President John Dramani Mahama has expressed concern over persistent compliance failures among public entities, particularly in the areas of financial reporting, performance contracts and accountability.
The President disclosed that only 72 of the 148 Chief Executive Officers (CEOs) expected to sign performance contracts since his administration took office had so far done so.
He said although there had been improvements in the governance and management of public entities, a number of institutions were still failing to meet key statutory and administrative requirements.
President Mahama made the remarks on Thursday, September 10, 2026, when he addressed the SIGA Governing Boards and CEOs Conference.
He cautioned public entity leaders against becoming complacent about the progress made, stressing that improvements should not be interpreted as complete success.
“We must not confuse improvement with complete success,” he said.
According to President Mahama, only 61 entities submitted their audited financial statements by the statutory deadline of April 30.
He said several others either submitted their statements after the deadline or continued to rely on management and draft accounts.
The President further disclosed that only 71 entities had submitted their quarterly reports, while just 37 of the 177 entities expected to organise annual general meetings or annual stakeholder meetings had fulfilled the requirement.
He also cited a decline in employment data submissions, which fell from 142 entities in 2024 to 137 in 2025.
President Mahama described the compliance gaps as unacceptable and urged governing boards and CEOs to take their statutory and administrative responsibilities more seriously.
He stressed that stronger compliance was necessary to promote transparency, accountability and effective management of public entities.
