Speaking on Adom TV’s Badwam, Mr Awuku said the former Vice President is unhappy with recent developments surrounding the conduct of the primaries, particularly the removal of proxy voting, which he believes undermines fairness and inclusiveness in the internal contest.

“Dr Bawumia is not happy, especially with the elimination of proxy voting from the presidential primaries,” he said, adding that the decision risks locking out qualified delegates who cannot physically return to Ghana to vote.

According to him, proxy voting has long been part of the NPP’s internal electoral processes and should not have been scrapped without viable alternatives.

“I think the enfranchisement of proxy voters was not a wrong decision. There has always been proxy voting in our elections. Hundreds of qualified NPP voters will be disenfranchised if they are unable to travel to Ghana to vote,” Mr Awuku stated.

He argued that the Presidential Election Committee could have explored other mechanisms instead of abolishing the system entirely, including electronic or virtual voting options, especially since all aspirants have representatives within the party’s branches abroad.

“The committee could have put in place measures. It could have been electronic or virtual, because all the aspirants have representatives in our branches abroad,” he noted.

Mr Awuku warned that the implications of the decision could negatively affect party unity, stressing that the eventual flagbearer would be forced to repair internal divisions created by perceptions of exclusion.

“The danger is that the elected flagbearer will have to go back and repair the damage,” he cautioned.

Questioning the rationale behind the decision, he also challenged how the committee determines the voting choices of proxy voters in the first place.

“How is the Presidential Election Committee able to know who a proxy voter votes for or doesn’t vote for?” he queried.

Mr Awuku insisted that the move disproportionately affects Dr Bawumia, noting that the former Vice President enjoys significant support among the party’s diaspora branches.

“The development has disenfranchised hundreds of Bawumia supporters in the diaspora because we believe we are very popular with NPP branches abroad. We won the diaspora vote the last time in 2023,” he said.

He suggested the decision creates an uneven playing field, describing it as an obstacle placed in Dr Bawumia’s path.

“So it appears there is a deliberate impediment being placed between Dr Bawumia and winning the race,” he added.

The NPP is scheduled to hold its presidential primaries on January 31, 2026, to elect a flagbearer for the 2028 general elections. Party leaders have repeatedly called for unity and discipline as the contest approaches.

An estimated 211,849 delegates are expected to vote at 333 centres nationwide.

“On Thursday, I monitored the peace pact signing, and obviously Dr Mahamudu Bawumia wasn’t happy. He has concerns about some developments which he believes show that the Presidential Election Committee and the party are not creating a level playing field,” Mr Awuku said.

He added that the former Vice President is worried that certain committee decisions could affect the long-term unity and fortunes of the NPP.

“If you saw his demeanour, he is human and won’t pretend when all is not well. Some of the decisions of the Presidential Election Committee, he believes, have serious implications for the future of the party,” Mr Awuku noted.

He stressed that Dr Bawumia’s posture should not be misinterpreted as defiance but as a sign of concern for fairness and internal cohesion within the party.

The NPP’s peace pact signing, held at Alisa Hotel in Accra, brought together all five flagbearer aspirants, party executives, and stakeholders.

The ceremony was aimed at ensuring a peaceful, respectful, and united contest. Aspirants committed to campaign without insults, intimidation, or violence, and to accept the outcome of the primaries in good faith for the sake of party unity.

Former President Nana Akufo-Addo, who addressed the gathering, reminded aspirants that the NPP is “bigger than any individual” and urged them to place the party’s future above personal ambition.

Despite this symbolic show of unity, concerns continue to emerge over the enforcement of campaign rules, access to party structures, and what some describe as uneven application of disciplinary measures.

Mr Awuku’s comments suggest that Dr Bawumia’s camp believes the credibility of the primaries depends not only on signing peace agreements but also on ensuring all aspirants compete on a fair and transparent platform.

In an interview on Nhyria FM’s KUro Yi Mu Nsem with host Barima Kofi Dawson, Dr. Marfo urged delegates to ignore polls suggesting Bryan Acheampong is not a frontrunner, claiming some aspirants are using paid hype to boost their chances.

