
The National Labour Commission (NLC) has instructed the Ministry of Transport to immediately meet with the Management and Workers’ Union of the Ghana Railway Company Limited (GRCL) to agree on a plan for settling 12 months of unpaid salaries and ensuring consistent payments going forward.
In a statement issued on Wednesday, October 1, 2025, the Commission directed:
“The Ministry of Transport should engage Management and the Workers’ Union of Ghana Railway Company Limited (GRCL) in order to come up with a payment plan for the 12 months outstanding salaries as well as payment of subsequent salaries.”
The directive follows a strike notice served by the Railway Workers’ Union, which took effect on September 30, 2025, citing a year of unpaid wages and increasing fears about job security.
The NLC stressed that the government, as the sole shareholder of GRCL, bears ultimate responsibility for the company’s liabilities.
“If the GRCL cannot pay its workers, then it is the responsibility of the Government as the sole shareholder to assume that liability,” it added.
The Commission further cautioned that if the arrears remain unresolved, the situation could deteriorate:
“If the outstanding salaries are not paid, the salary arrears would continue to accumulate, which would make things very difficult for the parties.”
The NLC also urged that discussions address not only the arrears but also the long-term sustainability of the railway company, given the lack of work and the uncertainty facing employees.
The Ministry of Transport and the Workers’ Union have been given one week to report on the outcome of the negotiations, with the matter adjourned to Thursday, October 9, 2025, at 1:00 p.m.
