The Minority Caucus Committee on Employment, Labour Relations and Pensions has urged the government to urgently engage teacher unions and address outstanding concerns that have led to the declaration of industrial action by the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT) and Pre-Tertiary Teachers Association of Ghana (PRETAG).
In a statement issued on Thursday, September 25, 2026, the Minority said the concerns raised by the unions include delays in negotiating a new Collective Agreement, failure to automatically place teachers who have successfully completed promotion examinations, and non-payment of the Deprived Area Allowance.
The Caucus, represented by the Deputy Ranking Member of the Employment, Labour Relations and Pensions Committee, Frank Asiedu Bekoe, said the demands were not new but related to conditions of service that had already been agreed upon.
According to the Minority, the government’s failure to address the issues has contributed to growing frustration among teachers and could further affect the education sector.
The Caucus also linked the development to what it described as poor performance in the 2026 BECE, arguing that challenges affecting teachers could have consequences for learning outcomes.
The Minority said government must prioritise the concerns of teachers and take immediate steps to resolve the impasse.
It called for the government to conclude negotiations on the Collective Agreement, direct the Controller and Accountant-General’s Department to place all promoted teachers and pay their outstanding arrears from January 2026, and implement the 20 percent Deprived Area Allowance for teachers working in hard-to-reach communities.
The Caucus further urged the government to prioritise the classroom and ensure that the concerns of teachers do not further disrupt academic activities.
