LEAP payments begin nationwide as government targets 450,000 beneficiary households

The Ministry of Gender, Children and Social Protection (MoGCSP) has commenced payments to eligible households under the Livelihood Empowerment Against Poverty (LEAP) programme across the country.

The payments began today, Monday, September 14, 2026, following a comprehensive reassessment and verification exercise conducted by the Ministry to determine households that continue to require support.

LEAP is the government’s flagship cash transfer programme for extremely poor and vulnerable households, providing regular financial assistance to help beneficiaries meet basic needs, improve food security and household consumption, and support access to healthcare and education.

The latest payment exercise forms part of what the Ministry describes as a “reset” of the programme, aimed at improving its targeting, transparency and effectiveness.

According to the Ministry, the reassessment was necessary because the circumstances of beneficiary households change over time. While some existing beneficiaries still require support, others may have experienced improvements and could transition out of the programme.

At the same time, the exercise identified extremely poor and vulnerable households that were previously not covered but may now qualify for assistance.

Following the reassessment, government has begun enrolling eligible households towards a national LEAP caseload of 450,000 beneficiary households.

Households that have been found eligible and successfully verified and enrolled will receive their grants through the approved LEAP payment system.

The Ministry, however, cautioned beneficiaries that the payments are being rolled out in phases and will take time to reach all households and communities nationwide.

It therefore urged beneficiaries not to panic if they do not receive their payments immediately, stressing that failure to receive payment at the beginning of the exercise does not mean they have been excluded.

Duly enrolled beneficiaries are expected to receive official notifications and guidance from the LEAP Management Secretariat, District Social Welfare Offices and authorised community-level officers.

The Ministry also advised beneficiaries against making unnecessary trips to payment points or District Social Welfare Offices unless they have been officially notified or need assistance with a grievance.

It further reminded the public that LEAP enrolment and payments are completely free, and no beneficiary is required to pay a fee, commission or facilitation charge to access the programme.

Anyone demanding money or any other form of payment in connection with the exercise is expected to be reported through the established grievance channels.

Beneficiaries who have concerns about their reassessment results, enrolment status or payments can first contact their Community Focal Person or District Social Welfare Office.

Issues that require further attention can be escalated to the LEAP Management Secretariat.

The Ministry has provided toll-free numbers 0800 800 800 and 0800 900 900 for enquiries and grievances. The LEAP Management Secretariat can also be reached on 0303 969 399.

The channels are available for reporting non-payment, problems with enrolment or verification, demands for unauthorised payments, fraud, misconduct and other concerns relating to the programme.

The Ministry has also called on Metropolitan, Municipal and District Assemblies (MMDAs) to support District Social Welfare Officers and other authorised officials to ensure a smooth payment process and provide accurate information to communities.

Members of Parliament have equally been urged to help educate constituents about the reassessment and payment process and direct individual complaints through the appropriate grievance mechanisms.

The Ministry said it will continue to monitor the payment exercise and address challenges that may arise as the rollout progresses.

It described the commencement of payments as an important step in the ongoing effort to strengthen LEAP and make it better targeted, more transparent, accountable and responsive to Ghana’s poorest and most vulnerable households.
