“This is a House of Parliament, a platform of the people’s representatives. This is where we discuss national issues. The cocoa farmers in Volta, Ashanti, Bono, and Western North regions have been denied their dues,” Afenyo-Markin stated.

“If the Majority Leader will not bring the Finance Minister, we, the Minority, will use the appropriate laws available to us to summon the Finance Minister.”

He stressed that the issue transcends partisan lines, describing it as a national economic concern that directly affects the livelihoods of thousands of cocoa farmers.

Delays in payments have reportedly sparked frustration among farmers, who rely on timely compensation to prepare for the next planting season. Payments are crucial for land preparation, purchasing inputs, servicing loans, and supporting household needs.

Any disruption in the payment cycle can ripple across rural economies, affecting local businesses, transport operators, and agricultural supply chains.

The Minority is demanding that the Finance Minister personally brief Parliament on the causes of the delays, outline funding gaps within the cocoa sector, and explain measures being taken to stabilise the industry.

Afenyo-Markin’s threat comes amid growing calls from cocoa-growing communities for the government to expedite payments and ensure that farmers receive their rightful dues on time.

The demand comes against the backdrop of an economy that appears stable by technical indicators, yet, according to Minority MPs, continues to impose severe pressure on households through high prices of essential commodities.

Leading the charge, Minority Chief Whip Frank Annoh-Dompreh argued that the government’s much-touted “Accra Reset” agenda has failed to translate into relief for ordinary Ghanaians. He questioned the impact of the Finance Minister’s recent engagements with traders at major markets, insisting that prices on the ground tell a different story.

“Before the budget, the minister was all over Agbogbloshie, Makola, talking to the women. Prices of tomatoes, yams, cocoyams and cassava have gone through the roof. I want to plead with the Leader of the House. It will not be out of place if we programme our friend. It is not for nothing that the Minister of Finance is one of our own. He should come. We are the people’s representatives. We are the only people who can talk about this,” Mr Annoh-Dompreh stated.

Earlier this week, the Ghana Statistical Service announced that inflation had dropped to 3.8 per cent in January, the lowest level recorded in five years. However, the Minority maintains that food prices, in particular, remain prohibitively high and continue to fuel public dissatisfaction.

The Majority Leader, Mahama Ayariga, pushed back strongly against the Minority’s claims, defending the government’s economic record and dismissing assertions of escalating costs as inconsistent with prevailing indicators.

“I don’t know which market you go to, but I know that the prices of goods and services, because of the low rate of inflation, because of the very good exchange rate relationship between the cedi and the dollar, because of the stability of the cedi and so many other good things that this government has done, definitely, prices cannot be going up. Cost of living is not a major issue in this economy,” Mr Ayariga responded.

The exchange feeds into the broader national debate often referred to as “kenkey politics”, a phrase used to describe the perceived disconnect between official economic statistics and everyday market prices.

While the Majority insists that the government has restored confidence and stability to the economy, the Minority remains adamant that Parliament must hear directly from the Finance Minister. The House is now expected to determine whether Dr Forson will be scheduled to appear and provide a detailed briefing on measures being taken to address the standard of living.

Justice Baffoe Bonnie further raised concerns about working conditions within the Judiciary, stressing the need for sustained institutional support to improve efficiency and outcomes across the justice delivery system.

On his part, the Finance Minister, Dr. Cassiel Ato Forson, reaffirmed his commitment to working closely with the Judiciary and the Ministry of Justice to address the challenges confronting the courts.

He disclosed that, as part of measures under consideration, the Ministry of Finance is examining the possibility of allowing the Judiciary to utilise 100 percent of its Internally Generated Funds (IGF) to respond to urgent operational needs.

Present at the meeting were Supreme Court Judge Justice Gabriel Scott Pwamang, the Acting Director of the Ghana School of Law, Prof. Raymond Atuguba, and the Judicial Secretary, Ahmed Musah.

“I am especially delighted by the sharp fall in food inflation, down from 9.5 percent in October to 6.6 percent in November,” he noted, adding that the drop will bring relief to households nationwide.

