Births and Deaths Registry staff directed to begin strike from June 17

The Civil and Local Government Staff Association, Ghana (CLOGSAG), has directed all staff of the Births and Deaths Registry to stay at home effective Tuesday, 17 June 2025.

The nationwide action is to protest what CLOGSAG has alleged as misconduct and an increasingly hostile work environment under the Acting Registrar, Samuel Adom Botchway.

The directive was contained in a letter dated 12 June 2025, addressed to the Minister for Labour, Jobs and Employment, and copied to key state institutions including the Office of the Head of Civil Service (OHCS) and the Office of the Head of Local Government Service (OHLGS).

CLOGSAG accused Mr. Botchway of “acting irresponsibly” by unilaterally posting and reassigning staff across the Civil and Local Government Services without the requisite authorisation.

CLOGSAG has also alleged verbal assault on staff and the creation of an “uncongenial atmosphere” at the workplace through the use of constant threats.

On Thursday, February 20, 2025, CLOGSAG embarked on a strike to mount pressure on the government to remove Mr. Botchway.

They demanded that the position be filled by a civil servant, raising concerns over the appointee’s affiliation with the ruling National Democratic Congress (NDC).

Following extensive stakeholder engagement, the Association on March 29 called off the strike which had crippled service delivery nationwide.

With the latest development, the National Executive Council (NEC) has vowed that the Births and Deaths Registrar should remain at home until a “safe and congenial working environment” is guaranteed.
