MMDAs urged to prioritise service delivery and leave lasting legacies

The Board Chairman of the Centre for Local Governance Advocacy (CLGA), Bernard Joe Apeah, has urged Metropolitan, Municipal and District Assemblies (MMDAs) to prioritise citizens’ needs and leave lasting legacies through accountable leadership and effective service delivery.

He made the call at the launch of the 3rd Edition of the Public Financial Management Compliance League Table (PFMCLT) 2025 Assessment Report in Accra.

The report assessed the public financial management performance of all 261 MMDAs across Ghana, measuring their compliance with key public financial management standards.

The event brought together government officials, representatives from the European Union, the Deputy Auditor-General, Parliament’s Select Committee on Local Government, Civil Society Organisations, and other stakeholders. The top 10 performing MMDAs were recognised for their outstanding performance.

Speaking to Adom News, Mr Apeah urged local assemblies to strengthen accountability and ensure that public resources are translated into meaningful development for communities.

“The people elected and appointed us to serve them, not ourselves. Every MMDA must work hard to leave a legacy that will be remembered through transparency, accountability and quality service delivery,” he said.

He stressed that citizens expect visible development projects and improved living conditions as government continues to allocate resources to assemblies.

“Communities are expecting development. Government continues to release funds, while development partners like the European Union are supporting local governance. The real impact should be reflected in the lives of the people. That is what we should all be working towards,” he added.

Mr Apeah disclosed that 153 out of the 261 MMDAs scored above the 50 per cent pass mark in the 2025 assessment, describing the outcome as encouraging while urging the remaining assemblies to improve their performance.

Representing the European Union, Musah Mohammed reaffirmed the EU’s commitment to supporting CLGA’s efforts to promote transparency and accountability in local governance.

“The European Union will continue to support initiatives that strengthen public financial management because when public resources are managed with integrity, transparency and accountability, citizens develop confidence that local government is working in their interest,” he said.

The Public Financial Management Compliance League Table is designed to promote accountability, transparency, and prudent financial management among MMDAs while encouraging improved service delivery and healthy competition across local governments.
