The National Service Personnel Association, NASPA, has suspended its nationwide Capacity Building Programme with immediate effect pending a comprehensive review.
At a press conference dated 21st July 2026 in Accra, NASPA said the decision was taken following concerns raised by service personnel and a directive from the Management of the National Service Authority, in line with instructions from the Minister for Youth, Empowerment and Development, George Opare Addo.
Why the programme was introduced
According to the President of NASPA, Abdul Wahab, the Capacity Building Programme was conceptualised in December 2023 by the National Executive Council to address post-service unemployment.
The association explained that the goal was to equip service personnel with practical, industry-relevant skills in areas such as IT, coding, digital marketing, entrepreneurship, project management, and agricultural business.
NASPA noted that a similar pilot programme in the Greater Accra Region in 2024 received positive feedback, which informed the decision to roll it out nationwide in partnership with Zeus Atlas Limited.
Concerns and suspension
NASPA acknowledged concerns over the deductions and the level of consultation. The association said it had requested the National Service Authority to facilitate a deduction of GHS60 to cover 4 months of training, as part of costs already incurred.
However, due to the feedback received, Management of the National Service Authority has directed that the programme be suspended immediately.
“We wish to assure every National Service Personnel that there will be no further deductions on behalf of, or in relation to this capacity training,” the President said.
He again stressed that those who have already been affected are undergoing review to determine whether or not they will be refunded. He said in due course all the details about how much money has been deducted from the personnel will be published.
NASPA welcomes directive
NASPA said it welcomes the suspension and reiterated its commitment to continuously build a stronger, more transparent, and more responsive NASPA that always places the interests of service personnel first.