Speaking on Joy News’ PM Express, Dr Forson said Ghana’s long-standing addiction to external borrowing has hurt the economy for years.

“It has been Ghana’s problem, borrowing, borrowing, sometimes borrowing for consumption,” he said.

He stressed that he will not repeat the pattern. “I’m not one of those people. I’m not in a hurry to go to the capital market to borrow, no way,” he told host Evans Mensah.

Dr Forson explained that any borrowing under his watch will focus on domestic options.

“If I’m to take money, obviously there’s a budget, there’s a deficit to a stent, and you have to finance the deficit. I will take it domestically,” he said.

He argued that Ghana must build its own financing system for infrastructure.

“We should be able to borrow and set up a domestic infrastructure board in cedi, so that you, if you have money and you want to support infrastructure, you should be able to support government,” he said.

He added that this model is safer and cheaper than constant dependence on foreign markets.

While acknowledging that some future liability management may be necessary, Dr Forson was clear about the direction he intends to take.

“The appetite is not going into the capital market just to borrow. Like in the past, we saw it 3 billion every year.”

He said any borrowing must be deliberate and growth-focused.

“You want to borrow smart, what does that mean? Borrow for things that you think the multiplier is better,” he said. “Let me put it simpler, not to borrow for shopping, okay, borrow for growth.”

“If, as a finance minister, you are too popular, then there’s something wrong with it. Too popular within the group that you are talking about, then you are failing,” he said.

Dr Forson explained that his focus is on directing resources to public services.

“I want to be popular with the people of Ghana. Whatever I have to do to serve their needs and be able to save, to pay for school feeding, to pay for free SHS, to be able to put nurses in hospitals, to build hospitals, to give maternal care, and all, there are people with non-communicable diseases, they need money. Instead of somebody travelling, I will cut that expenditure and give it to someone who needs dialysis,” he said.

He added that some programs could be conducted remotely, reducing waste without cutting essential services.

“Some of the travels are very unnecessary. Some of the programs you can engage in via Zoom. How many cars will you drive? Why do you have to have five cars in a home when you can only drive one at a time?” he asked.

Dr Forson said he has full backing from President Mahama, stressing that the 2026 Budget is the President’s document.

“The President read this budget cover to cover, personally, editing, putting things that he wanted in. This is his document, not my document. I read on his behalf. So the budget belongs to the President. I read it on the authority of the President. For the President to the Parliament and the people of Ghana,” he said.

The Minister made the disclosure while presenting the 2026 Budget Statement in Parliament on Thursday, November 13, directing the Auditor-General and the Bank of Ghana to immediately investigate the matter.

“Between April 2020 and August 2025, over 525,000 transactions worth $83 billion were processed through import declaration forms. Surprisingly, only 10,440 of these transactions were linked to actual imports. About $33 billion in transfers had no goods imported into the country,” he stated.

Describing the situation as alarming, Dr. Forson emphasized that the irregularities were deliberate rather than administrative errors.

“This is not a clerical error. It is an organized system of exploitation, in fact, organized crime,” he said. “I am therefore directing the Auditor-General to audit these transactions immediately, and the Bank of Ghana to trace all related foreign transfers.”

He explained that the $33 billion discrepancy reflects a “sophisticated financial leakage” that has deprived Ghana of crucial foreign exchange needed to support economic growth and stabilize the cedi.

“These findings underscore the urgent need for accountability and reform. The days of untracked capital flight through fraudulent import transactions are over,” he added.

The Finance Minister also confirmed that preliminary findings had been shared with the Attorney-General’s Department and relevant law enforcement agencies to pursue appropriate actions, including potential prosecutions.

“We cannot allow billions of dollars to vanish through import channels while we seek loans to fund development. This investigation will mark the beginning of a new era of transparency,” he stated.

Dr. Forson assured Parliament that the government would strengthen oversight at the ports and within the banking system to prevent future leakages.

Some analysts have observed that the 2025 Budget largely operated within the framework established by the previous administration.

