A group said to be representing some national service personnel has questioned the decision to deduct GH¢60 from their monthly allowances for a capacity-building programme being organised by the National Service Personnel Assocation (NASPA) without consulting them.
According to the group, the deduction, which was happening at source even before their allowances were credited to their accounts, was unjustified and was therefore demanding transparency and accountability.
Describing themselves as the Concerned National Service Personnel Association of Ghana, the group in a press statement dated July 17, 2026, said that while it supports initiatives that empower service personnel, no compulsory deduction should be imposed without a clear legal basis, transparency, and accountability.
They demanded that NASPA immediately answer several questions, including which specific provision of the NASPA Constitution authorises the compulsory deduction, which provision of the law governing the National Service Authority permits it, and whether the National Service Authority formally approved the deduction.
The group also demanded to know how much money will be collected nationwide, and why Zeus Atlas Limited was selected and what procurement process was followed, and why personnel were earlier invited to register voluntarily yet are now being subjected to a compulsory deduction.
“National Service Personnel deserve answers, not assumptions. Transparency is not optional when deductions are made from the allowances of young graduates already facing economic hardship,” the statement read.
NASPA explanation
In an earlier explanation dated July 14, 2026, NASPA in a press statement confirmed the deduction of GH¢ 60 and said it was geared towards the NASPA Capacity Building Programme, being organised in partnership with Zeus Atlas Limited.
The association said the programme is aimed at equipping personnel with practical skills to bridge the gap between graduation and employment, and that it has been undertaken in accordance with the association’s constitutional provisions and all required administrative processes.
NASPA also announced that a mop-up training exercise will be organised in regions that recorded low participation, and that certificates for personnel who successfully participated in the training will be available from Friday.
