Former Chief Executive Officer of the National Petroleum Authority (NPA), Dr. Mustapha Abdul Hamid, has filed a lawsuit against the Office of the Special Prosecutor (OSP), seeking GH¢20 million in damages for defamation.
The suit follows claims made by the OSP linking him to the alleged embezzlement of GH¢1.3 billion from the Unified Petroleum Price Fund (UPPF).

Filed at the High Court’s General Jurisdiction Division in Accra on November 10, 2025, the writ seeks a declaration that the OSP’s comments made during a media briefing on February 12, 2025, were defamatory and had severely damaged Dr. Hamid’s reputation.
Through his legal counsel at Applade Chambers, Dr. Hamid is demanding GH¢20 million in compensation, a full and public apology, and a retraction of the OSP’s statement.
He is also seeking a perpetual injunction restraining the OSP and its representatives from making further defamatory statements about him.

According to the statement of claim, the OSP, during its February briefing, announced that it had launched investigations into alleged corruption and financial irregularities involving the misappropriation of GH¢1.3 billion from the UPPF, naming Dr. Hamid as one of four individuals under investigation.
Dr. Hamid contends that he was never informed of any investigation prior to the public announcement and maintains that he had no involvement in the alleged misappropriation.
He described the OSP’s allegations as “false, reckless, and damaging,” insisting that subsequent developments have shown that no such embezzlement occurred.
The former NPA boss said the OSP’s statement subjected him to public ridicule, emotional distress, and significant reputational damage, leading to the loss of consultancy and teaching opportunities abroad.
He further stated that the publication had “gravely tarnished” his image as an academic, political figure, and respected public servant.
His lawyers noted that they had written to the OSP on February 17, 2025, demanding a retraction of the statement. However, instead of issuing an apology, the OSP allegedly responded on February 19, 2025, summoning Dr. Hamid to appear before investigators over the alleged UPPF mismanagement.
