A political scientist at the University of Ghana, Dr Kwame Asah-Asante, is skeptical that the outcome of the New Patriotic Party’s (NPP) super delegates conference will be repeated during the November primaries.

According to him, the outcome of the just-ended super delegates conference will be inconsequential in the party’s upcoming primaries where all the grassroots will partake in the electoral process.

He made his assertion known when contributing to the topic “NPP Super delegates verdict: Implication for November’s final vote” on JoyNews’ PM Express on Monday.

Highlighting the significance of the proposed composition for the November 4th primaries, which is expected to surpass 200,000 participants, Dr Asah-Asante noted that this extensive representation is likely to yield a different outcome compared to what was observed during the super delegates conference.

While acknowledging the current stage as a constructive initial step, he cautioned against assuming that the status quo would endure until the November primaries.

“What we have seen is okay for the first step but you cannot rest on it to conclude that the status quo will remain. You’ll be surprised because they are expanding the electoral body bringing in all manner of people who will change the dynamics.

“So I believe that we are not going to have the same situation. Anything can happen. That is a fact,” he said.

Dr. Asah-Asante further stressed that the Super Delegates Conference’s outcomes should not be taken as definitive indicators of the ultimate nominee’s success.

He asserted that a multitude of factors, extending beyond the conference itself, would play a pivotal role in determining the party’s future leadership.

“Among the five, each of them is capable of winning and it depends on a number of factors. How well you coordinate your activities, how well you churn out your messages and make sure that they resonate with the people, and how well you are in terms of your ability to articulate clearly, your policies and programs among others. So it is a whole mix of factors that will likely come into play.”

The Political Scientist underlined the intricate interplay of these elements and cautioned against placing excessive weight on the conference rankings.

The NPP, on Saturday, August 26, 2023, held its Special Electoral College Election to cut down the number of flagbearer aspirants from 10 to five, ahead of its National Delegates Congress on November 4.

Vice President, Dr Mahamudu Bawumia emerged winner at the polls, garnering 629 of the total valid votes cast.

Kennedy Agyapong, Alan Kwadwo Kyerematen and Dr Afriyie Akoto all made the top four. The Party, is expected to hold a runoff for Mr Francis Addai-Nimo and Mr Boakye Agyarko next week Saturday, to decide the fifth candidate, after the two tied up at the end of the polls.

He attributed some delegates’ votes for Mr Kyerematen to a higher intervention, acknowledging those who supported their cause.

Mr Amankwah took a moment to applaud those steadfastly aligned with Mr Kyerematen’s aspirations.

“I extend my salute to those who stood firm in their support for Alan,” he emphasized, recognizing their commitment amidst the evolving political landscape.

Despite these concerns, he expressed contentment that Mr Kyerematen’s position in the top five contenders had been secured, highlighting their collective satisfaction with this achievement.

In response to these developments, Mr Kyerematen expressed gratitude towards the delegates of the Special Electoral College.

Fiifi Mensah, the chairman of the Bantama constituency, has said he is not surprised as far as the results are concerned.

“The results were as expected. When a consensus forms, outcomes align accordingly.”

During an interview on Asempa FM’s Ekosii Sen show on Monday, he highlighted the expected voting count for Dr Mahamadu Bawumia and noted that it fell slightly short, suggesting it should have been higher.

The chairman from the Bosomtwi constituency, Addai Poku Aikins, also echoed a similar sentiment.

Aikins believed that Bawumia’s support should have crossed the 100 mark, stating, “When Ashantis voice their opinion, others will follow suit.”

He emphasized their proactive approach and indicated forthcoming collective efforts.

“In the next two weeks, our endeavors will commence.”

Also, Frederick Agyemang, the chairman of Kwabre East, disclosed that a total of 1480 delegates participated in the voting process.

He disclosed the comprehensive discussions that preceded the voting.

“Prior to voting, we engaged in thorough deliberations and understood the direction the delegates favored. The results are a true reflection of their preferences.”

