candidates. In the end, it is the party brand that matters,” he said.

He referred to the legacy of the NPP, explaining that voters relate to its tradition and achievements.

“People know the NPP tradition – UP, PP, PFP, and now the NPP. They know the ‘Osono’ party. They know what Kufuor did, what Busia did, and what Akufo-Addo has done on the NPP ticket.”

Afenyo-Markin recalled his university days, noting how difficult it used to be for students to publicly associate with the NDC.

“Back then, if you were contesting for SRC or hall president and someone said, ‘Oh, that guy is NDC,’ that was the end of your campaign. So even if you weren’t NPP, you would say you were.”

He commended the NDC for recognising this image problem and making efforts to correct it, particularly through campus outreach.

“Today, let me commend the NDC. Sometimes, you must recognise something good in your opponent. Over the years, the NDC has worked on their image, and it has helped them. On campuses, they started outreach programmes, and students in TEIN became bold enough to say, ‘I am NDC.’ It was no longer only NPP students who were vocal,” he lauded.

He added that the long-held perception that academia naturally leaned toward the NPP has also shifted.

“We took it for granted that the academic space belonged to us. But over time, the NDC has worked hard. Now you see doctors and professors boldly talking about their party. That wasn’t the case 20 or 25 years ago.”

He also mentioned that the NDC had made strategic efforts to improve its presence within the legal profession.

“I once gave an interview and spoke about how people used to believe almost every lawyer was NPP. The NDC saw this and decided to invest in that area too.”

According to Afenyo-Markin, these developments should serve as lessons for the NPP, which is now in opposition.

“In Parliament, as the opposition, we must take note. We need to focus on engaging the youth, professionals, the business community, and students. We must help them understand not only our ideology, but also what we can do for them,” he stated.

He concluded by urging the NPP to begin preparations ahead of the 2028 general elections.

“As part of our rebranding, it is our duty as the Minority Caucus to give people confidence in the party. With that in place, we will be repairing the NPP vehicle for whoever wins the flagbearership to take over and lead us to victory in 2028.”

Minority Leader Alexander Afenyo-Markin has visited former Bank of Ghana (BoG) Governor, Dr. Ernest Addison, following a raid on his Roman Ridge residence by National Security operatives.

The operation, which took place at dawn on Wednesday, was allegedly led by Richard Jakpa, Director of Special Operations at the National Security Secretariat.

About 15 soldiers, according to reports, arrived in three separate vehicles and, wielding rifles, forcefully entered the premises.

They disabled the CCTV system before demanding that Dr. Addison lead them to supposed “vaults” hidden within the house and subsequently ransacked it.

They also made away with four of his six cars, which were later retrieved from the frontage of the Jokers Club in Labadi.

Speaking on the floor of Parliament when the Governor appeared to respond to issues concerning the BoG’s new head office building, Afenyo-Markin referenced past concerns about the central bank’s regulatory role and warned against selective scrutiny of its activities.

“I recall that in the 2015 State of the Nation Address, Mr. President raised concerns about poor supervision of the banking sector by the Bank of Ghana. The Governor today was the Deputy Governor then. Are we now picking and choosing which matters we want the Governor to brief us on?” he questioned.

Addressing Dr. Asiama directly, he urged him to remain independent and avoid political interference.

“Mr. Governor, don’t make yourself a tool for political football,” Afenyo-Markin cautioned. “The role of the Governor of the central bank is critical to the economy of this country. I do not want to politicise the office of the Governor, and I urge others to do the same.”

He further advised the Majority in Parliament to tread carefully in their handling of economic issues, warning that their approach could harm the country’s financial stability.

The Effutu MP’s comments come after Dr. Asiama was scheduled to brief the House on the cost of the new Bank of Ghana headquarters.

However, the Minority opposed the briefing, arguing that the right procedure had not been followed, while the Majority insisted that there was nothing irregular about the process.

Minority Leader Alexander Afenyo-Markin has revealed that he was victimised in his attempt to reform the Ghana Water Company Limited (GWCL) during his tenure as Board Chair.

The Effutu MP made this disclosure during the vetting of Deputy Energy Minister-designate Richard Gyan-Mensah, expressing concerns over the lack of support for reform efforts in state institutions.

“I tried to reform Ghana Water, and I rather became the victim. It makes me sad as a politician because we don’t support each other for real reforms,” he lamented.

Mr. Afenyo-Markin bemoaned the recurring pattern where bold reformers face resistance from vested interests, leading to stagnation and inefficiencies across successive governments.

