EOCO reveals cause of Dennis Miracles Aboagye’s arrest

The Economic and Organised Crime Office (EOCO) has confirmed the arrest of Dennis Miracles Aboagye, the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCCoD), in connection with alleged financial and procurement irregularities involving approximately GH¢55 million.

In a statement issued on Monday, EOCO said the arrest forms part of ongoing investigations triggered by a petition submitted by Mr Aboagye’s successor following a forensic audit covering the period from August 1, 2022, to February 2, 2025.

According to EOCO, the investigations focus on the suspected misappropriation, misapplication, diversion and theft of public funds.

Mr Aboagye, together with the former Accountant of IMCCoD, Gerald Appiah, and other individuals, is being investigated for alleged offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences and money laundering.

EOCO disclosed that Mr Appiah has voluntarily begun refunding some of the funds linked to the alleged offences.

The Office, however, stressed that the refunds do not conclude the investigation or absolve any suspect of criminal liability.

According to the statement, Mr Aboagye was already aware of the investigation and had previously honoured invitations to assist with the probe.

“Following new findings last week, the Office placed him on a Stop Order to prevent him from leaving the country. Unaware of this, he had already departed.

“Upon his arrival at Kotoka International Airport on Saturday night, Immigration officials executed the Stop Order and handed him over to EOCO on Sunday morning. He has since assisted investigators in searches expected to continue today,” the statement said.

EOCO further stated that Mr Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana.

It added that Mr Appiah is also expected to satisfy his bail conditions and be released while investigations continue.

The anti-corruption agency reiterated its commitment to conducting the investigations professionally, impartially and within the confines of the law while respecting the constitutional rights of all persons involved.