“Ignore those fake polls, some people’s been paid to hype a certain candidate,” Dr. Marfo said

He emphasized Acheampong’s extensive grassroots campaign, noting he is the only aspirant who has been able to visit all the 276 constituencies, including Bawku.

He said Bryan’s visit to Bawku for campaign despite the conflict shows that he is a bold leader who can take the party to every part of the country and bring in votes to get them back in power.

He revealed that the party is lacking discipline and needs someone to straighten it out.

He is convinced Bryan Acheampong, with his US Air Force experience, is the one to bring order to the party.

“The NPP needs a solder to whip things into shape, with all the insult and attacks flying around. That’s why I’m backing Bryan Acheampong”, he said.

Highlighting Acheampong’s achievements as Agriculture Minister, Dr. Marfo pointed to the significant cocoa price hike during his tenure – the highest in Ghana’s history since 1947.

He also cited Acheampong’s initiatives like the Ghana 5-Year Food Security Strategy, which the current NDC government has reportedly adopted to address food security.

“Acheampong’s record as minister and his job-creating investments show he willll do more as president,” Dr. Marfo added.

He concluded that Acheampong’s leadership is crucial for the party’s success, urging delegates to give him a chance.

Speaking on JoyNews, on Thursday, January 22, during discussions around the NPP’s peace pact ahead of its internal contest, Dr Asah-Asante said party leaders often overestimate their influence over grassroots supporters.

“Actually they have no control over their supporters,” he said. “They themselves will not want their supporters to even be quiet when there’s a need for them to speak out. They will pretend to be making sure that they put them under control, but I tell you without fear of contradiction that the supporters will not listen.”

His comments come amid heightened political activity within the NPP as the party prepares to elect a flagbearer, with party elders and institutions urging aspirants and supporters to avoid personal attacks and conduct peaceful campaigns.

Dr Asah-Asante described the situation as a difficult one for the party, noting that while leadership may be well intentioned, enforcement remains the real challenge. “It’s a difficult thing for the party, but who knows? Maybe they will be able to deal with it,” he added.

He expressed disappointment over what he described as the apparent inactivity of internal regulatory mechanisms meant to manage campaign conduct. According to him, if such a body had been established ahead of the campaign period, it should by now be more visible and decisive.

“My disappointment is that if prior to this campaign, a body was set up to regulate the conduct of people and make sure nobody engages in a campaign that is injurious to the party, I am not seeing that body working,” he said.

The political scientist pointed to the volume of accusations and attacks exchanged among aspirants and their supporters, arguing that the silence of party enforcers sends the wrong signal. “A lot has been said against competitors. They’ve said things against themselves, and I’ve not seen that body come out to say, ‘Enough is enough,’” he noted.

Looking ahead, Dr Asah-Asante warned that the tone of the campaign could worsen rather than improve. “The days ahead are not going to be different from what we have seen. At best, we are going to see more aggressive campaigning and more attacks,” he cautioned.

However, he said the current period also presents an opportunity for the party to assert authority and restore discipline if it genuinely wants to emerge united after the internal elections.

“This is the time that the party might be able to put it down, if they really want to go through this election and come out successfully as one family,” he said.

The NPP peace pact is part of broader efforts to preserve party unity and credibility, especially as Ghana’s political landscape remains closely watched following the 2024 general elections.

He added that allegations of intimidation usually arise when aspirants sense they are losing ground.

“When people are losing an election, they make these claims and use it as an excuse for their defeat. There is no intimidation going on,” Oppong Nkrumah stated.

Using his constituency as an example, he said delegates would vote according to conscience rather than pressure.

“In my constituency, people will vote for Bawumia and some will vote for others. You can’t intimidate anybody and that is the essence of democracy,” he said.

The Ofoase-Ayirebi MP warned that careless political rhetoric could hurt the party and provide ammunition to the opposition.

“Because some people don’t like a certain candidate, they say all sorts of things and the opposition will use it as fodder against us. In 2024, the NDC used the statements of our people against us,” he noted.