Under the Public Financial Management Act, the Finance Minister—acting on behalf of the President—is required to present the national budget to Parliament no later than November 15 each year.

The Finance Ministry has reportedly completed several rounds of stakeholder engagements and industry consultations to finalise the policies and programs that will feature in the 2026 Budget.

Expectations

The Producer Price Regulatory Committee (PPRC) has announced an upward adjustment in the producer price of cocoa for the 2025/2026 season.

Finance Minister Dr. Cassiel Ato Forson, who disclosed the review on Thursday, said the price per 64kg bag has been increased from GH¢3,225 to GH¢3,625.

According to him, the move reflects President John Mahama’s commitment to ensuring cocoa farmers receive a greater share of global market earnings.

“The GH¢3,225 producer price represented about 70% of the international market price and was based on earlier forecasts of global cocoa prices and exchange rates. However, given recent changes, it became necessary to revise the price upwards,” Dr. Forson explained.

He added that the new rate, which takes effect from Friday, October 3, 2025, will give farmers an additional GH¢400 for every 64kg bag sold.

Dr. Forson further assured that government will continue introducing policies and interventions to improve the welfare of cocoa farmers.

He also revealed that children of cocoa farmers will soon benefit from scholarships for tertiary education.

Highlighting infrastructure as a key priority, Dr. Forson cited the planned Accra–Kumasi motorway project, noting that feasibility studies are ongoing and the road is expected to be completed within two and a half years.

The Government of Ghana has announced the introduction of a Tertiary Education Scholarship Scheme for children of cocoa farmers, as part of comprehensive measures to support cocoa farming households.

According to Finance Minister Dr. Cassiel Ato Forson, “President Mahama has introduced a Tertiary Education Scholarship Scheme for children of cocoa farmers. Consequently, in the 2025/26 season, COCOBOD will develop modalities and implement the Cocoa Tertiary Scholarship Scheme for children of cocoa farmers, which will take effect from the 2026/27 academic year.”

The announcement comes alongside a major increase in the producer price of cocoa. “Government is pleased to announce an increase in the producer price of cocoa from US$3,100 per tonne to US$5,040 per tonne,” the statement said, representing a 62.58% increase in dollar terms.

“This increase in the producer price represents 70% of the gross Free-On-Board (FOB) value of $7,200 per tonne, and aligns with President Mahama’s promise to pay cocoa farmers 70% of the FOB price.”

In local currency terms, “the Government is pleased to announce an increase in the producer price of cocoa from GHS49,600 per tonne to GHS51,660 per tonne.”

The announcement follows the completion of pricing review work by technical committees and broad stakeholder consultations.

President John Mahama, speaking in July, reaffirmed his administration’s pledge to ensure cocoa farmers receive at least 70% of the world market price—a policy he said aims to restore fairness and dignity to farmers who form the backbone of Ghana’s agricultural sector.

As of Sunday night, August 3, 2025, cocoa was trading at approximately US$7,555 per tonne on the international market.

In contrast, the previous New Patriotic Party (NPP) administration had pegged the Free on Board (FOB) value for the 2024/2025 season at US$4,850 per tonne, setting the producer price at US$3,100—representing just 63.9% of the FOB, despite higher global prices at the time.

According to government sources, the latest gross FOB value is based on outstanding contracts covering 100,000 tonnes of cocoa sold at US$2,600 per tonne during the 2023/2024 season, as well as price forecasts for the upcoming season.

Using an average exchange rate of GH₵10.25 to US$1, the new producer price translates to GH₵51,660 per tonne, up from GH₵49,600. This equals GH₵3,228.75 per 64kg bag.

In addition, the PPRC has approved revised margins and fees for all stakeholders in the cocoa value chain, including licensed buying companies, hauliers, warehouse operators, and quality control units.

The Minister after presenting the 2025 Mid-Year Fiscal Policy Review to Parliament on Thursday, appeared on PM Express on JoyNews, where he took a direct swipe at what he described as past fiscal recklessness.

