The Controller and Accountant-General’s Department (CAGD) says 6,079 teachers have so far received salary adjustments and arrears arising from promotions and upgrades submitted by the Ghana Education Service (GES).
The payments, including arrears dating back to January 1, 2026, were reflected in the September 2026 salaries, according to CAGD.
In a statement issued on Sunday, September 27, the Department said the 6,079 cases were among 58,620 expected cases involving promoted and upgraded teachers.
CAGD said it can only process the adjustments after GES submits the required documentation for each case.
These include a duly completed and authorised promotion or change-of-grade input form, together with the relevant promotion or upgrading letter issued to the teacher.
The Department explained that the documentation forms part of its payroll verification measures aimed at preventing fictitious promotions, unauthorised salary changes and other irregular payments.
CAGD said an August 31 meeting involving the Ministry of Education, GES, teacher unions and the Department agreed that GES would submit a master list of promoted staff, their promotion letters and completed input forms to facilitate payment.
The Department insists that all valid cases received from GES have been processed, with outstanding payments linked to cases for which the required documents have not yet been submitted.
The clarification comes against the backdrop of concerns raised by GNAT, NAGRAT and PRETAG over delays in placing promoted teachers on their appropriate salary scales.
The issue is also among the grievances cited by the teacher unions in declaring their nationwide strike.
CAGD has urged the Ministry of Education, GES, teacher unions and other stakeholders to work together to clear the outstanding cases.
It assured teachers that legitimate promotion-related payments would be processed once the necessary documentation is submitted and successfully validated.
