NACOC warns public against fake cannabis licensing agents

The Narcotics Control Commission (NACOC) has warned the public that it has not authorised any individual, group, or association to facilitate the acquisition of cannabis cultivation licences.

In a statement dated September 1, 2025, NACOC stressed that all licensing processes will be handled solely by the Commission and not through intermediaries. It cautioned prospective applicants against paying money to persons posing as agents or consultants.

The Commission indicated that official fees for cannabis licensing will be published only after approval by Parliament and urged the public to remain patient as Parliament finalises the framework for acquiring licences.

NACOC further clarified that under Section 43 of the Narcotics Control Commission Act, 2020 (Act 1019), as amended by Act 1100 of 2023, the Minister for the Interior is empowered to grant licences strictly for industrial or medicinal cannabis with a THC content not exceeding 0.3 percent. Recreational use remains prohibited.

The Commission assured that policies have been instituted to ensure a transparent and fair licensing regime but reminded the public that until the framework is completed, the cultivation, possession, sale, and trafficking of cannabis remain illegal.
