DVLA board chair targets 60% revenue growth, warns against corruption

The Board Chairman of the Driver and Vehicle Licensing Authority (DVLA), George Spencer Quaye, has challenged the Authority to achieve a 60% increase in revenue by the next Mid-Year Review in 2026.

Speaking at the close of the DVLA 2025 Mid-Year Review Conference held at the Tusand Hotel in Ejisu, Mr. Quaye emphasized that the Authority must move beyond routine processes and adopt bold, disciplined, and innovative strategies to transform service delivery.

He set a new mandate to raise DVLA’s projected revenues from GHS 649 million in 2025 to at least GHS 1.038 billion by mid-2026.

Achieving this, he noted, would require expanding service points, strictly enforcing compliance, and fully utilizing digital platforms, including the Vehicle Registration System (VRS) and other new systems being deployed.

The Board Chairman also issued a stern warning against corruption, stressing that “every cedi lost to fraud is a cedi stolen from the Republic.” He added, “The Board will not tolerate corruption. We will protect integrity, reward transparency, and hold accountable anyone who puts personal gain above national duty.”

Addressing regional managers, Mr. Quaye urged them to make road safety a central focus, noting that a significant portion of Ghana’s vehicles remains unchecked for roadworthiness. He directed each region to develop bi-annual road safety strategies and strengthen collaboration with the Police MTTD to improve compliance.

The Chairman commended DVLA Chief Executive Officer (CEO) Julius Neequaye Kotey for his leadership but tasked him with fully operationalizing the Research Advisory and Data Services framework to position DVLA as a hub for evidence-based insights for national policy.

He reminded staff that DVLA is more than an authority: “It is a custodian of life, a guardian of order, and a driver of national development. Let us not just manage transport, let us redefine it.”

The 2025 Mid-Year Review Conference brought together the Deputy Minister for Transport, the Ashanti Regional Minister, DVLA Board Members, Management, Regional Managers, and staff.