“I can’t say I have arrested the cedi, the cedi has appreciated, that is what I can say,” Dr. Forson stated in response to suggestions that the government had finally achieved stability for the local currency. When pressed further, he added pointedly, “I’m not a policeman.”

The Finance Minister rejected Bawumia’s assertion that the recent appreciation of the cedi was not the result of any specific policy by the current administration but rather due to global trends, including U.S. tariff changes and the weakening dollar.

“So first of all, let me name one policy. Number one, they [the Akufo-Addo administration] were indisciplined. We are disciplined. That is the bottom line. They were spending recklessly when the central bank was printing money as if there was no tomorrow.

“At one point, they printed until inflation reached 54%. You know, when that happens, you deplete your reserves. It is not happening now. The central bank is not printing. The Government of Ghana has been disciplined. The fiscal consolidation is happening. So why won’t you build reserves?”

Dr. Forson turned his attention squarely on Bawumia, questioning why the man who had touted himself as an economic saviour could not deliver on his promises during his tenure.

“If, for example, he knows that he could do this, why didn’t he do it during the 8 years of office. He was there as Vice President and chairman of the economic management team.”

When host Evans Mensah pointed out that Bawumia wasn’t the boss, Forson countered, “He was the chairman of the economic management team. Remember, he touts himself as the Messiah and he said he was going to fix it.

“He had eight years in office, why couldn’t he do what we are doing. Dr. Mahamudu Bawumia had eight years in office. There was a time he said that he has arrested the cedi. Why couldn’t he do it?”

Despite the host citing data showing a 42.6% appreciation of the cedi and urging the minister to lay claim to success, Forson maintained a cautious stance.

“Let me say that I’m very focused. We want to ensure that we’ll end the year with the same level of appreciation. We want to make sure that this level of appreciation and the stability we are seeing is sustained. That is where my focus is.”

“In response, we have programmed the rehabilitation of 10 kilometres of roads annually in each of the selected constituencies,” he told Parliament.

The initiative will span three years and aims to reconstruct approximately 5,000 kilometres of roads nationwide by the end of 2028.

“Mr. Speaker, this translates to about 5,000km of roads to be reconstructed in these 166 constituencies over the next three years,” he added.

Speaking on PM Express on JoyNews, the minister delivered a stunning account of how the policy, widely credited with helping stabilise the cedi, was in fact nothing more than a conventional cash-for-oil arrangement.

“It didn’t work properly. The Bank of Ghana were largely paying the suppliers of crude oil and petroleum products in cash. That was what they were doing. They never paid them with gold, never, never,” Dr. Forson declared in response to a direct question from host Evans Mensah.

Despite repeated public assurances by the previous administration that gold was being used directly to procure oil to ease pressure on foreign exchange reserves, Dr. Forson insisted that no such barter ever occurred.

“Actually, someone sitting somewhere in the Emirates was supplying the Chamber Bulk Oil Distribution (CBOD). And then CBOD will be paying. They give the cedi to the BoG, and it pays the dollars. That’s it.

“Pure trade. Nothing more than what they were touting. It was far from what they were touting. There was no barter where gold was going to change for oil? No, nothing of the sort happened,” he explained.

Asked whether he had confirmed this with officials at the central bank, Dr. Forson replied emphatically, “Oh yes, yes, I asked. They were keeping some gold. You could see that their gold reserves increased. That was a fact.

“They were keeping the gold that they were buying. The central bank was buying gold. They call it gold for reserves. There was no real barter. Nothing of the sort happened.”

He also took issue with attempts to conflate two separate policies, the Bank of Ghana’s gold reserve accumulation program and the so-called gold-for-oil deal.

“BoG buys gold and keeps the gold. It is different from buying the gold, exporting the gold and bringing the Forex. I hear people comparing these two policies, but they are two different policies. It doesn’t mean the same,” Dr. Forson clarified.

When pressed on whether the gold could have helped reduce forex pressure indirectly, Dr. Forson doubled down.

“I’m not aware that there was a direct barter. There was no direct barter. I’m telling you for a fact, there was no barter.”