He added that internal attacks on aspirants and the party only weaken the NPP’s chances.

“Some people attack an aspirant and the party to advance their course, but this doesn’t help anyone,” he said.

Oppong Nkrumah urged all camps to concentrate on selling their ideas to delegates instead of trading accusations.

“We must just focus on our campaign and market ourselves to the delegates so they can make their own informed decisions,” he concluded.

He noted that a strong network of regional coordinators, operations directors and party officials are advancing the campaign message in areas where Dr Adutwum is yet to tour.

“It’s a whole force, a very big team behind Dr Yaw Adutwum, and all of them are very formidable and ready to make sure the NPP delegates make history by electing Dr Yaw Adutwum come January 31, 2026,” he added.

On the next phase of the contest — convincing the general electorate after the primaries — Dr Ajabour said that task would be much easier, given Dr Adutwum’s track record and national appeal.

According to him, the more difficult hurdle is winning the party’s internal contest, a challenge he believes the campaign is well positioned to overcome.

He argued that the former Education Minister has already endeared himself to the public through his performance in office and long-standing leadership experience.

“Based on what he did at Education and his global appeal, Ghanaians see him as someone like gold — somebody that must lead the country because of the things he has done over the years,” he stated.

He further cited endorsements from religious leaders and other groups as evidence of growing support for Dr Adutwum’s presidential ambition.

The NPP is expected to elect its flagbearer on January 31, 2026, ahead of the 2028 general elections.

The Observer Group will oversee Bangladesh’s 13th parliamentary elections, which will be conducted alongside a referendum on the July Charter — a post-uprising reform framework proposing far-reaching political and constitutional changes.

Announcing the deployment, Ms Botchwey described the mission as timely and significant for Bangladesh’s democratic process.

She stressed that credible, transparent and inclusive elections are essential to democratic governance and long-term stability, noting that the Commonwealth’s role extends beyond routine observation.

“Our presence in Bangladesh is guided not only by the responsibility to observe, but by a commitment to uphold the aspirations of the Bangladeshi people at this crucial moment in their democratic journey,” the Secretary-General said, adding that the mission would be conducted independently and impartially to help ensure the free expression of the people’s will.

She also commended members of the Observer Group for their dedication, expressing gratitude to the team for committing the start of the year to supporting democratic processes in Bangladesh.

Mr Akufo-Addo will chair the Observer Group and will be joined by election specialists and professionals drawn from across the Commonwealth, with expertise spanning politics, law, media, gender advocacy and electoral administration.

The mission will be supported by a Secretariat team led by Linford Andrews, Head and Adviser at the Commonwealth’s Electoral Support Section.

The Group’s mandate is to assess all aspects of the electoral and referendum processes and determine whether they are conducted in line with national laws and the democratic standards and principles to which Bangladesh has committed itself.

At the end of the mission, a comprehensive report detailing findings and recommendations will be submitted to the Commonwealth Secretary-General and shared with the Government of Bangladesh, the Election Commission, political parties, Commonwealth member states and the public.

The Observer Group comprises eminent personalities, including former ministers, electoral commissioners, legal scholars, civil society leaders and media experts from Antigua and Barbuda, Canada, Fiji, Malaysia, the Maldives, Mauritius, Sierra Leone, Singapore, South Africa, Sri Lanka, Uganda, the United Kingdom and Zambia.

“For absolute clarity, Dr. Bawumia has never made the statements that have been attributed to him,” the statement stressed, challenging Mr. Agyapong to “produce the video or audio evidence without further delay if he stands by this baseless attack.”

The campaign also criticised Mr. Agyapong for publicly describing Dr. Bawumia as dishonest and unsuitable for leadership, warning that such rhetoric threatens unity within the party.

“In our political discourse, accuracy matters. Words also matter. Wrongful attributions have the potential to unnecessarily mislead the public and inflame tensions within our Party,” the statement said.

Urging calm and responsibility, the campaign called on Mr. Agyapong to withdraw the comments and offer an apology, noting that Dr. Bawumia prioritises issue-based politics over personal attacks.

