Charles Owusu calls for limit on number of Supreme Court judges

Governance advocate Rev. Charles Owusu has called for a cap on the number of Supreme Court judges, opposing the position taken by Supreme Court nominee Justice Senyo Dzamefe.

Speaking in reaction to Justice Dzamefe’s comments during his vetting on Monday, Rev. Owusu expressed concern that the absence of a ceiling could lead to excessive appointments at the discretion of future Chief Justices.

“I don’t agree with him when he says there should be no cap on the Supreme Court. If the law allows that, every Chief Justice will keep adding more. There should be a fixed number of judges, and we shouldn’t exceed that,” he said in an interview on Adom FM’s morning show, Dwaso Nsem.

Rev. Owusu also stressed the importance of transparency in the judiciary, calling for Supreme Court justices to declare their assets as part of efforts to promote accountability.

His comments come after Justice Dzamefe backed the current constitutional arrangement that does not impose a limit on the number of judges at the apex court.

Justice Dzamefe argued that the growing workload—particularly in land, chieftaincy, and constitutional matters—justifies the need for more judges to improve efficiency.

“Our Supreme Court is overburdened with more than 400 cases each year, unlike the United States, where state courts help reduce the load,” he noted during his appearance before Parliament’s Appointments Committee.
