Opare Addo announces launch of youth development M&E tracker

Minister for Youth Development and Empowerment, George Opare Addo, has announced that the ministry will launch a Monitoring and Evaluation (M&E) tracker on December 2, 2025, aimed at increasing transparency and accountability in the youth development space.

Speaking on Adom FM’s Dwaso Nsem morning show, the Minister explained, “This tracker will allow everyone to see everything that is happening in youth development.

“If we say we have recruited ten people, you should be able to see that. If we say we have trained 10,000 people in the National Apprenticeship Programme, the data should show, including their Ghana card details. For too long, we have lied to ourselves in this country.”

He added, “You always hear people say they have created a million jobs, but there is no data to verify if it’s true, and yet unemployment remains high. We need to do things differently, and we are going to lead that as an institution.”

Mr. Opare Addo noted that while the impact may not be immediately visible, the long-term effects will be significant.

“Over the years, we’ve had challenges with data. We need to set an example and ensure the data we put out is accurate so we can follow developments in this space properly,” he said.

The Minister also revealed that artificial intelligence (AI) will be integrated into the system to help Ghanaians search for jobs globally.

 “We have many highly skilled people, and there are opportunities to work remotely. The tracker will have two phases — one for the public and one for policy planners. On the public side, AI will make it easier for youth to find jobs and gain international recognition. When given such opportunities, they can truly turn things around,” he explained.

Mr. Opare Addo continued, “It’s not a gloomy picture. We have sat down as a team, we know the challenges, and with support, we will fix it. This is about building a transparent, accountable, and impactful youth development system.”