“A good name is worth more than wealth. I got my mansion at 25, and now I’m around 50 with lots of properties. I’ve spent over ¢5 million of my own money on constituency development without reimbursement. So ¢1.5 million is too small an amount for me to lie about.”

The Progressive Union for Renewal will hold 60 of 109 seats in the National Assembly, having won 41.15% of the vote, according to provisional results yet to be validated by the Constitutional Court. The Republican Bloc will hold 49 seats, having won 36.64% of the vote.

The Democrats, the main opposition party linked to President Patrice Talon’s predecessor and rival, Thomas Boni Yayi, received 16.14% of the vote, falling short of the 20% threshold for parliamentary representation. That threshold was increased from 10% as part of electoral code reforms passed in 2024.

The Democrats previously held more than 20 seats.

The election outcome “deepens political exclusion and reduces institutional checks on the executive,” Consultancy Signal Risk said in a note.

Nadin Kokode, a member of the Democrats, said last week that pro-Talon parties had done everything in their power to exclude the opposition from the political scene for the next seven-year term.

He complained of electoral irregularities, including the late opening of polling stations, a lack of voting equipment, and the exclusion of party supervisors from the vote-counting process.

The electoral commission reported a few minor logistical challenges during the poll but said incidents were promptly brought under control.

“I have an opportunity to interact with all the other five candidates,” he said. “So I am in a position to tell you that I have dealt with all these people.”

Mr Amewu traced his interactions with the various figures to his time as Mayor of Hohoe in 2005 and 2006, as well as his years in Cabinet and Parliament.

He said he had “a very good relationship with Kwabena Agyapong,” describing him as “an excellent man of all qualities,” and noted his close working ties with former Education Minister Dr Yaw Adutwum, Bryan Acheampong and former Vice President Dr Mahamudu Bawumia.

“I dealt with him, and we sat in the cabinet together. I worked under his economic management team as a team player,” he said of Dr Bawumia.

Despite acknowledging the strengths of all the candidates, the former Railway Minister said the choice before the party could not be approached in the usual way.

“All five of those candidates are exceptionally good candidates,” he said. “But we need a medium through which our party will be united. The election that is coming up in 2028 is not a normal election.”

He said his conclusion was shaped by feedback from across society.

“I have listened to the ground. I have listened to the taxi drivers. I have listened to the market women. I’ve gone to the hospital. I listened to the nurses, the doctors and the general population,” he said.

According to him, the demand he encountered repeatedly pointed in one direction.

“And so this election, it’s not because Kennedy is an individual,” he said. “Kennedy is just a medium. The whole nation wants Kennedy.”

When host Evans Mensah challenged the claim that the “whole nation” wanted Kennedy Agyapong, Mr Amewu doubled down, pointing to what he described as the candidate’s electoral advantage.

“The competitive advantage Kennedy has for me, which makes me side with him in this particular election, is the call by the citizens that are going to vote,” he said.

He explained that elections are shaped by key swing factors, which he said account for between 65 and 70 per cent of electoral outcomes. These include both external factors, such as economic performance, and internal attributes of the candidate.

“The internal ones have to talk about the empathy of the individual, his leadership skills, his level of collaborations, his attentiveness, his vision,” he said.

After weighing these factors, Mr Amewu said Kennedy Agyapong stood out.

“When I have examined all these other five candidates, the best among them, the one that is most competitive in terms of this internal environment issue, is Kennedy Ohene Agyapong,” he said.

He added that his assessment was informed by direct personal engagement with the Assin Central MP.

“Most people may not have a direct relationship or have dealt with Kennedy directly. I have had this opportunity with my experience as a minister and MP,” he said.

While maintaining that the other contenders were strong, Mr Amewu said the 2028 election would test political weight and public backing in a way that favours Kennedy Agyapong.

“When it comes to the 2028 election, they may not be on the same level of platform with Kennedy in terms of the weight that people may have behind him,” he said.

“And so I think that Kennedy has this competitive advantage over the others,” he added. “This basically explains the rationale. I think Kennedy is the best.”

