The Rent Control Department has announced the mandatory issuance and use of Rent Cards for all tenancies across Ghana, effective April 1, 2026.
In a press statement signed by Acting Rent Commissioner Frederick Opoku, the Department said the directive is in line with the Rent Act, 1963 (Act 220) and PNDC Law 138, which make the issuance and proper maintenance of Rent Cards a statutory obligation.
Under the new directive, every landlord is required to issue an official Rent Card to tenants at the start of a tenancy and ensure that all rent payments are properly recorded.
The Department further stated that from April 1, any landlord who appears before a Rent Control Office without proof of issuing Rent Cards to tenants will not be attended to. Affected services include rent assessment applications, rent dispute resolution, recovery of premises proceedings, complaints against tenants, and settlement processes.
Landlords who fail to comply will be deemed to be in breach of their statutory obligations and may face sanctions under Act 220 and related regulations.
The Rent Control Department said the measure forms part of ongoing institutional reforms aimed at strengthening compliance, transparency, and accountability in rent administration nationwide. It urged all stakeholders to cooperate in promoting orderly rent administration across the country.
