There has been a growing trend of public officers in Ghana presenting unearned academic titles and certificates for appointment, promotion, or certification in recent times.
Sources indicate that many officers have submitted either fake certificates or qualifications from unrecognised institutions, securing promotions or appointments based on these credentials.
To curb the use of such fraudulent academic qualifications and promote transparency and merit-based appointments in the public sector, the Public Services Commission (PSC) and the Ghana Tertiary Education Commission (GTEC) are joining forces.
In line with its mandate to safeguard the integrity of tertiary education in Ghana, GTEC has requested that the PSC direct all public officers seeking appointment, certification, or promotion to submit at least their highest academic certificate for evaluation and authentication.
This process will be conducted by GTEC as part of standard appointment and promotion procedures in the public sector.
The collaboration aims to ensure compliance with regulatory standards and uphold the integrity and credibility of public service appointments.
In a letter dated October 24, 2025, addressed to the Chairman of the Public Services Commission, GTEC noted the increasing incidence of public officers presenting unearned academic titles and certificates for appointment, promotion, or certification.
