The Minority Caucus on the Foreign Affairs Committee made the call in a statement issued on Thursday, October 1, 2026, following recent seizures of large quantities of cocaine allegedly linked to Ghana.

The Caucus said the incidents had raised concerns about the security of Ghana’s ports and the country’s vulnerability to international drug trafficking networks.

It expressed particular concern about Ghana’s growing cooperation with Colombia, including a maritime agreement signed in March 2026 to establish direct connectivity between the Port of Tema and Colombia’s Port of Cartagena.

The agreement is intended to facilitate trade and improve logistics links between Africa and Latin America.

However, the Minority argued that Colombia’s position in the international cocaine trade warranted a fresh security assessment of the arrangement.

It cited the United Nations Office on Drugs and Crime’s 2026 World Drug Report, which identifies Colombia, followed by Peru and Brazil, as the leading departure countries for cocaine shipments globally between 2020 and 2024.

The report also indicates that the majority of cocaine leaving Colombia is transported by sea.

Against this background, the Minority is asking the government to undertake a comprehensive national security assessment of Ghana’s agreements with Colombia before allowing their implementation to continue.

“Prudence and good governance demand a comprehensive national-security assessment of that arrangement before it is permitted to remain in operation,” the Minority said.

It is also calling for the immediate suspension of the bilateral visa-waiver arrangement and the maritime and port cooperation agreements pending the outcome of the review.

The Minority further wants the entire framework of Ghana-Colombia cooperation, including the visa-waiver agreement, brought before Parliament for a comprehensive security assessment.

According to the Caucus, the recent cocaine seizures have heightened concerns about the effectiveness of security measures at Ghana’s ports and should prompt urgent action.

“Our ports must remain gateways for legitimate trade, and not conduits for international criminal networks,” it said.

The Minority said it would continue to push for accountability and measures it considers necessary to protect Ghana’s national security, institutions and interests.
