2026 Budget: Removal of ‘nuisance’ E-Levy did not weaken revenue generation – Ato Forson

Finance Minister Dr. Cassiel Ato Forson has acknowledged that the removal of the Electronic Transfer Levy (E-Levy) has not significantly affected Ghana’s domestic revenue mobilisation efforts.

Presenting the 2026 Budget Statement and Economic Policy to Parliament on Wednesday, November 13, Dr. Forson said government revenues have remained relatively stable since the controversial tax was scrapped earlier this year.

“The removal of the E-Levy has weakened our revenue generation efforts,” he stated. “However, through improved tax compliance, enhanced digital revenue systems, and growth in key sectors, we have managed to maintain fiscal stability.”

The E-Levy, introduced in 2022, imposed charges on electronic transactions such as mobile money transfers. It was, however, met with strong public resistance, as many argued it placed an unfair burden on low-income earners and discouraged digital payments.

Dr. Forson explained that its removal formed part of the Mahama administration’s broader tax reform agenda aimed at promoting financial inclusion and reducing the cost of living for Ghanaians.