He, therefore, cautioned Mr. Gyan-Mensah to be prepared for resistance but urged him to remain steadfast in his duties.

Minority Leader in Parliament, Alexander Afenyo-Markin, has criticized the government over a directive ordering the termination of all public sector appointments made after December 7, 2024.

The directive, issued by the Office of the President and signed by the Chief of Staff, instructed heads of government institutions to annul recruitments made in the final months of the previous administration.

Speaking on Adom TV, Afenyo-Markin described the move as unfair, arguing that recruitment is a process and not a one-time event.

“Some people were recruited as far back as July 2024, received their appointment letters, and have been working since October. Some of these institutions are not even government-subvented but rather limited liability companies where the government is the sole shareholder. They generate their own revenue and pay salaries independently, meaning their recruitment does not impact the government’s fiscal policy,” he stated.

He further questioned the impact of the layoffs on affected workers, emphasizing that many may be the breadwinners of their families.

“We as a political class need to use common sense to stop these attacks on our opponents. A government’s job is to create employment, not to take people out of jobs,” he added.

His statement follows the Office of the Special Prosecutor’s (OSP) decision to declare Ofori-Atta wanted in connection with an ongoing corruption investigation, urging the public to provide information on his whereabouts.

Addressing Parliament on Tuesday, February 18, 2025, Afenyo-Markin assured that the former Minister’s legal representatives have been in contact with the OSP and confirmed his scheduled return.

He stated that Ofori-Atta is willing to appear for an in-person interrogation upon arrival.

“The legal team of the former Minister has been in communication with the Office of the Special Prosecutor and has indicated that he is scheduled to return between May 14 and 30, 2025,” Afenyo-Markin said.

“He is prepared to present himself for questioning upon his arrival.”

He further read a letter from Ofori-Atta’s lawyers, explaining the reasons for his absence and confirming his expected return.

“We acknowledge receipt of your letter dated February 17, 2025,” the letter stated.

“We respectfully indicate that our client, who is due for his return, cannot travel before six to eight weeks post-surgical intervention, as indicated in the hospital’s letter. Considering the scheduled surgery between March 20 and 21 and the necessary recovery period, our client expects to be back in Ghana between May 14 and 30, 2025. We hope this timeline will guide your office in scheduling an in-person appearance.”

Ofori-Atta was declared wanted by the OSP and faces multiple charges, including alleged involvement in the Strategic Mobilisation-GRA Contract, the termination of the ECG-BXC contract, payments related to the National Cathedral, procurement of ambulances, and the utilization of the Tax Refund Account.

He further revealed that the Chief of Staff had confirmed Ofori-Atta officially informed the government before his departure.

Speaking after the committee’s sitting on Friday, February 7, Mr. Bedzrah refuted the allegations, insisting that he had conducted proceedings fairly.

“I’m not biased. You have all seen the work we’ve done here, and we were surprised that the Minority was absent,” he said.

Afenyo-Markin had requested Mr. Bedzrah’s withdrawal as Chair of the committee, citing instances where he allegedly made public statements that undermined the credibility of the probe.

Addressing a press conference held by the committee’s Vice-Chair, Kwame Anyimadu-Antwi, who also accused him of bias and announced the Minority’s withdrawal from proceedings, Mr. Bedzrah expressed surprise, pointing out that Anyimadu-Antwi had attended the initial sittings without raising any objections.

“He was present, so I don’t understand where this accusation of bias is coming from. He needs to clarify exactly where I was biased,” he stated.

He also disclosed that Minority witnesses had been invited to testify but failed to show up despite earlier assurances.

“We are expecting them on Monday. If they fail to appear, we will invoke constitutional provisions and the Standing Orders,” he added.

“If the husband, the children, and family are traumatised by my comments about the Clerk, I am sorry. I concede that there is always a better way to react. I will write a personal letter to her for the records,” he stated.

Prior to his apology, Speaker Alban Bagbin condemned Afenyo-Markin’s approach, calling it inappropriate.

First Deputy Speaker and Appointments Committee Chairman Bernard Ahiafor also demanded a retraction, warning that Afenyo-Markin would face the Privileges Committee if he failed to apologise.

He narrated that he began his journey as a businessman at a very young age and, through perseverance, now owns a chain of businesses.

To support his claim, Mr. Afenyo-Markin explained that after secondary education, he had to sit at home for two years. He took this opportunity to come to Accra and hustle.

“I was working as a Post Boy, rose through the ranks to become a Principal Post Officer; I was given a scholarship to study at Cape-Vas in 1999,” he said.

