
Parliament has approved the Social Protection Bill, 2025, which establishes a Social Protection Fund aimed at enhancing essential social services for vulnerable groups across the country.
The bill provides a comprehensive legal framework to strengthen social protection programmes and ensure accessibility and equity in their implementation.
It covers key interventions such as the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Capitation Grants for basic education, and exemptions under the National Health Insurance Scheme (NHIS).
Despite strong resistance from the Minority on Wednesday, July 30 — who challenged the legitimacy of the proceedings due to a lack of quorum — the bill was successfully passed by the House.
The Social Protection Fund, as outlined in the legislation, will serve as a pool of financial resources to support the management of emergencies and the efficient rollout of social protection initiatives.
Addressing Parliament on Thursday, July 31, the Minister for Gender, Children and Social Protection, Agnes Naa Momo Lartey, emphasized the importance of the bill.
“This legislation gives legal backing and strengthens the regulatory framework for many of our existing social intervention programmes,” she stated.
