The Government of Ghana has taken a major step toward legalising commercial motorcycle transport, popularly known as okada, by presenting the Road Traffic Amendment Bill, 2025, to Parliament.

The bill, which underwent its first reading today, proposes amendments to the Road Traffic Act (L.I. 2180) to formally recognise motorcycles and tricycles as approved modes of commercial passenger transport.

Speaking in Parliament, Minister for Transport Joseph Bukari Nikpe said the amendments are aimed at modernising the country’s road transport regulatory framework and addressing long-standing realities on Ghanaian roads.