“In 2001, when Kufuor had come into office, in July when we vacated, I didn’t go back to school because there was career counseling, and they introduced us to entrepreneurship. So I abandoned school. My colleagues know, I left Cape-Vas at level 300. I abandoned school to chase money,” he recounted.

The fourth-term serving MP stated that he bought his first Mercedes Benz and BMW, which are still parked in his yard.

“Get the facts, I started running my business, I had my wedding at age 23 and my wife was 22; I started running Excel Courier, a multimillion-dollar investment; StanChart gave me a $5 million facility, Barclays Bank facility,” he noted. With all the aforementioned businesses, he emphasized that he was not in public service.

He also revealed that he worked for several companies, including Guinness, adding, “I have my trucks; we were doing work for Diamond Cement, and sometimes we go to Togo, Aflao to Buipe, my tankers Ho to Ivory Coast, and I have business in Awaso.”

The Minority Leader, who stands accused of deliberately using vetting to settle personal scores, opined that he is not one of those people who will buy property and put it in another person’s name.

He stressed that he is not a tenant but a landlord and that he is proud of his work as a businessman.

Mr. Ahiafor further claimed that Jerry Ahmed Shaib, one of the four MPs suspended over the incident, was acting under his leader’s direct instruction.

“I know that Jerry was under his instruction to move and stop Mintah Akandoh from taking the seat to the swamp,” he disclosed.

He also revealed that the Minority Leader had given specific directives to his side during the heated exchanges.

“He asked his side that they should all put on the microphone. I have heard him saying they should call some people to come to the vetting room.”

Commenting on the Speaker’s decision to suspend the four MPs involved in the melee, Mr. Ahiafor acknowledged that the penalty could have been harsher.

“Was the Speaker charitable to the four suspended MPs engaged in the melee? Well, I believe that danger begets man; the crowd distresses someone for relief.”

He suggested that deeper scrutiny of the issue could have led to even sterner consequences.

“As a matter of fact, if we want to go into the nitty-gritty of this particular matter, they may suffer harsher punishment than the suspension.

“I heard people arguing that the suspension should have been eight days instead of two weeks, and it all boils down to the same thing. Because naturally, the sitting days of Parliament, in a week, are formed.”

According to Afenyo-Markin, the NDC claimed to have a “super majority” and were not open to discussions or compromise.

He emphasized that the NPP’s protest was not an act of violence or destruction.

“Mr. Speaker and all those who are criticizing our conduct on Thursday night should critically watch the tape, the videos. We didn’t set out to destroy public property, we didn’t set out to disrupt. We protested,” he said.

Speaker Bagbin has also set up a bipartisan committee to probe the incident and propose recommendations for appropriate action.

“I will make mistakes. There are portals along the way, and there are asphalt roads as well. We’ll navigate each one of them,” he said. “As we grow, we learn from our mistakes. I’m not a perfect guy.”

“We learn on the job and accept our mistakes. People criticize you, and you go back to reflect. Sometimes, you may not admit it publicly, but you realize, ‘Oh no, I erred.’ You correct it and move on. That’s life—what else can I do?” he concluded.

He was addressing misconceptions about his temperament following the chaos that erupted during the Appointments Committee session.

The Appointments Committee descended into chaos on Thursday evening as tensions flared between members of the Minority and Majority, leading to a heated confrontation.

The clash escalated to the point where tables and microphones were destroyed, prompting police intervention to restore order and prevent further damage.

The Majority insisted on proceeding with the vetting session beyond 10 PM, but the Minority strongly opposed the move, declaring that they were done for the day.

In the ensuing confusion, some of the arranged tables were knocked over, and most of the microphones fell and were broken.

After about 30 minutes of disorder, Majority Leader Mahama Ayariga and other leaders stepped in to calm tempers.

He announced that with the tables broken and microphones destroyed, the session could not continue, forcing the Committee to reschedule for the following day.

Mr. Ayariga apologized for the unfortunate incident and promised that the MPs would behave appropriately when the session resumed.

Speaking after the disruptions, Afenyo-Markin defended the Minority’s stance, insisting that nothing would stop them from asking the “necessary questions” during the vetting process. “You are aware that for some of the nominees, we don’t even ask questions. But where we have to ask the relevant questions, we do. Nothing will stop us from asking the necessary questions,” he said.

He also accused the Majority of attempting to intimidate the Minority, stating, “NDC is always out to intimidate people. Always bullying. They can call us a micro-minority. They can say whatever they want to say. We’ve been cooperating with them.”

