Ghana’s Transport Minister leads delegation to 41st ICAO Assembly in Canada

The Minister of Transport, Joseph Bukari Nikpe, is leading Ghana’s high-level delegation to the 41st Assembly of the International Civil Aviation Organization (ICAO), taking place in Montréal, Canada, from September 23 to October 3, 2025.

The delegation includes the Acting Commissioner of the Aircraft Accident and Incident Investigation and Prevention Bureau (AIB), Mr. John M.K. Wumborti; the Director-General of the Ghana Civil Aviation Authority (GCAA), Mr. Stephen Wilfred Arthur; and the Managing Director of the Ghana Airports Company Limited (GACL), Mrs. Yvonne Nana Afriyie Opare.

Hosted by Canada, the ICAO Assembly serves as the foremost platform for governments and industry stakeholders to deliberate on the future of international civil aviation.

Ghana’s participation underscores the country’s commitment to advancing aviation safety, security, sustainability, and innovation, in line with ICAO’s principle of “no country left behind.”

 

In his opening address, Canada’s Minister of Transport, Steven MacKinnon, emphasized the importance of cooperation, innovation, accessibility, and sustainability in the aviation sector, reaffirming Canada’s commitment to strong safety, security, and inclusion standards.

Ahead of the Assembly, delegates attended the ICAO Innovation Fair (September 21–22), held under the theme “Global Horizons: Inclusive Innovations for Aviation.”

The event showcased transformative technologies and inclusive solutions aimed at strengthening global aviation.

 

Addressing the Assembly, Hon. Joseph Bukari Nikpe stated:
“Ghana remains committed to working with ICAO and the global aviation community to ensure that safety, security, and sustainability are at the heart of our aviation development. We believe that no nation should be left behind in shaping the future of air transport, and Ghana will continue to contribute actively to this shared vision.”

The participation of the AIB Commissioner, the GCAA Director-General, and the GACL Managing Director demonstrates Ghana’s comprehensive involvement in the aviation sector, spanning safety oversight, accident investigation, regulatory leadership, and airport management.
