Pre-2023 vehicle owners must pay GH₵25 to digitize records – DVLA

The Director of Driver Training, Testing, and Licensing at the Driver and Vehicle Licensing Authority (DVLA), Prosper Kafui Semevo, has announced that owners of vehicles registered before 2023 will need to pay GH₵25 to have their details migrated onto the Authority’s digital platform.

Speaking at a press conference on Tuesday, Mr. Semevo explained that the onboarding exercise aims to verify ownership of manually registered vehicles and remove uncustomed vehicles from the system.

He stated that vehicle owners must personally visit DVLA offices or designated centres with their vehicles and key documents—including registration papers, customs declaration forms, and Ghana Card—for biodata verification.

The migration is necessary for motorists to receive a title certificate and electronic registration card, both of which will be mandatory under the new licence plate policy.

“We encourage all customers to visit our offices to be onboarded. If you do not complete this process, you will not be able to obtain a title certificate or electronic card when the new licence plate policy starts, which means you cannot register your vehicle,” he said.

Mr. Semevo also warned that failure to participate will constitute a breach of the law. “If you fail to do it, you will be violating the road traffic law and will be dealt with accordingly,” he cautioned.

He clarified that vehicles registered between January 2022 and December 2023 are not yet part of the onboarding process, advising owners of such vehicles to wait until they are formally invited.
