Ex-Gaming Commission boss to refund GH₵414k lost to bond breach

Interior Minister Muntaka Mohammed-Mubarak has declared that former Gaming Commission boss Peter Mireku will be personally held liable for a GHS414,590.53 loss arising from a breached study leave bond.

The issue was raised during a Public Accounts Committee (PAC) hearing in Accra on Tuesday, September 30.

According to the Minister, Mr. Mireku failed to follow established procedures when he approved a study leave with pay for staff member Moses Teye Mensah, who later resigned without serving the mandatory three-year bond period.

“The commissioner at the time, Peter Mireku, did not follow the proper process for granting study leave with pay. Because of that, I will insist he is made to refund the money,” Minister Mohammed-Mubarak told the committee.

He explained that safeguards such as requesting semester results and ensuring full documentation were ignored, allowing Mensah to complete his studies and leave the Commission on January 30, 2025, without fulfilling his obligations.

The Minister outlined three actions going forward: “First, Peter Mireku will be required to pay the money. Second, the bond guarantor, who still works at the Commission, will cover part of the amount. Third, Mensah will be placed on a stop list — the day he re-enters Ghana, he will be arrested and made to refund the money.”

Acting Gaming Commissioner Emmanuel Siisi Quainoo told the committee that several attempts had been made to recover the funds directly from Mensah.

“I have written to him multiple times. He claims to be pursuing another Master’s degree but has provided no transcripts or school details. He keeps evading responsibility,” Quainoo revealed.

He stressed that the amount at stake is substantial, noting that it could cover nearly half of the Commission’s monthly salary bill. Letters have already been sent to the Attorney-General and Inspector-General of Police, with the case now elevated to the Interior Minister for enforcement.