“The role of the Majority Chief Whip is to be a key negotiator and diplomat in the Chamber. If Dafeamekpor succeeded in opposition, he must now adapt to being in government. President Mahama and his team should rethink their choice for this critical position,” he added.

Citing past precedents, such as the late elder statesman Joseph Henry Mensah’s vetting, Afenyo-Markin noted that nominees are not always required to undergo questioning.

“That’s one of our failures, isn’t it? You have every right to disagree with us, and that’s okay,” he added.

Speaking on PM Express on Joy News, she dismissed the characterisation of Mr. Afenyo-Markin’s interactions with the Chair as intimidation, insisting that the exchanges are simply part of efforts to build consensus during the vetting process.

“I object to that word—bullying. No, it’s just trying to reach some level of consensus with the Chair,” she said when asked about allegations that the Minority Leader has been exerting undue pressure on the Committee’s leadership.

“The Chair also has his own way, feeling that things must be done a certain way, and that’s why it comes out like that. But I wouldn’t say that it is a bullying approach to building consensus.”

Madam Appiagyei acknowledged that tensions have arisen during the vetting process but attributed them to the inexperience of the committee’s current leadership rather than any deliberate attempt at intimidation.

“Both of the leadership on the committee now are totally new. The Chair of the committee has never been on the committee, and the Ranking Member has never been on the committee. These are some of the things that we need to iron out,” she explained.

According to her, certain established practices of the Appointments Committee have been abandoned, leading to misunderstandings and friction.

“The Appointments Committee that has been there over the years had certain practices, which are not being followed now,” she stated.

“Because we are masters of our own rules, we can determine to vary them, but the variations now are causing problems.”

She pointed to the rushed nature of the vetting process as a major factor contributing to tensions within the committee.

“A number of things have been hurried. One typical issue that has been very hurried is the fact that previously, we were meant to advertise the nomination of everybody appointed for a period of not less than two weeks,” she explained.

“At a point in time, I remember the last government even had to advertise for just about a week, in some cases three days. But as it is now, due to the exigencies of the time, we have varied most of these. That’s why we see the controversies and misunderstandings breaking out at the meetings.”

Madam Appiagyei clarified that Afenyo-Markin’s firm stance in the committee should not be misconstrued as an attempt to dominate or pressure the Chair.

Rather, she believes his approach is aimed at ensuring a smooth and efficient vetting process.

“It’s not about bullying; it’s about finding a way to make things work. The government of the day made an express indication that it would rather set up the cabinet within a period of about two weeks, which was almost impossible,” she noted.

“But as much as possible, we should try to assist so that government business can take off.”

She also sought to distinguish experience and exposure, emphasising that the Chairman’s unfamiliarity with the committee’s previous workings has contributed to some of the challenges.

“I am not saying the Chair is not experienced. I am saying exposure—because people serve on various committees, and the practices vary from one committee to the other,” she explained.

Despite the current difficulties, Madam Appiagyei expressed optimism that consensus-building efforts would improve and that the committee’s work would be conducted more smoothly in the future.

She maintained that tensions should not be mistaken for hostility, urging stakeholders to focus on collaboration rather than assigning blame.

Afenyo-Markin emphasized the party’s focus on self-assessment, learning from its mistakes, and uniting to regain the trust of the electorate.

“We are very positive that come 2028, Ghanaians will return us to office. We will take stock, identify where we went wrong, correct those mistakes, and rebuild as a united team,” he said.

The Majority Leader also pledged that the NPP would engage in responsible and constructive opposition.

“As a formidable minority, we will not resort to disruption, violence, or chaos. We will act within the confines of the law, focus on debating issues, and distinguish ourselves so that Ghanaians recognize the NPP as a credible and capable alternative,” he added.

This move comes after former Minority Leader, Haruna Iddrisu revealed plans to invoke Article 97(1)(g) of the Constitution, which would vacate the seats of three Majority MPs and one NDC MP.

The article states that, a Member of Parliament must vacate their seat if they either leave the party under which they were elected or decide to remain in Parliament as an independent candidate.

Haruna Iddrisu has already written to the Speaker, urging the declaration of these four parliamentary seats as vacant.

If the motion succeeds, the NDC, currently holding 137 seats, would become the Majority party, dramatically altering the balance of power in Parliament.

Presently, the House consists of 138 Majority MPs and 137 Minority MPs.

