PAC summons doctor over GH¢341,229 salary payments during study leave

The Public Accounts Committee (PAC) has asked the Ministry of Health to ensure that senior medical officer Dr Mockshell Esinam Sunu appears before it to answer questions over alleged salary payments of GH¢341,229 during a study leave she reportedly did not use.

Dr Sunu, who worked at the Takoradi Hospital, is alleged to have received the payments between September 2023 and August 2025, despite not travelling to Germany for the approved academic programme.

The Committee wants her to explain why the payments continued and how the alleged irregularity occurred.

During the Committee’s proceedings on Thursday, October 8, 2026, PAC Chairperson Abena Osei-Asare questioned how the payments were validated over the period without the issue being detected.

“So many times if you look at this, somebody validated them and then the validator is sitting down there,” she said.

Madam Osei-Asare directed the Ministry of Health to collaborate with the Ghana Medical Association (GMA) to facilitate Dr Sunu’s appearance before the Committee.

She also questioned why the doctor did not take steps to stop the salary payments or notify the relevant authorities after it became apparent that she would not travel to Germany for the programme.

The Committee is expected to examine the circumstances surrounding the study leave, the continuation of the salary payments and the role of officials who validated them as it seeks to establish accountability for the alleged financial irregularity.
