
The High Court in Accra has scheduled July 18, 2025, for the trial of Kwabena Adu-Boahene, former Director General of the National Signals Bureau (NSB), alongside three co-defendants, over the alleged misappropriation of GH¢49.1 million intended for a cybersecurity defence software project.
The court dismissed a request from the defendants seeking access to national security accounts dating back to 1992, ruling that they failed to provide sufficient justification for the disclosure.
Presiding Judge Justice John Nyante Nyadu noted, “The full ruling can be applied for on Monday, July 7,” signaling that further legal proceedings are imminent.
Following the completion of prosecution disclosures and the Case Management Conference, the prosecution is expected to open its case within two weeks, marking a key stage in the proceedings.
Adu-Boahene, together with Angela Adjei Boateng, Mildred Donkor, and Advantage Solutions Limited, faces 11 charges, including stealing. All have pleaded not guilty and remain on bail pending trial.
In a June 23 motion, the defendants requested disclosure of documents related to the case, including “copies of the various National Security Coordinators’ special operations accounts.” This motion was denied.
The case has attracted widespread attention given the large sums involved and its implications for national security.
Background
Attorney-General Dominic Ayine formally charged Adu-Boahene and his wife, Angela Adjei Boateng, with corruption involving approximately GH¢49 million. Alongside co-defendants Mildred Donkor and Advantage Solutions Limited, they face charges including stealing, money laundering, defrauding by false pretences, and willfully causing financial loss.
Court documents filed on April 30, 2025, allege that Adu-Boahene, while overseeing key national security infrastructure and contracts, signed a $7 million deal with Israeli company ISC Holdings Limited for cybersecurity defence software.
It is alleged that Adu-Boahene transferred roughly GH¢49 million (about $7 million) from NSB funds into his personal accounts under false pretences of payment for the cybersecurity systems.
Further investigations revealed that no such cybersecurity system was ever delivered to the Bureau of National Communication, its successor the NSB, or the Government of Ghana.
Angela Adjei Boateng is one of three directors of Advantage Solutions Limited, which wholly owns BNC Communications Bureau Limited. Mildred Donkor, a former bank relationship officer, assisted Adu-Boahene, his wife, and BNC Communications Bureau Limited.
BNC Communications was established by Adu-Boahene and his wife during his tenure as NSB boss and facilitated transactions related to the ISC Holdings contract.
Although an initial payment of GH¢9.5 million (about $1.75 million) was made to ISC Holdings, no further payments were completed. Instead, subsequent funds were allegedly diverted for personal use, including investments and transfers to unidentified parties.
Court documents accuse Adu-Boahene, his wife, and Donkor of running an elaborate criminal enterprise, using Advantage Solutions Limited as a holding company to funnel and launder stolen funds for their own benefit.
The holding company, which owns several subsidiaries including Private BNC, allegedly received a large share of the stolen money, which was invested in treasury bills, real estate, fertilizer manufacturing, and luxury car rentals to VIP clients.
Adu-Boahene was arrested on March 20, 2025, at Kotoka International Airport upon his return to Ghana by the National Investigations Bureau (NIB) but was later granted bail.
