GTEC directs UCC Vice-Chancellor to step aside

The Ghana Tertiary Education Commission (GTEC) has directed the Vice-Chancellor of the University of Cape Coast (UCC), Professor Johnson Nyarko Boampong, to step aside, appointing Professor Denis Worlanyo Aheto as acting Vice-Chancellor.

In a statement dated September 19, 2025, GTEC noted that Prof. Boampong remains in office despite surpassing the mandatory retirement age of 60, in violation of Article 199(1) of the 1992 Constitution.

“Article 199(1) states that a public officer shall, except as otherwise provided in this Constitution, retire from the public service on attaining the age of sixty years,” the Commission explained.

GTEC clarified that the role of Vice-Chancellor falls under public service, as defined in the University of Cape Coast Act, 1992 (PNDCL 278), and must comply with the compulsory retirement provision. The Commission also cited Statute 8.2 of the UCC Statutes, 2016, which allows a Vice-Chancellor to serve an additional term only if it does not exceed the retirement threshold.

Additionally, GTEC directed the UCC Governing Council to suspend the process of appointing a substantive Vice-Chancellor until the Cape Coast High Court rules on a suit filed regarding the matter.
