The New Patriotic Party’s 2024 vice-presidential candidate and former Minister of Education, Dr. Matthew Opoku Prempeh, has clarified that although he introduced the double-track system in senior high schools, the policy had been phased out before he left office.

Speaking on Adom FM’s morning show Dwaso Nsem, Dr. Opoku Prempeh, popularly known as Napo, explained that the system, initially introduced to manage increased enrollment under the Free SHS programme, was no longer in effect by the time he exited the ministry.

“I can say that I initiated the double-track system in our schools, but before I left the Ministry of Education, we had ended it. Before I left as minister, I went to Cabinet for approval to end the double-track system,” he stated.

The double-track system, implemented in 2018, was designed to accommodate the surge in student numbers. However, Finance Minister Dr. Cassiel Ato Forson, while presenting the 2026 Budget Statement in Parliament, noted that the system had disrupted academic calendars and negatively affected learning outcomes.

He announced plans to end the double-track system in all senior high schools as part of a national initiative to improve the quality and accessibility of education.