Mr. Afenyo-Markin expressed his reluctance to revisit the 2020 precedent, in which NPP MP Andrew Amoako Asiamah’s seat was declared vacant under similar circumstances.

He insists that the Supreme Court should resolve the issue.

Meanwhile, Constitutional lawyer, Justice Abdulai has said there is limited legal defense available for the four MPs at risk of losing their seats after choosing to contest as independent candidates in the upcoming elections.

He emphasized that the constitutional provision is straightforward, leaving little room for interpretation.

This follows a request by the New Patriotic Party (NPP) MPs to consider several urgent matters, including the approval of loans and taxes.

The recall was initiated by the Majority Leader, Afenyo Markin, who invoked Article 112(3) of the 1992 Constitution and Order 53(2) of the Standing Orders of Parliament.

In his address to the House upon its recall, Speaker Bagbin expressed his disappointment, stating that many of the items listed were not urgent.

“…Despite the efforts of the house, some businesses could not be completed and I indicated to the house my no objection to the house being recalled to mid-September under article 1123. To exercise this option immediately a day after this adjournment is, to say the least, unfortunate and in bad faith,” he said.

However, Mr Bagbin acknowledged that, by law, once Article 112(3) is triggered, he is obligated to summon Parliament.

Article 112(3) of the Constitution states: “Notwithstanding any other provision of this Article, fifteen percent of Members of Parliament may request a meeting of Parliament, and the Speaker shall, within seven days, after the receipt of the request, summon Parliament.”

The Speaker also raised concerns about the frequent use of Article 112(3) within a section of Parliament, emphasizing that while the provisions are clear, there needs to be a broader consideration of the context in which they operate.

He suggested that Parliament should legislate to establish preconditions under which this article could be applied.

He cautioned against turning Article 112(3) into a tool to keep Parliament in continuous session, which could prevent MPs from performing other constitutional functions.

A frequent revocation of Article 1123 particularly in a house such as this 8th parliament could pose challenges to the governance of the country. The good intentions of the drafters of the constitution could be turned into a horror movie,” he warned.

Speaking to journalists on Tuesday, June 25, the Effutu MP pointed out that Akatsi North MP, Peter Kwasi Nortsu-Kotoe, has been a vocal opponent of the bill which aims to codify the Free SHS policy into law and ensure its implementation by all successive governments.

Mr Afenyo-Markin emphasised that the conduct of the Minority thus far indicates their intent to thwart the bill’s approval.

“We have heard the ranking member on Parliament’s Education Committee strongly opposing the Free SHS Bill. Clearly, the NDC Minority does not want to commit itself to Free SHS,” he claimed.

He highlighted that while the constitution includes provisions for Free SHS, they are aspirational, therefore enacting a law is necessary to regulate the policy effectively.

The Majority Leader also expressed readiness to pass the bill and noted that Education Minister Dr. Yaw Osei Adutwum would present it to Parliament.

He added that the Minority have been engaged on the bill however “they are adamant.”

“The NDC is not ready for the Free SHS bill. It is clear and their spokesperson on Education has been very loud…. He says he is opposed to the bill because there is some provision in the constitution,” he said.

Mr Afenyo-Markin called on the Minority to explicitly state their reasons for opposing the bill and urged them to be transparent with Ghanaians about their stance on Free SHS.

“They should tell us why they oppose the bill,” he reiterated.

Meanwhile, the National Democratic Congress (NDC) Minority in parliament had earlier dismissed claims suggesting they are opposed to the government’s proposed Free Senior High School (SHS) bill.

Speaking on Adom TV’s Badwam Show, Mr Afenyo-Markin extended condolences to the families of the victims.

The Effutu Member of Parliament (MP) recounted how his former driver due to his experience saved their lives after a bus collided with theirs.

“I am very sad because that’s a route I use often when going to Simpa for business. Even today I used the road. I took off around 2 am so I’m sure the accident occurred shortly after I passed by. It’s true that most drivers who ply that road drive even when they are turned and sleepy, we’ve chanced on such persons, three or four times.

“Once in 2014, a car bumped into my Ford Expedition. My former driver used experience to save his life and my life. So it’s quite traumatizing.”

Mr Afenyo-Markin advised drivers to rest after driving long hours to prevent such ‘human-error’ accidents.

He added that at least two drivers should be dispatched for long distances and urged passengers to speak up whenever drivers drive carelessly.

The incident occurred on Tuesday, May 30, 2023, after a head-on collision between a Yutong bus and a fuel tanker.

Sixteen persons have been confirmed dead so far while over 40 persons have sustained serious injuries.

