Three major teacher unions—GNAT, NAGRAT, and PRETAG—have expressed strong dissatisfaction over the failure of the Controller and Accountant-General’s Department (CAGD) to pay two categories of allowances owed to teachers in November 2025.
In a joint letter dated November 26, 2025, the unions said they were alarmed by a press statement from the Controller indicating an inability to honour payments of the Continuous Professional Development Allowance (CPDA) and the Critical Support Allowance (CDISA), despite a 2024 Collective Agreement requiring that the allowances be disbursed this month.
The unions argued that the delay violates the agreement and imposes an unfair burden on teachers. They called on the Minister of Education to intervene immediately to ensure that the outstanding allowances are paid without further delay.
They also expressed displeasure with the Ministry of Education, Ministry of Finance, Ghana Education Service, Fair Wages and Salaries Commission, and the CAGD over what they described as systemic lapses affecting workers’ welfare.
The unions warned that failure to resolve the matter promptly could disrupt labour harmony.
