The Minister of Sports and Recreation, Kofi Adams, has announced that the government plans to introduce a stricter framework to enhance accountability and increase revenue at the National Sports Authority (NSA), with a key focus on automating gate proceeds at sporting venues.
Appearing before the Public Accounts Committee (PAC) on Tuesday, October 4, the Minister revealed that a new board will soon be inaugurated to oversee the full rollout of an e-ticketing system for sports events nationwide. The initiative aims to curb persistent revenue leakages associated with manual ticketing.
Adams noted that the current manual system has created opportunities for ticket fraud and under-reporting of revenue, despite large crowds attending major fixtures.
“So there are a number of steps that we are also introducing. When we improve networking, which we haven’t completely done yet, ticketing to our stadia during game time would no longer be 100% manual, where somebody can go and sell fake tickets before you realise,” he explained.
The Buem Constituency MP lamented that manual ticketing has resulted in financial inconsistencies, with actual revenue often falling short of expected amounts despite high attendance.
“So you see the numbers at the stadium, but when it comes to accounting for the money, less is presented. We want to implement e-ticketing. That brings about a lot more transparency,” he added.
Adams assured the Committee that all funds accrued by the NSA will be subjected to full financial scrutiny in line with Ghana’s Public Financial Management laws.
“When the money gets into the coffers, it must follow standard accounting procedures and the Financial Regulations Act. Funds cannot be spent arbitrarily. For amounts above certain thresholds, the Ministry will have to give approval,” he stated.
He confirmed that the soon-to-be inaugurated NSA board will enforce strict oversight and ensure transparency and accountability within the Authority’s operations.
“Very soon, we’ll inaugurate the board for the National Sports Authority, and they will perform their duties to improve transparency and accountability, which the honourable members are concerned about,” Adams added.