The Winneba Fire Service and ambulance service was at the scene where injured victims were rushed to the hospital and bodies of victims were sent to the morgue.

The bus was travelling from Abidjan to Buduburam while the tanker was filled with petrol, travelling from Accra heading towards Takoradi.

The Effutu MP noted that Mr Esseku ensured that he rose through the ranks to hold a good position in the brotherhood.

Mr Afenyo-Markin disclosed this in a tribute to the late Mr Esseku on Saturday, October 1, 2022.

“He [Esseku] taught me the fine details of being a politician with an enviable code. He also showed me the doors to masonry and led my young hands into its hallowed chambers.

“Indeed, he laboured day and night to teach me that all squares and perpendiculars are perfect points to know a brother. He did not end there. He ensured that I immersed myself in the brotherhood and rose quickly through the ranks, on merit, to take a seat in the ‘East,” he added.

The Effutu MP had, a day before, stated in Parliament that to ensure that government had the needed resources to manage the affairs of the State, including funding the evacuation of Ghanaians stranded in Ukraine, the Minority should support the passage of the E-Levy.

Addressing the House on Thursday, the Deputy Majority Leader noted that evacuating Ghanaians will come at a cost, affecting the limited resources government has generated, thus, the need for the E-levy.

He said: “The call to evacuate Ghanaian citizens from Ukraine will come at a cost. No European country will evacuate our citizens for us. America will not do that. There is going to be pressure on the limited resources that we have… Of course, Deputy Minority Leader, you have not spoken into the microphone, but if you are talking about E-levy, this is the more important reason why we even need it.”

However, following censure from Ghanaians on social media, Afenyo-Markin has denied making any such allusion and has among other things asked that media houses that had allegedly misreported him be sanctioned by the house.

Reacting to his application, Asawase MP, Muntaka Mubarak noted that Parliament was not the appropriate place to file a complaint concerning such an incident.

He added that even though he understood the anger of the Effutu lawmaker, the MP had no power to determine the editorial policy of a media house.

According to him, calling for media houses to be sanctioned by the House was an abuse of his position and thus advised Afenyo-Markin to seek redress from the National Media Commission.

Meanwhile, Muntaka Mubarak who claimed he had listened to the video more than 20 times stated that the Deputy Majority Leader had indeed said what was reported of him.

 “I have listened to the video more than 20 times, you mentioned Ukraine evacuation will cost money and it is the reason we should leave all this politicking. The dollar is having a challenge which is why E-levy must be approved.

“You said it, the video is here, I have forwarded it to all of them so you can disagree with how they framed their headline, but it is not for us to tell a news portal how their headline should be,” he said.

He then added that “You may disagree with how they captured the headline, but it is not for us to determine how the headline should be and so please let’s allow Speakers ruling to stand, let’s meet in confidence look at the thing together and if there’s a reason genuinely why you want what you want to be done then as a house we can come together, but you cannot insist that what you want to be done your way. Deputy Majority Leader, Alexander Afenyo-Markin, says he is not aware Dome Kwabenya MP, Sarah Adwoa Safo, is asking for his job in Parliamentary Leadership as a condition for her return to the country.

The Dome Kwabenya MP has been in the US since the House resumed sittings this year hampering efforts of the Majority to push through the controversial E-Levy which has been widely criticised.

Speaking on PM Express with Evans Mensah, the Effutu MP said he had not heard that Adwoa Safo wants his job.“Where is your Dome Kwabenya MP, Adwoa Safo?”, Evans Mensah asked. “I’m not discussing her”, Afenyo-Markin retorted on JoyNews.

When the host quizzed further about why the E-levy bill has not currently been tabled before Parliament, and whether that had anything to do with the absence of the Dome Kwabenya MP, Mr Afenyo-Markin answered that the government was still engaging.

As to whether this engagement includes Adwoa Safo, Mr Afenyo-Markin said, “we are engaging”, a response he repeated until Evans Mensah asked if he had heard about Kennedy Agyapong’s claims.

“I don’t want to comment on that matter, I haven’t heard about it and I’m not supposed to hear about everything,” the Effutu MP answered on Wednesday.

Madam Safo served as Deputy Majority Leader between 2017 and 2021 but was replaced by Alexander Afenyo-Markin when the NPP retained its majority in parliament by a slender margin bolstered by an independent MP.

The absence of the Dome Kwabenya MP is said to be seriously affecting the majority side and its ability to do government business in the House, particularly the e-levy which has not been officially tabled since last year.
