The Public Utility Workers Union (PUWU) has expressed concern over persistent political interference that is undermining the effectiveness of the Electricity Company of Ghana’s (ECG) Debt Recovery Unit.
Speaking on Adom FM’s Burning Issues show, Deputy General Secretary of PUWU, Rev. Enoch Laryea Paul-Hayes, highlighted that the Debt Recovery Unit has competent and capable personnel — especially women — who are well-trained to recover outstanding debts.
However, he lamented that their ability to perform has been compromised by political meddling.
“ECG has well-trained, skilled women who are capable of recovering debts efficiently,” Rev. Paul-Hayes stated. “But because of political interference by successive governments, they are unable to function at their full potential.”
He also revealed that the bulk of ECG’s debt recovery efforts have been carried out by a private task force rather than ECG staff. This task force, he said, was established by a former Energy Minister and operates on a contractual basis.
“The task force handling debt recovery was not made up of ECG workers. It was a private team formed by the Energy Minister,” he said. “They receive 3% commission on any amount they recover, which reduces the revenue that actually goes back to ECG.”
Rev. Paul-Hayes called for an end to political interference and urged authorities to empower ECG professionals to fully manage the debt recovery process — a move he believes will improve efficiency and increase revenue for the utility company.