The comments come as the NPP begins early conversations about its future leadership following its loss of power, with several senior figures already being mentioned as possible flagbearer candidates for the 2028 polls.

“In fact, there is no postponement of sitting. There is an adjournment of sitting for a ruling to be made on the 28th, based on the arguments of the lawyers for the various respondents and applicants in this particular matter,” he said.

Mr Mohammed stated that the NPP is confident in the strength of its case and will continue to respect the judicial process.

“We have set our case, and we do know that the NPP always stays faithful to the law, and we are not going to make a lot of noise out there,” he added.

According to the NPP Deputy General Secretary, the party is convinced that no further election will take place in the Kpandai constituency, insisting that the only parliamentary election due there will be in 2028.

“We know there won’t be any elections in Kpandai, and that is why we went to court. The only election that will happen in Kpandai is the 2028 election,” he said.

Mr Mohammed dismissed claims and expectations of a rerun, urging those anticipating another election to wait for the court’s decision.

“So, if anybody is daydreaming of having elections in Kpandai, they should continue with that particular process, but we await the decision of the Supreme Court on the 28th of January 2026,” he added.

Mr Tanko-Computer confirmed that campaigning in the constituency is ongoing.

“On the 28th, we will be back here. We are urging them to continue. The people are ready to vote for NDC,” he said.

He accused opposition actors of attempting to use “backdoor” methods to maintain their position in Parliament.

Background

The initial crisis erupted when the Tamale High Court, presided over by Justice Emmanuel Plange Brew, upheld claims of “widespread irregularities” at approximately 41 polling stations.

The court found that these discrepancies were significant enough to impact the final outcome, where Nyindam had been declared the winner with 27,647 votes (53.47%) against Wakpal’s 24,213 votes (46.33%).

Following the annulment, the Electoral Commission (EC) had initially scheduled a re-run for December 30, 2025.

However, the Supreme Court issued a stay of execution on December 16, 2025, effectively putting all electoral preparations on hold until the jurisdictional issue is resolved.

The Bimbilla MP said the 2024 NPP flagbearer is instead focused squarely on winning the confidence of party delegates.

Speaking on Joy News’ PM Express on Tuesday, he dismissed suggestions that Dr Bawumia sees any of the other contenders as a threat.

“Bawumia is not looking at anybody as a threat. He is looking to the NPP supporters to give him that mandate, and we believe that he will win,” he said.

According to him, the campaign is not built around attacking opponents.

“It’s not targeting an individual who is not in our campaign.”

Responding to questions about the strength of the other aspirants, Mr Nitiwul acknowledged that each brings influence and support into the contest.

“Trust me, they’re all strong in their various areas. Ken, Bryan, Kwabena and Adutwum all have their own following. They all have their own strength.”

He explained that Dr Bawumia’s posture is deliberate and rooted in political realism.

“And you see, I’m hesitant to go and run after somebody. If you really believe you are going to win an election as a presidential candidate, you don’t go running down other candidates, because you will need them after the elections.”

Mr Nitiwul argued that attacks on fellow aspirants often betray a lack of confidence.

“If you see a candidate running down another candidate, that candidate does not believe you win, he or she wins, because if you believe like that, you will not run.”

He warned that such an approach creates problems after the contest.

“If I’m contesting, which I’m running you down after the election, how am I going to get you back?”

In his view, restraint must come from the candidate, not just supporters.

“So you, the candidate yourself, should never, maybe some of your supporters can do, but you, the candidate yourself, should never, that’s a piece of advice.”

He stressed that unity after the primaries should guide campaign conduct.

“You should never run down another candidate. If you really believe you will be the candidate, how are you going to get that candidate and his supporters to come on board?”

Mr Nitiwul said Dr Bawumia’s campaign reflects that thinking.

“So if you look at the way Bawumia is going about his campaign, he never talks about other candidates.”

Instead, he said the Vice President is focused on the message and vision.

“He puts his points out there. Focuses on his campaign. It tells the delegates his message. He tells the people of Ghana his vision.”