The Finance Minister’s remarks came just hours after he presented the 2025 Mid-Year Fiscal Policy Review to Parliament, marking a turning point in the government’s handling of economic transparency and accountability on major policy claims.

“Mr. Speaker, it has come to the attention of the Ministry of Finance that a number of contractors implementing some of these 55 stalled projects have drawn down on the loans with no work done to match the amount drawn,” he told the House.

He further indicated that certain contractors had submitted requests for project variations and cost adjustments beyond what was initially approved by Parliament, despite clear directives against such modifications.

“There is no room for an increase in scope for any of the projects on the priority list, as agreed with the IMF and the Official Creditors Committee,” Dr. Forson added. “Implementing agencies must take note and comply accordingly.”

The audit follows the government’s decision to resume funding for selected infrastructure projects as part of Ghana’s debt restructuring programme.

Only projects that are at least 70 percent complete have been cleared to continue, in line with government efforts to manage limited fiscal space and ensure value for money.

The forensic investigation is expected to uncover any cases of financial mismanagement, procurement violations, and unwarranted payments.

The findings will guide subsequent actions, including possible sanctions, recovery measures, or legal proceedings.

Dr. Forson assured Parliament that a comprehensive report will be submitted once the audit is completed, detailing the key findings and recommended next steps.

Dr Forson stated that the government intends to meet all upcoming maturities as they fall due while gradually reducing the country’s exposure to short-term, high-interest debt.

According to the Finance Minister, Ghana also faces scheduled repayments of GH¢20 billion in 2026, GH¢50.3 billion in 2027, and GH¢45.8 billion in 2028.

Ghana’s treasury market experienced disruptions during the domestic debt exchange programme (DDEP) in 2023, which led to losses for a number of investors, including pensioners.

Dr Forson said the government is not considering default and will continue to meet its obligations. He added that refinancing options remain under consideration but would only be pursued under terms he described as “strategic and negotiated”.

Background

Government early this month said it has recapitalized the National Investment Bank (NIB) with GH₵ 1.4 billion.

This was done in the form of cash and bonds to support the operations of NIB.

The move is part of efforts to restructure the bank and put it on a strong footing going forward.

In addition, government has been forced to fast-track the process as part of the conditions before the International Monetary Fund (IMF) staff takes Ghana’s fourth programme review to the IMF Board for approval.

Before the 2024 elections, the IMF was pushing government to take drastic action on NIB.

There were suggestions that government should move to shut down the bank because it was a drain on government’s finances.

However, the previous administration rejected the suggestion, opting for the injection of new funding into NIB and working with the bank to undertake some serious restructuring and governance reforms.

“We’ve paid GH¢1 billion to sustain free secondary education, GH¢4.6 billion to the National Health Insurance Scheme, and another GH¢1.4 billion to clear NHIS claims,” he announced.

He added that GH¢252 million had been spent on vaccines and essential medicines, GH¢72.8 million on the Capitation Grant, and GH¢895 million to keep the School Feeding Programme running.

“We are not starving the vulnerable either,” he said, pointing to GH¢477 million paid to LEAP beneficiaries, GH¢300 million to the No Fee Stress Policy, GH¢122.8 million for BECE registration, and a combined GH¢654 million to support teacher and nursing trainees.

Dr. Forson also disclosed that GH¢25 million had been paid in Assembly Members’ allowances, GH¢21 million to the National Apprenticeship Programme, and GH¢34.5 million to support the Adwumawura Programme, a jobs and enterprise initiative.

In a move aimed at both bureaucratic efficiency and institutional survival, the Minister revealed that GH¢2 billion had been paid to ensure government Ministries, Departments and Agencies continue to function effectively, and another GH¢2 billion had been used to rescue the struggling National Investment Bank (NIB).

“This is not random spending. These are deliberate, targeted interventions to protect the vulnerable, invest in human capital, and maintain economic stability,” Dr. Forson insisted.

Summing it all up, the Finance Minister said non-interest expenditures amounted to GH¢84.2 billion, while total payments from the Consolidated Fund in the first half of 2025 stood at a staggering GH¢114.5 billion.