Although Frederick didn’t openly disclose specific voting preferences, he mentioned receiving appreciative calls from undisclosed individuals.

The regional chairmen emphasized that the people’s verdict should be respected, aligning with the current time and context.

In the Super Delegates Conference, Vice President Dr. Mahamudu Bawumia emerged as the frontrunner for the New Patriotic Party.

According to the results, Bawumia secured 629 votes, which constituted 68.15 percent of the total votes.

These figures were collated from all 17 voting centers across the nation.

The purpose of the Super Delegates Conference is to narrow down the field of contenders competing for the NPP’s presidential candidacy in the upcoming 2024 general election.

“It’s a secret. She told me who to vote for, and I exercised that right. I don’t need to disclose who I voted for,” he said.

However, speaking on Starr FM, Mr Ephson cautioned against such assertions and warned that Ken Agyapong could cause a runoff during the final race.

“The verdict of nearly a thousand people cannot be the verdict of over two hundred thousand people. I’m saying that if Alan places second tomorrow, I will not be surprised, but I will be surprised if he places second on November 4. The best Kennedy can do is push the race to a runoff.

“If Alan was to be in Parliament, there would have definitely been a runoff. But on November 4, I think Alan, with due apologies to his supporters, will be a distant third. There’ll be a gap between the top two and Alan,” he explained.

Tomorrow, don’t be surprised if it is scaled down further,” he added.

Mr. Tetteh, who is also the Member of Parliament for Bortianor-Ngleshie Amanfro Constituency, was responding to the Bawumia team’s claim that they would emerge first in Saturday’s polls in an interview with Bernard Avle on Citiuation Room on Citi TV in Accra on Thursday.

“But let me tell you, we are comfortable, and the expectations of people will be disappointed on Saturday. However, I think that the most important of all is on November 4th because we will be part of the five, they can decide to have the bragging rights,” he added.

Meanwhile, NPP members in the Kwadaso Constituency say they will continue to support their former Member of Parliament, Dr. Owusu Afriyie Akoto, as the preferred flagbearer for the party.

The party members, including polling station executives and coordinators, remain firm in their belief in Dr. Akoto’s leadership for the NPP.

A polling station executive in the Kwadaso Constituency, Ernest Frimpong, has called on delegates to vote for the former Food and Agriculture Minister in the party’s Super Delegates Conference.

“It’s not about what our MP will say or what our constituency chairman will say. They have their choice, and we also have our own way to take decisions for ourselves. The records speak for themselves, and Owusu Afriyie Akoto is the best Agric Minister in the history of the Fourth Republic. The agricultural sector grew by an unprecedented 8.4 percent in 2021, and this is the reason we are saying that he is the best person for the party.”

“In this context, we are calling for him, and it is about what you have done for the country and the party, and Afriyie Akoto has demonstrated in all angles that he is competent to serve our party and this country.”

According to him, the incumbent government has done a lot that NPP members need to take pride in; hence, he cannot comprehend why any aspirant will shy away from using the achievements in their campaign.

“We need someone with a spirited effort to prove what we have achieved and be able to stand for the vision of the party that is why we will put together a manifesto, not someone who will demoralise the party because of personal interest.

“If we demoralise the party now, how will we bring everyone together to campaign after the 2024 election? Effort alone is not enough; money, ideas, and philosophies that we will put together all matter,” he admonished.

He made these comments on Asempa FM’s Ekosii Sen, though he did not mention any aspirant’s name.

“It seems some of the aspirants are not interested in the record we will campaign on in 2024. I admit there have been a few challenges, but some are making it seem as if we haven’t done anything, NPP’s record is not bad at all.

“We should just know that whether the records are positive or negative, it will haunt any of the candidates we elect. Ghanaians will put it to them in the coming election. So no aspirant should think they can absolve themselves from the problem,” he cautioned.

Mr Boadu’s message of caution comes barely three days before the NPP’s Super Delegate Conference, where 900 delegates will select the five candidates to contest the November 4, 2023, presidential primary.