Mr Nitiwul said the campaign believes that approach is resonating within the party.

“And we think that we have said enough to let the NPP people realise that the candidate that the people of Ghana are looking for is Bawumia.”

Speaking on Joy News’ PM Express on Tuesday, Mr Nitiwul said the stakes for the NPP are too high, and the party must choose a candidate with proven national exposure and electoral experience.

“I can tell you, in this election, Dr Mahamudu Bawumia is going to win. That I can tell you for a fact that in this election [NPP primaries], Dr Bawumia is going to win, just like Akufo-Addo won for a second time in 2010 and then for a third time in 2014, Bawumia is going to win,” he said.

His comments come amid debates within the NPP over succession and strategy ahead of the 2028 general election, following the party’s loss of power in 2024. Several names have been mentioned as possible contenders, raising questions about whether the party should reset with a new face or return to a familiar one.

Mr Nitiwul said his position is not meant to diminish the credentials of other potential aspirants.

“That is not to take away anything from another candidate, whether it’s Ken, Bryan, Adutwum or Kwabena Agyapong, it’s not to take anything away from that candidate,” he said.

However, he argued that time is not on the party’s side and that selling a fresh candidate to the electorate would be risky.

“All I can say is that it has been marketed enough. We don’t have time to market a new candidate.”

He said Dr Mahamudu Bawumia has already undergone intense public scrutiny and emerged without any damaging findings.

“He has shown that he’s very competent, not corrupt, and there’s nothing to find about Bawumia anymore,” he said.

According to Mr Nitiwul, the opposition has exhausted its attacks, and the public has already formed its judgment.

“Whatever the NDC wants to say, they have said it already. The assessment Ghanaians have done it already.”

He said the level of public familiarity with Dr Bawumia gives him a major advantage going into 2028.

“We don’t have the time to change all the billboards and change every other thing, which is the one that has given us a clear vision as to what he wants. And the people of Ghana have bought into it.”

Mr Nitiwul also cited Ghana’s electoral history to support his argument.

“And the rule of thumb is always that Ghanaians have never voted for a first timer,” he said.

He said this places Dr Bawumia in a unique position compared to other likely contenders.

“Bawumia is going to be the candidate who is the second timer; all other candidates on the ballot in the 2028 election, especially the major candidates, including the NDC, will be the second timer.”

For the NPP, he said, that distinction is critical. “We cannot risk having our own candidate being a first timer,” he said.

He warned that choosing an untested candidate could cost the party dearly.

“We can’t as an NPP, when you can get somebody who is running for the second time, and the person will win you the elections, we cannot risk it.”

Mr Nitiwul said the consequences of another loss would be severe. “And the difficulty for NPP is that we will, we should never lose in 2028 because it will be disastrous for us.”

The case stems from the Tamale High Court’s decision to set aside the election of New Patriotic Party (NPP) Member of Parliament Matthew Nyindam following a petition by National Democratic Congress (NDC) candidate Daniel Nsala Wakpal.

The High Court subsequently ordered a fresh poll.

Acting on that ruling, the Electoral Commission (EC) scheduled the rerun for December 31, 2025. However, the process was put on hold when Mr. Nyindam appealed to the Supreme Court, seeking to quash the High Court’s judgment.

Mr. Nyindam’s lawyers argue that the High Court had no jurisdiction to hear the petition because it was filed outside the mandatory 21-day legal window.

They maintain that the Kpandai results were gazetted on December 24, 2024, which began the countdown, making the petition filed on January 25, 2025, time-barred. They contend that all subsequent actions, including the nullification of the election and the order for a rerun, were therefore invalid.

Lawyers for Mr. Wakpal, however, insist that the High Court acted within its constitutional authority under Article 99 of the 1992 Constitution.

They argue that the results were re-gazetted on January 6, 2025, which marked the start of the 21-day period, making the January 25 petition valid. They further note that Mr. Nyindam relied on the January 6 Gazette during the High Court proceedings and cannot now dispute it.

