Cabinet has approved a long-awaited Host Country Agreement between Ghana and the Holy See, clearing the way for its submission to Parliament for ratification.

Foreign Affairs Minister Samuel Okudzeto Ablakwa disclosed the development during a meeting with the Apostolic Nuncio to Ghana, Archbishop Julien Kaboré, on Friday, October 9, 2026.

The agreement is expected to formalise the terms governing relations between Ghana and the Holy See, including provisions on the rights, privileges and immunities applicable to ecclesiastical officeholders and the Catholic faithful in the country.

According to Mr Ablakwa, the agreement aligns with the 1961 Vienna Convention on Diplomatic Relations and brings progress on an issue that has remained unresolved between the government and the Apostolic Nunciature for several years.

The minister welcomed the Cabinet’s decision and praised officials of the Ministry of Foreign Affairs for their efforts in advancing the process.

He also commended President John Dramani Mahama and the Attorney-General for their roles in facilitating the agreement.

With Cabinet approval secured, Parliament is expected to consider the agreement for ratification in accordance with Article 75 of the 1992 Constitution, which sets out the procedure for ratifying international agreements entered into by the President or an authorised representative.

Ghana established formal diplomatic relations with the Holy See before the arrival of its first Apostolic Nuncio in the country in 1976.

Mr Ablakwa also highlighted the Catholic Church’s contribution to national development, particularly through its involvement in education and healthcare, with institutions that provide essential services to communities across Ghana.

The parliamentary ratification process will be the next major step towards completing the agreement.
