Former Education Minister and Member of Parliament for Bosomtwe Constituency, Dr Yaw Osei Adutwum, has criticised Ghana’s policy transition system, describing it as one of the weakest in governance.

He argued that frequent changes in leadership often disrupt continuity, weakening the impact of reforms already in motion.

“Our transition system as a government is one of the poorest in the world,” he stated.

Dr Adutwum explained that effective governance depends on sustaining tested systems rather than discarding them with changes in administration.

He noted that during his time in office, education reforms were implemented through structured coordination across all levels of the system to ensure accountability and improved outcomes.

According to him, the absence of continuity often leads to the loss of gains made in critical sectors such as education, where progress depends on long term planning.

He warned that when key structures and interventions are discontinued, the system struggles to maintain improvement.

Dr Adutwum stressed that education reform should be treated as a continuous national process rather than a political cycle.

He stressed that leaders must be held responsible for maintaining systems that deliver results, regardless of political changes.

“What I want is that we hold politicians accountable and do not allow politics to justify inefficiency,” he indicated.
