Six in 10 Ghanaians need state support to own a decent home – Gov’t

Only about five per cent of Ghanaians can get decent housing without help, the government says, citing data from the Ghana Statistical Service.

The Ministry of Works, Housing and Water Resources and the Ministry of Local Government, Chieftaincy and Religious Affairs gave the figures in a joint statement for World Habitat Day 2026, observed under the theme “Adequate Housing for All”.

According to them, about 60 percent of Ghanaians need state-facilitated support to get a home, while about 30 percent still cannot get housing even with government subsidies.

The ministries blamed the problem on high land prices, rising construction and infrastructure costs, and limited access to affordable housing finance.

To ease the pressure, the government is working with private developers to provide land, basic infrastructure and credible off-takers. Its main tool for buyers is the National Mortgage Scheme, run with the National Housing Fund and Republic Bank.

The scheme offers mortgages at about 8.4 per cent a year, repayable over up to 20 years, and is aimed particularly at people shut out of the traditional mortgage market.

The statement also names two programmes to spread housing beyond the big cities: the Greenville District Housing Programme and the National Rental Assistance Scheme. It does not say how many people have benefited or give a timeline for either.

The ministries added that ground-floor units in ongoing housing developments are being reserved for persons with disabilities and implementing agencies have been told to consult disability groups so they can build accessibility into the planning and design of projects.

Inclusion measures are also being added to the ongoing review of the National Housing Policy.
