NaCCA revises teacher manual, removes ‘gender identity’ definition

The National Council for Curriculum and Assessment (NaCCA), in collaboration with the Ministry of Education, has withdrawn a portion of a teacher support manual and released a revised edition following public concern over a section addressing gender identity.

In a statement signed by Director-General Prof. Samuel O. Ofori Bekoe, NaCCA rejected claims that LGBTQ-related content had been introduced into Ghana’s Senior High School curriculum, emphasizing that no such material exists in the approved national curriculum.

The concern arose from a definition in the Year 2 Physical Education and Health (Elective) Teacher Manual, a supplementary document produced in 2024 to guide teachers in implementing the new SHS curriculum introduced last academic year. NaCCA clarified that teacher manuals serve as supportive reference materials, not the curriculum itself.

Following an internal review, the Council determined that the definition of “Gender Identity” in the manual was “not reflective of Ghanaian culture, norms, and values.” A revised version, aligning with national values and biological understanding, has now been uploaded online, while efforts are underway to retrieve printed copies of the earlier edition.

Future updates will be published through the official curriculum resource portal at www.curriculumresources.edu.gh.

“The Ministry of Education and NaCCA state unequivocally that the Government of Ghana has no intention to promote, endorse, or introduce LGBTQ content at any level of the educational system. Our curriculum remains firmly anchored in the socio-cultural fabric of Ghana,” the statement reaffirmed.

NaCCA and the Ministry thanked the public for their vigilance and urged stakeholders to engage the subject based on verified information, reaffirming their commitment to transparent, values-based education policy.
