Speaker refers Afenyo-Markin to Privileges Committee for contempt

The Speaker of Parliament, Alban Bagbin, has cited Minority Leader Alexander Afenyo-Markin for contempt of Parliament and referred him to the Privileges Committee for investigation.

The action follows what the Speaker described as the MP’s persistent disregard for a parliamentary decision removing him from Ghana’s delegation to the ECOWAS Parliament.

Delivering his ruling on Wednesday, November 27, Bagbin said Mr. Afenyo-Markin’s conduct undermines the authority of the House.

“I refer the complaint against the Minority Leader to the Privileges Committee and report to the House. I urge the Committee to discharge its mandate with decorum and impartiality. I urge MPs to refrain from public commentary,” he stated.

The issue centers on the MP’s alleged refusal to vacate his seat and cease participating in ECOWAS Parliament proceedings, despite an official directive.

Under Article 117 of the 1992 Constitution and the Standing Orders of Parliament, contempt includes any act that obstructs or affronts the dignity or authority of Parliament. The Speaker noted that the Minority Leader’s alleged actions fall within this definition, warranting disciplinary action.

The Privileges Committee is expected to hear evidence from all parties involved before submitting its recommendations to the full House for consideration.