Per the rules of the game, if more than five aspirants qualify to contest, the party will convene a special electoral college to select five candidates for the final round.

The election is expected to take place at 17 polling stations nationwide.

According to Mr Awuku, who is a member of Dr Bawumia’s campaign team, all the aspirant expects is enough votes in the exercise set for August 26, 2023.

The Vice President is contesting with nine other aspirants who are seeking to lead the NPP in the 2024 election.

The exercise on Saturday will therefore bring together 900 delegates to elect five people who will contest the presidential primary on November 4 in accordance with the NPP’s constitution.

Speaking on Asempa FM”s Ekosii Sen, Mr Awuku stated the exercise is crucial for the NPP and will show their direction towards the presidential primary.

“Bawumia is not expecting to get 100% votes, but overwhelming votes to get him that moral victory towards November 4.

“He has been around the country four times or more in an election campaign since 2012 and has been at the nerve of the country, admits the challenges and shortcomings, so he has a clear view for 2024,” he said.

The National Lottery Authority (NLA) boss is convinced Dr Bawumia will emerge victorious at the end of the election, given the consultations and grounds work that have been done.

“Before he picked the forms, he went to these super delegates in all the 16 regions and engaged all relevant stakeholders and the constituencies because he believes there is no shortcut to victory, so I admire his passion and commitment,” he lauded.

The guidelines agreed upon by the aspirants will regulate the conduct of the Special Electoral College election to prune the 10 presidential aspirants to five and for the presidential primary set for November 4 to finally elect the flag bearer of the party for the 2024 general election.

The Secretary to the Presidential Elections Committee, William Yamoah, gave the assurance in an interview with the Daily Graphic.

It was to reassure the aspirants of the determination of the committee which is chaired by a former Speaker of Parliament, Prof. Aaron Mike Oquaye, to organise a free, fair and transparent election in the Special Electoral College polls and the national congress.

Guidelines

Some of the key guidelines of the party are that no aspirant will appoint government officials and any delegate listed to vote in the elections as agents (whether Special Electoral College or the Main Election).

The government officials include but are not limited to Metropolitan, Municipal and District Chief Executives, Ministers of State and Chief Executive Officers of state-owned enterprises, Regional Executives and Constituency Executives.

The guidelines further indicate that the Electoral Commission (EC) and the Police should enforce and prevent delegates from taking their phones and other photographic gadgets to the voting screen.

Additionally, the EC will use complex serial numbers to avoid ballots being traced to voters at  a later date, and that the Electoral Management body should deny influencers and “Machomen” access to the voting centres.

Serialisation

Meanwhile, the walk in concept rather than identifying delegates by name and the absence of any smart devices or camera at the voting centres have been hailed by the presidential aspirants who agreed to the set of rules.

The complex serialisation employed for the elections is said to be a way of preventing victimisation.

It is to hide the identities of delegates and prevent candidates from identifying who voted for or against them.

Reliable sources close to the EC and the leadership of the party stated that the strong serialisation concept had been employed to ensure that delegates’ identities were hidden.

It said  those models were introduced to safeguard the identity of the delegates and make it practically impossible to identify who voted for or against who. 

Dispute Resolution

Concerning disputes, all disputes, if any, arising from the process are to be referred to the Presidential Elections Committee for prompt and amicable resolution.

The party also says persons whose names are not in the album shall not be allowed to vote.

The guidelines further indicates that delegates of the Special Electoral College shall, as proof of identification, show either the Party Membership Identity (I.D) Cards, National Voters I.D Cards or Ghana Card.

The poll will start at 9:00 a.m. and close at 1:00 p.m. at all centres.

Results

Ballots will be counted and declared immediately after the close of poll at each voting center, and each aspirants will have two accredited agents but at all times he would be represented by one Polling Agent at each Polling Station

The guidelines also indicate that the Presiding Officer at the Voting Centre will announce the voting center results.
