Gov’t recovers GH¢107m EXIM loans amidst probe into dubious deals

The Minister of Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, has revealed that the government has recovered GH¢107 million from loan repayments, while several Ghana EXIM Bank disbursements have been referred to security agencies over concerns about their release.

She made the disclosure on Wednesday, January 21, during the Government Accountability Series, explaining that the measures are part of broader efforts to strengthen supervision, enforce credit standards, and pursue defaulted loans.

According to the Minister, Ghana EXIM Bank disbursed GH¢304 million in 2025 under a strict credit creation framework designed to ensure that funds are used productively and repaid.

“The Bank also intensified its recovery drive, retrieving GH¢107 million from facilities that had not been serviced,” she noted, adding that some loan transactions could not be properly accounted for, prompting referrals to security agencies for further investigation.

“In 2025, the Ghana EXIM Bank disbursed a total of GH¢304 million in line with stringent credit creation policies to strengthen credit quality. This is not money for the boys or money for the girls. You must satisfy the requirements and show that the credit you are taking will benefit the economy. You must also demonstrate the ability to repay because this is not free money,” she said.

She continued: “Recovery efforts on legacy loans are ongoing. Legal proceedings have been initiated in several cases, while others have been referred to appropriate security agencies for further action. There are loans for which we do not know how they were disbursed; these have been referred to the relevant authorities to be dealt with expeditiously.”