The EC has confirmed that gazette notices were issued in batches, acknowledging the existence of both the December 24, 2024, and January 6, 2025, publications.

The suspension of the Kpandai rerun remains in effect until the Supreme Court delivers its verdict, a decision expected to have significant implications for the constituency and for how election petition timelines are interpreted in Ghana.

“A group of armed, masked men suddenly emerged and opened fire on the vehicle,” he said. He credited his survival to the swift reaction of his driver, whom he described as “very tactful,” noting that quick manoeuvring enabled them to escape the attackers.

Dr. Adutwum added that after driving a short distance, the tyres went flat, further highlighting the danger they had faced. The police later indicated that the attack was unusual, as no government vehicle had reportedly been targeted in that manner at the time.

He stressed that the incident left senior government officials alarmed when they saw the damaged vehicle.

“When Yaw Osafo-Maafo and then National Security Minister Albert Kan-Dapaah inspected the car and observed the bullet marks, they were shocked and thanked God for my survival,” he said.

Dr. Adutwum also noted that the police have been unable to reach a conclusive investigation on the case, with James Oppong-Boanuh serving as Inspector-General of Police at the time.

The National Democratic Congress (NDC) also reclaimed the presidency and won a commanding majority in Parliament, securing over 180 seats, including several constituencies traditionally considered NPP strongholds.

Following the defeat, the NPP has largely attributed its loss to voter apathy and low turnout among its support base.

Speaking on Joy News’ PM Express, Dr Osae-Kwapong said incidents of vote-buying and vote-influencing remain deeply embedded in Ghana’s internal party politics.

He said Ghanaians continue to “see or read or hear stories” about the same practices during party contests, often framed as support for transportation or logistics, but the effect is the same.

Dr Osae-Kwapong said he does not expect that dynamic to change, especially in internal party elections, despite growing public concern about the influence of money.

“I don’t think that dynamic of electoral politics, especially when it comes to internal party politics, would change,” he said.

The CDD-Ghana Fellow said he supports the Constitutional Review Committee’s recommendations to reform how parties conduct their primaries.

He said one proposal worth serious consideration is opening up internal party elections to all registered members in good standing, rather than restricting voting to a small group of delegates.

“I have advocated, and I support the recommendation from the constitutional review committee that when it comes to internal party elections, if you are a registered member of the political party in good standing, you should be allowed to participate in party primaries,” he said.

Dr Osae-Kwapong, however, expressed doubt about whether political parties would be willing to adopt such reforms.

He argued that limiting primaries to delegates makes it easier for candidates with deep pockets to influence outcomes.

“If our concern is that a candidate can easily, quote, unquote, buy a number of delegates, then to make it harder to do that, if you have an open primary, it is more difficult to quote and quote by an entire constituency than it is to quote and quote by a group of delegates,” he said.

Despite this, he remains pessimistic about near-term change.

“But I don’t see that dynamic, as cynical as that may sound, I don’t see that dynamic changing in the primaries and party elections,” Dr Osae-Kwapong added.

His comments come as political parties prepare for another round of internal contests ahead of future national elections, amid renewed scrutiny of campaign financing, vote buying, and the credibility of internal democratic processes.

I have followed the ongoing discussions on constitutional review in Ghana with keen interest and a deep sense of responsibility to the nation.

It is important for Ghanaians to understand that the 1992 Constitution was born out of a delicate historical compromise. Its framing was influenced by the transition from military rule to civilian democratic governance.

I wish to acknowledge the critical role played by Justice D. F. Annan, former Judge of the Superior Courts and Speaker of Parliament, whose initiative and counsel helped persuade Flight Lieutenant Jerry John Rawlings to finally accept a return to constitutional rule.

That compromise, however necessary at the time, has left us with a constitution that overprotects the Office of the President.

