TUC proposes limit on presidential appointments to Council of State

The Trades Union Congress (TUC) is advocating reforms to the composition of Ghana’s Council of State, including a restriction on the number of members the President can appoint.

The union wants the President’s appointments to the Council capped at five, arguing that the current structure gives presidential appointees excessive influence and limits the body’s effectiveness.

In its submission on the proposed constitutional reforms, the TUC said the Council of State remains an important institution but requires changes to enable it to better serve the expectations of Ghanaians.

“The Council of State remains a useful organ of state that must be reformed to be effective at meeting the expectations of citizens,” the union stated.

The TUC expressed concern over what it described as the “overwhelming dominance” of presidential appointees on the Council, saying the arrangement does not serve the institution well.

It is therefore calling for a review of Article 89(2) of the 1992 Constitution, which provides for the composition of the Council of State.

As part of the proposed changes, the union insists that the number of members directly appointed by the President should not exceed five.

The TUC believes the reform would help create a more balanced Council and strengthen its ability to provide effective advice and respond to the concerns of citizens.