“We are not asleep at the wheel. We are working—with focus, responsibility, and urgency—to reset this economy for the Ghana we want,” he concluded, echoing the theme of the mid-year review.

As Parliament now turns to scrutinise the details, Dr. Forson’s message is clear: the government isn’t just spending—it’s spending where it counts.

“It is expected that other rating agencies, namely Moody’s and S&P, will follow suit, given the remarkable progress we are making toward economic stability and growth,” he told Parliament.

The Finance Minister also highlighted the government’s commitment to fiscal discipline through the implementation of prudent policies aimed at sustainability.

He emphasized the importance of strengthening domestic revenue systems and broadening the tax base without placing additional burdens on citizens.

According to him, the Audit Service expects to recover at least GH¢150.4 million in unearned salaries paid to these separated staff during the 2023 and 2024 fiscal years.

Describing the revelations as “deeply troubling,” Dr. Forson stressed the need for strict enforcement of payroll controls to curb future financial losses.

“Going forward, we will enforce the monthly payroll validation system and apply sanctions to any person who violates the salary payment processes,” he cautioned.

The audit is part of the government’s broader efforts to clean up the public payroll and safeguard national resources.

The NPP Kpandai MP, Mathew Nyindam, criticised the pacing of spending under Dr. Forson’s leadership, saying, “Contractors have not been paid. Even ministries have not been given their allocations. So if you are holding on to the money, obviously the currency will be doing better against the major currencies like the dollar.”

“So until he begins to spend and begins to give the ministries money to spend, then we can then be measuring output. … It is only when the ministers are getting their allocations, they are getting their money, that the economy will begin to grow and grow well,” he added.

The Deputy Majority Leader, George Kweku Ricketts-Hagan, disclosed this in Parliament while presenting the business statement for the eighth week ending Saturday, 19th July 2025.

“The mid-year again will happen on the 24th of July. I think the committee on the selection issue, Right Honourable Speaker, has been engaging with it. He is out of the jurisdiction, and so when he comes back, I am sure he will get it sorted out,” he stated.

He added that the Business Committee has taken notice of numerous referrals pending at committees.
Mr. Ricketts-Hagan pointed out that currently 61 referrals have been made to 16 committees, and they are expected to consider and report on same.
In addition, the Deputy Majority Leader noted that the Business Committee has scheduled the Minister for Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim, to brief the House on Tuesday, 15th July, 2025, on the recent demolition of properties at the Sakumono Ramar Site.
The committee has also scheduled the Minister for Energy and Green Transition, John Abdulai Jinapor, to brief the House on Thursday, 17th July 2025, on the recent 2.5% increment in electricity tariffs by the Public Utilities Regulatory Commission (PURC).

In a social media post, he urged the nation to rise against what he termed a “nation-wrecking act” that has gone unchecked for far too long.

“It is time for us to be decisive and ruthless towards those who are sabotaging the economy of Ghana,” Dr Forson stated.

He warned that failure to act could further weaken the country’s financial stability and limit future development opportunities.

His comments follow alarming revelations about the scale of gold smuggling, which has reportedly cost Ghana an estimated $12 billion over the last decade.

According to the Minister, smuggling operations have not only deprived the nation of vital foreign exchange but also undermined efforts to stabilise the economy during moments of crisis.

“Ghanaians deserve better,” he said, emphasising that the fight against smuggling is not merely an economic issue but a matter of national integrity and justice.

Dr Forson maintained that defeating gold smuggling syndicates would empower the state to take full control of its natural resources and redirect revenues into key developmental projects.

“This is about protecting the future of Ghana. We cannot allow a few to rob the entire nation,” he said.

Announced today, the approval by the World Bank Board of Executive Directors marks a significant boost to Ghana’s ongoing efforts to rebuild from its fiscal crisis.

The funds, provided through the International Development Association (IDA), target urgent reform areas including fiscal sustainability, financial sector stability, energy sector discipline, and climate and social resilience.

