A private citizen, Odeneho Kwaku Takyi, popularly known as Sir Obama, has formally petitioned President John Mahama to dismiss the CEO of the Ghana Investment Fund for Electronic Communications (GIFEC), Tanko Rashid-Computer, over allegations of academic fraud.

Mr. Rashid-Computer also serves as the Deputy Director of Elections and IT for the governing National Democratic Congress (NDC).

In a petition submitted to the Jubilee House on Thursday, June 12, 2025, the petitioner alleges that “Mr. Sofo Tanko Rashid-Computer holds a fraudulent PhD in Public Administration, purportedly obtained in 2016 from an unaccredited Kinsnow University in the United States of America.”

“This grave situation does not only represent a significant breach of public trust and a scandalous act of academic fraud, but also directly contravenes the fundamental principles enshrined in the 1992 Constitution and the Code of Conduct 2025 for public officials (promulgated by your very good self), along with other laws of the Republic of Ghana,” parts of the petition read.

The petitioner attached findings from his investigation into the alleged university, asserting that “the university neither exists in the United States nor any other part of the globe.”

He further claimed that Kinsnow University is not listed among accredited institutions in the U.S. and is “conspicuously absent from all authoritative databases of recognized and accredited universities in the United States, including those maintained by the U.S. Department of Education and the Council for Higher Education Accreditation.”

The petition also referenced a letter purportedly written by the Ghana Tertiary Education Commission (GTEC) to Mr. Rashid-Computer, advising him to desist from using the ‘Dr.’ title after it questioned the legitimacy of his PhD.

Citing violations of the Code of Conduct for public officers, the petitioner alleged potential criminal acts, including “defrauding by false pretence by presenting a fake PhD to secure or maintain a high-ranking government position such as CEO of GIFEC.”

He is therefore calling for Mr. Rashid-Computer’s immediate dismissal, a probe into how he used the alleged credentials to obtain the position, and a broader investigation to determine whether other public officials may have committed similar infractions.

The petitioner also urged the President to mandate GTEC to scrutinize Mr. Rashid-Computer’s Bachelor’s and postgraduate degrees, and to direct the relevant state security agencies to initiate prosecution.

Additionally, he called for the enforcement of stricter academic credential verification procedures for all current and future government appointees, and for the application of Section 5 of the Code of Conduct 2025, which outlines sanctions ranging from formal reprimand to termination.

The petition comes a day after the petitioner, who has waged a social media campaign against Mr. Rashid-Computer’s academic claims, responded via Facebook to what he described as offensive comments made by the GIFEC CEO during a Joy Prime interview on Wednesday, June 11, in which Mr. Rashid-Computer insisted that his PhD was legitimate.

In recent months, the Ghana Tertiary Education Commission (GTEC) has raised alarms over the use of fake academic titles. According to GTEC, the misuse of honorary titles contravenes the Education Regulatory Bodies Act, 2020 (Act 1023) and erodes public trust in Ghana’s educational system.

The Commission stressed that only accredited institutions are authorized to confer honorary degrees, and recipients should not present them as academic qualifications.

Just weeks ago, President Mahama withdrew the appointment of a member of the NHIA Board who was accused of posing as a medical doctor.

The petitioner used his Facebook page on Thursday to publicly confirm the submission of the petition and reiterate his call for accountability.

Dr. Tanko-Computer’s comments followed Dr. Mahamudu Bawumia’s recent statement that the party’s defeat was due to voter apathy among its supporters, rather than any religious factors.

Dr. Tanko-Computer added that the NDC is working hard to retain power in the 2028 elections, saying, “We are preparing 30% for them in 2028, and thank God, we are moving in the right direction.”

Speaking on JoyNews’ The Pulse Show, Dr. Tanko-Computer stressed that the EC must adhere to the legal proceedings currently before the courts.

This appeal follows the EC’s decision to suspend today’s collation for Ablekuma North due to disturbances caused by political party supporters at the Greater Accra Regional Collation Centre.

The unrest led to the temporary halt of the collation process, further delaying the declaration of results for the constituency.

Dr. Tanko-Computer expressed concern over the EC’s actions, questioning why there seemed to be a rush to bypass the legal process. “Whatever they are doing, they must proceed with caution,” he said. “Why the haste to circumvent the legal process? This is the issue we have with the EC. They must respect the legal process and refrain from taking actions that could undermine it.”

He also made it clear that the NDC will not accept the declaration of an “illegal” candidate as the winner for Ablekuma North. “We will not accept it, I can assure you, we will use every legal means available to challenge any illegalities in this electoral process,” he warned.

Ablekuma North remains the only constituency from the 7 December elections where a winner has not yet been declared, due to ongoing disputes over the results.

Instead, the NDC is advocating for due process and accuracy in the electoral process.

He explained that, the EC should not get it wrong of them proving a point but.

According to him, when people do not go through the exhibition of election before the main election for voting they should not remove their names form the electoral list thinking they are death and all it should not be done like that .

Dr Tanko-Computer emphasised that the NDC’s stance is not about opposing the EC, but rather ensuring that the right procedures are followed at the right time.

He expressed concern over recent actions by the EC, particularly the removal of names from the electoral register when voters do not participate in the voter exhibition process.

The NDC man warned that such removals, often based on incorrect assumptions that the individuals are deceased, could disenfranchise eligible voters.

In an interview with Joy News on Friday, Dr. Tanko-Computer outlined the NDC’s expectations.

“Our expectation is very clear: we want the integrity of our electoral processes to be upheld. That is why we are raising these issues with the EC. We are not here to antagonize the Commission; we are trying to assist them in sanitizing the voter register by ensuring that those who were unable to check their names are not unjustly removed from the list.”

He pointed out that when individuals are transferred from the main voter register to an exception list, they lose their right to vote in the general election.

This exception list is typically reserved for deceased individuals or those whose voter registration was successfully challenged during the exhibition process.

“If someone’s name is moved to the exception list, and they do not realize this until Election Day, it could lead to significant issues at the polling stations,” Dr Tanko-Computer warned.

“We risk a crisis on December 7 if qualified voters find their names wrongly placed on the exception list.”

He further explained that the NDC has taken the time to thoroughly review the voter register and the Biometric Voter Registration (BVR) data provided by the EC.

“What we have found in the BVR data differs from what was exhibited at the polling stations,” he said. “We have formally written to the EC, highlighting these discrepancies, and are urging them to address the problems before they escalate.”

According to the NDC, their primary goal is to ensure a credible register that will allow a free, fair and transparent election.

The Deputy Director of Elections and IT, Dr Rashid Tanko-Computer said this on Asempa FM Ekosii Sen programme Wednesday.

Dr Tanko-Computer stated that, the NDC won’t be bothered if the other political parties want to sit aloof without having their concerns addressed.

“We are not the only party that has been giving the register. So if the other political parties have studied the register and they have have problems, that is their cup of tea not ours.

“We have eagle eye and want to protect our democracy and the sanctity of our electoral process. We won’t allow the EC decide for us, the people have to decide who they want,” he stated.

Justifying their call for a forensic audit, Dr Tanko-Computer stated that, the IT department of the Electoral Commission is not effective and that can jeopardise the election.
