Gender Ministry launches new Early Childhood Development Policy

The Ministry of Gender, Children and Social Protection has officially launched Ghana’s Early Childhood Care and Development (ECCD) Policy, 2025, marking a significant step toward strengthening the wellbeing and development of children from conception to age eight.

The policy, launched in Accra in collaboration with UNICEF and other partners, is designed to promote coordinated investments and interventions that support children’s cognitive, physical, social, and emotional growth during their formative years.

The initiative replaces the previous 2004 framework and addresses gaps identified over the past two decades, while aligning with national development priorities and international child protection commitments. It emphasizes improved coordination across sectors, sustainable financing, equitable access to services, and stronger accountability mechanisms.

Officials say the policy will guide integrated interventions in health, nutrition, early learning, responsive caregiving, safety, and inclusion. It is also expected to contribute to reducing child and maternal mortality, tackling malnutrition, preventing developmental setbacks, and protecting vulnerable children from abuse and poverty.

The ministry noted that early childhood represents a critical period that shapes lifelong learning, health, and productivity, making targeted investment essential for national development.

The launch brought together about 200 stakeholders, including representatives from government agencies, metropolitan and district assemblies, development partners, civil society organisations, academia, the private sector, traditional leaders, and caregivers.

The ministry described the policy as a strategic investment in Ghana’s future, reaffirming the country’s commitment to safeguarding children’s rights and ensuring they reach their full potential.

Following the launch, authorities are expected to begin nationwide dissemination and implementation of the policy, with a focus on strengthening partnerships and ensuring effective delivery at all levels.