The Constitution contains numerous clauses that effectively shield the President during and even after his tenure in office. These protections make it nearly impossible to hold a President fully accountable under the law. This situation is no longer tenable in a mature democracy. The President is responsible to the people, and where wrongdoing occurs, the President must be subject to the law like every other citizen. Excessive immunity provisions must therefore be reviewed and removed.Remove ads

On the matter of presidential tenure, I state without hesitation that there must be no extension of the current term limits. The existing arrangement of two four-year terms is sufficient and must remain unchanged. Four years is adequate time for a serious and prepared government to make its mark. Governance is a continuum, and any responsible political party must be ready to govern from the first day in office. Arguments suggesting a need for additional time only create unnecessary opportunities for inefficiency and corruption.

I also wish to emphasize that unfinished national projects must be continued by successive governments. The practice of abandoning ongoing projects in order to initiate new ones has become a major source of waste and corruption. While continuity may not necessarily be entrenched as a constitutional provision, it must become a binding principle of responsible governance.

Furthermore, the system of ex-gratia payments and excessive post-office benefits for public office holders must be abolished. Public servants are already compensated through their salaries. There is no justification for lifelong benefits, state-funded housing, or undue privileges. These resources should instead be redirected towards improving the living conditions of ordinary Ghanaians.

I fully support proposals to appoint Ministers strictly from outside Parliament. A clear separation between the Executive and the Legislature is essential for effective oversight and accountability. Parliament must be empowered to independently scrutinize government actions without conflict of interest.

Finally, I believe that leadership of the nation requires maturity and experience. The minimum age requirement for presidential candidates should be reviewed upward to reflect the seriousness and responsibility of the office.

Constitutional reform must not be driven by partisan interests but by the collective good of the nation. Ghana has reached a stage in its democratic journey where accountability, discipline, and national interest must take precedence over political convenience.

I urge all stakeholders to approach this constitutional review process with honesty, courage, and a genuine commitment to the future of Ghana.

“Simply because our institutions are not yet strengthened enough to allow a president to go on for five years. If we had stronger institutions, if corruption were not systemic, then I may have held a different view. But looking at where we are at the moment and looking at the institutions that we have and how they operate, I don’t think it is wise to extend the presidential term.”

She noted that despite efforts to tackle corruption and ensure transparency, there remain significant challenges in holding public officials accountable. Ms Bright highlighted that there are often “little or no consequences” for those found in violation of anti-corruption laws.

Given this context, she argued that extending the presidential term could lead to potential misuse of power and further entrench inefficiencies within government.

According to Ms Bright, the lack of accountability in the current system is a major factor in her opposition to the presidential term extension.

The Manhyia South Member of Parliament (MP) made the comments on Newsfile on JoyNews following the submission of the CRC’s final report to President John Dramani Mahama on Monday, December 22.

The report contains several key recommendations, including the separation of the legislature from the executive, a reaffirmation that the Constitution does not allow a third presidential term, and a proposal to extend the presidential term of office from four to five years.

The CRC has so far presented a summary of its findings to the President, with the full and final report expected to be made public in January.

Speaking on the programme, Mr Baffuor Awuah stressed the need for a thorough comparative analysis of the CRC’s proposals against earlier constitutional review efforts, particularly the report of the Professor Fiadjo Committee.

“When you look at the Fiadjo Commission’s report on the tenure of the president, they conducted a historical analysis of where the four years came from,” he explained.

“The Consultative Assembly initially preferred five years, the Commission of Experts recommended four, and the Powers of Government Committee opted for five. After careful evaluation, they settled on four years.”

He questioned the rationale behind the proposed extension, arguing that the justification for giving presidents more time to complete projects is largely impractical.

“The fundamental question is: what mischief are we seeking to cure with this proposed extension? The so-called ‘mischief’ is about giving the president time to finish his work, but practically, no president can complete everything during his tenure,” he said.

Mr Baffuor Awuah noted that presidents routinely initiate projects, contract loans, and pass legislation whose full impact often extends beyond their time in office.

Extending the term by just one year, he argued, would not change that reality.

“The issue really has to do with continuity. We should focus on passing laws or mechanisms that ensure continuity, rather than simply extending the president’s term,” he said.

“Adding one more year will not enable the president to finish everything he starts. We need to look at how best we can achieve continuity effectively.”