Finance Minister Dr. Cassiel Ato Forson welcomed the support, describing it as a major vote of confidence in Ghana’s reform journey under the IMF-supported programme.

“The successful implementation of the IMF reforms and the DPO series has laid a solid foundation for economic recovery. This additional support will help us deepen fiscal discipline, restore investor trust, and build a more inclusive and shock-resistant economy,” he said.

The operation is a key part of the World Bank’s broader crisis response framework for Ghana and includes sweeping targets: restoring fiscal sustainability, supporting private-sector-led growth, stabilising the financial sector, fixing long-standing inefficiencies in the energy sector, and boosting climate and social resilience.

Robert Taliercio, the World Bank’s Director for Ghana, Liberia, and Sierra Leone, emphasised the urgency of the reforms.

“Entrenching fiscal and debt sustainability, creating jobs through private investment, and protecting the most vulnerable remain urgent priorities. These are essential steps to revitalise Ghana’s domestic private sector, strengthen resilience to climate change, and improve the lives of ordinary Ghanaians,” Taliercio stated.

The approved reforms also aim to boost domestic revenue generation, streamline energy sector operations for greater efficiency, and embed climate considerations into national policymaking.

The initiative underscores the growing shift from crisis management to building long-term resilience and sustainability in Ghana’s economic architecture.

In recent weeks, the cedi has recorded significant gains against major trading currencies. The interbank rate currently stands at GH¢13.29 to the US dollar, a notable improvement from over GH¢16 earlier this year.

The Finance Minister reminded the gathering that upon assuming office, he set out to stabilise the local currency, reduce inflation, and create jobs — pledging to remain steadfast in achieving these goals.

“This is not a nine-day wonder. There will be stability, the cedi will be stronger, and we expect you to support these efforts so that Ghanaians can feel the impact,” he emphasised.

Dr. Forson’s remarks come amid broader government efforts to restore macroeconomic stability and boost investor confidence.

Ghana recently secured a staff-level agreement with the International Monetary Fund (IMF) on the fourth review of its IMF-supported programme, which is expected to result in the disbursement of approximately $370 million to support the country’s economic recovery agenda.

The press briefing, held jointly with officials from the Bank of Ghana and the International Monetary Fund (IMF), outlined the scope of the audit, which will be conducted by the Auditor-General’s office in collaboration with two international accounting firms.

The primary aim of the exercise is to verify the authenticity and actual amounts of unpaid government obligations that have accumulated over time.

Dr. Forson emphasized that the audit is part of corrective actions under Ghana’s IMF programme, supported by the Extended Credit Facility. He stated, “These steps are meant to strengthen our public expenditure controls and stop the continued build-up of arrears.”

The audit team will also provide recommendations for addressing any irregularities discovered during the process.

This move follows the government’s failure to meet several targets under the IMF programme, including missing the 2024 primary surplus target. The Ministry attributes this to a “large buildup of payables.”

The audit is part of a broader fiscal reform effort by the government, which includes recent amendments to the Public Financial Management Act. The revised law introduces a debt ceiling of 45% of GDP to be achieved by 2035, mandates annual primary budget surpluses of no less than 1.5% of GDP, and establishes an independent Fiscal Council to oversee public spending.

The audit is expected to conclude in June, ahead of the IMF Executive Board’s review of Ghana’s next tranche disbursement of $370 million. If approved, this will bring the country’s total receipts under the current programme to $2.3 billion.

Dr. Forson’s announcement followed the conclusion of a two-week IMF review mission, which ended with a Staff-Level Agreement between the Fund and the government. The Minister described the agreement as a positive step toward restoring macroeconomic stability and putting public debt on a more sustainable path.

Meanwhile, arrears in the energy sector, which have long been a challenge for the national budget, will be addressed through new payment systems. These include the Cash Waterfall Mechanism and a Single Treasury Account structure designed to regularize payments to Independent Power Producers.

In related measures, the Ministry of Finance will begin publishing quarterly rankings of Ministries, Departments, and Agencies based on their compliance with new spending rules.
